Petrokovia would not mind working with Zhizao, but ultimately, Exaequatio is the head of both of these programs, and has final say.
Petrokovia proposes splitting different aspects of the asteroid mission between different nations, including a ship, vehicles for excavation, and a tractor beam to guide the asteroid.
The USSP has started designing a ship. The final draft can not be made, however, until the tractor beam's design has been submitted, in order to accommodate it with the ship.

We are starting construction on the anchor station right now, given that the space elevator is located in Mokupuni. So you can start building the climber or the cable. Also, are you helping with capturing the asteroid?
Well in terms of the space elevator, we will need four basic components; anchor station, a cable, climber/elevator, and the counterweight. I highly suggest that the counterweight be a joint construction by all participating countries as that will likely be a space station.
Also, Petrokovia, is the ship that you're making going to be manned or robotic? Just curious.

Gaoshi would also like to be involved, especially with the mining projects as we have experience mining in non-ideal areas, such as the Juhong mountains that are rich in minerals. As we do not have experience with space travel, we were hoping to enter in a partnership, and we can have later negotiations as to how much of the mined material each party gets. I think we should also create a protocol for any extraterrestrial life that is found. It'd most likely by microscopic or unicellular, but worth studying nonetheless. I propose that all parties collaborating in space exploration should receive samples for studying, and if there isn't a large enough sample, it should be brought to a collaborative research facility, where we can all study it collectively.

Great! Exaequatio welcomes Gaoshi into the asteroid project! If you're good with mining, perhaps would you like to start designing vehicles for the mining?
Also, if there are going to be actual human miners on the asteroid, we should probably come up with some sort of biodome-like base on the asteroid.
And what are we going to name the space elevator?

We were planning to build some permanent infrastructure on the asteroid, and were hoping to receive some help in funding and building the structures, with the assurance of shared use of course. We also planned on using mostly a robotic mining crew overlooked by engineers. Gaoshi was hoping that our nations could undertake this project together, and collectively benefit.

How is it frivolous? The elevator will be a major footing in modern engineering and scientific innovation. We will also be able to launch satellites and deep space probes without the use of expensive rocket technology to get outside the atmosphere, we can expose the public to space, and render shuttles almost completely obsolete.
