Bio: Born in Orisinium, Uruk was the son of a chief in Shub. He was the only male child, leaving him with responsibility that he never wanted in the first place. At 6, he was taught on how to wield a sword, importance of family and honor, the blood code of malacath. He was 8 when Redguards attacked and sacked his small stronghold. His father fought valiantly, dying but killing at least 4 of them with him. He ran away, to the wilds of Tamriel. Eventually, after 4 years of travelling, he reached Windhelm, then ruled by Ulfric. He was a thief for a while until leaving the city at 14, where he found himself in a Dashkinh Yal, where the chief took him in for 6 years, until a giants attacked.
He then ran away again, this time in the pale or Dawnstar to be more specific. He saved the Jarl's life after the thane/captain of the guard died defending the jarl from an imperial attack. He proved himself to be a strong warrior, matching at least 5 soldiers to 1. After the battle, he was given the chance of the position that was left empty. He accepted after all these years of wondering, finally having a home and food to eat.

* I'm a little fuzzy and it's late so I'll need to consult my guide book but if Eastmarch has good farmland I'd probably flip it with rift if only because the thieves guild and the holds isolation would cause a lot of problems later on.

It depends what you want honestly. I personally don't have a preference. They're both important.

Ok thank you. What might some advantages and disadvantages be? Like for falkreath I assume a disadvantage might be that it has a small army and population while an advantage might be near boundless resources to draw on (limited mostly to manufacturing, agriculture and lumber and mining) where as a con for the rift is its location, corruption and terrible economic position where as a pro might be that it too has lots of resources but it has a slightly larger population and army.
Would that be accurate? Is there more to it?

Bio: Patolf was born within the hold of falkreath. His parents were land owners who operated a lumber mill. After the displacement of the jarl of falkreath Patolf became the holds jarl. He was deemed a reasonable person to be a replacement because of his level headed thinking and mindset. He was distinguished from the previous 2 jarls do to his work ethic and lacking of paranoia (at this stage). His history as a member of the companions also helped earn him support from the majority Nordic population and his reputation for fairness and honour helped promote to the minority population that he wouldn't be a bad choice. Although their was some concern from the large traditionalist population that he'd be too radical a jarl in his dealings.
During his reign as jarl he assisted the population by clearing a section of the woods around the lake for farmland and revitalizing & refilling the treasury through revitalizing the tax structure and by promoting infrastructure projects with the logged lumber. Prisoners were given the option of working off their sentences and get a quarter of their time taken off or staying in the dungeons. The 2000 man army was also rejuvenated under his regime with new equipment and more effective training protocols. He was recognized as somewhat radical when compared to the highly conservative population of the hold but modern in comparison to the other holds.
Before becoming the jarl of the hold he was known for his acts of bravery within the companions, his stay within the restoration school in winter hold, his time spent as an adventurer and his time spent as a entrepreneur in the logging and mining industries of falkreath among other feats. His
Main historical negative was his using his wealth to host lavish events. He disliked corruption the dark brotherhood and the thieves guild historically as well. His biggest secret is his lycanthropy that he contracted while within the companions.

Ya that's pretty accurate. The most important part of the Rift is that it is very wealthy and serves as protection to Eastmarch.
