The current situation with Germany was uncertain, as hostilities and fears years ago seemed to have just disappeared, and while no one was quite trusting of them yet, it was a much better relationship than before. Russia on the other hand, had shown strong military power and with claims of territorial disputes no one could keep track of, they seemed the most likely to plunge Europe into another war.
Europe relations:
Britain would like a defense pact with France, both countries working together to defend each other. The defense of France is critical for both nations, as an enemy occupying France would have the easiest path to London, so full support to the alliance is guaranteed.
Germany, despite the hostile relations of the past, is now not viewed with as much suspicion as before due to increased suspicion of Russia and less suspicious actions than seen in the past.
Russia is viewed with distrust due to large military force and it's possible use in the recent land disputes with other Empires.
All other countries are neutral until players take action that could be judged
