Most Often Broken Law in Your Nation?

Simple - which single law is broken most often in your nation? Is it one enforced by the Police or equivalent? What's the punishment for someone caught breaking it? Are there any plans to improve the law and make citizens less likely to break it?

In Kouralia the most broken law is in fact the Alcohol Licensing and Sale Act (1989), which stipulates (among other things, such as mandatory duties on alcohol not sold in licensed drinking establishments) that it is illegal for a 'pub, club, bar, or other licensed purveyor of alcohol' to sell alcohol to an individual who is 'regardless of species, status, age or any other distinguishing feature, clearly drunken or overmuch intoxicated'. This can, in theory, carry a fine of up to 600 Crowns for the server, and for as much as a similarly scaled fine and permanent loss of license for the organisation if it is proved in a criminal court that it was a matter of policy for drunken people to be served. It is also illegal for someone to buy an alcoholic beverage for an overly intoxicated individual, and to try and buy one technically counts as incitement to a criminal act.

Police rarely enforce this law, mostly because a) pretty much all of them have broken it themselves and b) it's too difficult to properly police.

Most people are speeding when they're not supposed to. That's a simple law to break, and its punishment is a fine starting at 500 000 Anollas.

The police don't even bother to enforce our rule against jaywalking. It's gotten so bad that there are reports that an omnibus took a half-hour to drive two blocks because of all the people in the road.

Speeding

Is it one enforced by the Police or equivalent?
Police will not care about people doing 10-15 km/h over the speed limit. Though once you're 20 km/h over the limit or you're obviously going must faster than the flow of traffic, you're going to be pulled over. The general rule is that you should travel at the same speed as the flow of traffic. Speed camera's are programmed to only ticket people going 15km/h over the sped limit.

What's the punishment for someone caught breaking it?
A fine of ₵100 and 1 point on your license for 10 km/h over the limit (never enforced)
₵250 and 2 points on your license for 20km/h over the limit (seldom enforced)
₵500, 3 points and a 7 day license suspension for 30km/h over the limit (enforced)
₵750, 5 points and 3 month license suspension for 40km/h over the limit (enforced)
₵1000, 8 points and a 1 year license suspension for 50km/h over the limit (considered street racing and is a felony)

Are there any plans to improve the law and make citizens less likely to break it?
There have been talks of raising speed limits and making "speeding" relative to the flow of traffic, but not really anything major.

Statistically, seat belt laws have had the highest offense-to-consequence ratio. Other traffic or minor offenses follow behind. Most of these are little enforced because of practical restraints.

Most likely the height at which one can fly the Skycutter. Skycutters are meant to be flown high, in practise lots of people fly low and as long as no damage is done the law is not enforced. A crash though will get the pilot in trouble.

The Law for the Protection of National Interests in Media, Arts, Communications, and Education is the most often broken law in the Reich -- probably because it covers such a broad range of things. It is basically a consolidation of all our censorship policies.

Race laws, building codes, food safety standards, and zoning laws are also violated more often than we would like.
