My Proposal Was Removed?

When I proposed this to the WA it was removed by the mods. Why was this.

DEFINING war as a consensual act between two nations
RECOGNIZES that sometimes war is the only way to settle a conflict
ASSERTS that many wars could have been prevented with simple diplomatic negotiation on the world stage
ASSERTS that war is not a good way of dissolving disputes, causing loss of life and social and sometimes economic instability
HEREBY RESOLVING to force all member nations to have open negotiations to try and find a peaceful resolution to all conflict, allowing other nations to have input in resolving the dispute before a war is declared
ALSO RESOLVING to ban all member states from attacking another country (member or not) unless they have reasonable concern for the safety of their citizens
RESERVING the right for any nation attacked, without war being declared by a member or non-member state, to react with the full force of its military

It's not really binding at all, and it has no clear and descriptive purpose.

You should have (or will) receive a telegram from the mods telling you the reason. Offhand i'd say it was likely do to lacking an operative clause.

The mod TG you received said, "Your proposal was removed as it contradicted General Assembly Resolution #2, Rights and Duties of WA States."
Which clause the mod had in mind isn't specified, though you don't have to go far to find
Article 3 § Every WA Member State has the duty to refrain from unrequested intervention in the internal or external economic, political, religious, and social affairs of any other NationState, subject to the immunities recognized by international law.

... when your proposal tells member states they must help force the consenting nations to negotiate.

Another mod might have said, "duplicated GA#2" (copied the definition, which is another no-no, and the last clause parallels GA#2's existing clause on responding if attacked:
Article 4 § Every WA Member State has the right of individual or collective self-defense against armed attack.

Or, "attempted to amend GA#2" (by introducing the negotiation clause).
Or, "was self-contradictory" (defines war as consensual between two nations, then refuses to permit consensus by [trying to] force negotiations on these already consenting parties)
Or, "bloggish" (because the only clauses that would actually take effect were those beginning Recognizes, Asserts and Asserts).

As you can see, every way you turn, almost every way different mods might look at it, your proposal runs into GA#2.

But you cannot change, edit, amend or expand GA#2, or any other current Resolution. It's not because we all think they're so great they mustn't be touched, it's because that's the way the game mechanics work. It's a simply coded game. The only way to get rid of a Resolution you don't like, or improve one you do like, is to remove it completely and start again. [EDIT: Here's why.]

So: your proposal was removed because its many illegalities meant it wasn't ready for submission.

Before submitting another proposal, you need to read the Proposal Rules, which were linked in your explanatory TG. You'll also find some advice in that thread on how to write a proposal, and some helpful links to other players' advice threads. But the standing advice is: read the discussion threads for proposals others are trying to write. See what sort of objections people make. Make your own comments. Get used to the place. Then start a thread yourself to try writing a proposal, with advice from other players.
