If you study up on the normal proposal format this is a good minor issue to legislate and would be a good jumping off point to larger projects. As it is now, however, I would recommend you possibly seek a coauthor or somebody else to help you with the drafting process. Good luck to you and your future endeavors.

"For one, this is illegal for being optional. Resolutions must not be optional in it's mandates. As it stands, contributing to this fund is voluntary, and all operational clauses have to do with participants. So, if the C.D.S.P. decides not to partake, and we absolutely won't be funding the education of non-citizens, this fails to affect us. While this is acceptable for certain resolutions, such as GAR#10 not especially affecting nations without nuclear weapons, or resolutions dealing with democratic elections not affecting pure monarchies, this draft doesn't benefit from that flexibility.

"Also, the formatting is awkward. Keep your clauses as a numbered list, without extra line breaks. And get rid of that blasted reference to religious nuthouses seminaries. I still firmly believe that this is a topic the WA should stay the hell out of, but let's get it looking right before getting into that."

Setting up an international piggy bank is doing just that. And if this is a single-payer system, well then, what's the point? If you allow nations to opt out, wealthy nations with no issues will do so, and leave the only users those too destitute to make a difference.

Which would be about the entire US non-military aid budget! 1% is ridiculously high, but using WAGF obviates the need for hard numbers anyway.

I do think there's scope for legislation in this area though so I will have my character reply in the morning, once I've OOCly learned whether I still live in the UK or not.
