Dear Sirs and Madams of the Latvian Liberation Army
The Government of His Imperial and Sacred Majesty Arcadius XII has mandated me to take executive action to assist the Latvian rebel army. We will be airdropping 500 crates of supplies including ammunition, weapons, food, and cold weather and rainy weather gear. We are pleased to be able to assist you in gaining Latvian independence
Sincerely,

Mordakia would be delighted to contribute up to 60 fifth-generation fighter aircraft, 15 medical evacuation helicopters and 1200 special forces troops (with 12 Osprey VTOL aircraft) to aid you in the fight for democracy. Though this limited contribution is at present all we are willing to offer, if the situation escalates we will be willing to reconsider the size of our contributions to increase our stake in the battle for freedom.
Our contributions will bring a degree of expertise, quality and experience which we believe will prove beneficial to your efforts to stop rebel attacks

The People's Republic of Cedoriw laughably rejects the demands of the Boaskian Government. If you are stupid enough to declare war on us, you WILL be punished for your impudence. We do not desire a war with you, but we will liberate the proletariat of Lithuania-Latvia from the oppression of their government. A better solution would be for YOU to withdraw YOUR troops and allow us to accomplish this. We should note that a declaration of war on Cedoria would be considered an act of aggression, Cedoria's allies under the Five-Nation Pact and our individual defence treaties would then mandate a response from our allies, against both you and Lithuania-Latvia. We are giving you one warning, if the People's Republic of Cedoria doesn't scare you, it should, no good will come of any war between us, and our goal is solely to liberate the proletariat of Lithuania-Latvia. If you do not share those goals, you may freely withdraw, but do not attempt to stand in our way.
Our troops are now being loaded onto troop transports, they will soon be diesembarking on the coast of Lithuania, and the liberation can begin. Several battleships, frigates, stealth submarines specialising in destruction of warships, and two fighter squadrons are traveling with the transports to protect them during their travels.

The Valaran Empire has known about these issues before, and would politely ask Cedoria not to intervene (though we are fairly certain what your answer will be). If you still choose to do so, may we also ask permission to distribute humanitarian aid in areas under your occupation?
Respectfully,
Acting foreign Secretary Seward.
