As you are all aware, the attempted assassination has left not only me, but the entire nation shaken. This is only a symptom, however, of the dire situation of our political institution. We have forced democracy upon ourselves too quickly, and it has almost destroyed us. For the good of Ritimba, therefore, I invoke my executive privilege and hereby dissolve the Congress. All local governments I leave intact, but I still reserve the supremacy of the national government over their actions.
To further this end, I have decided on a three-step plan to ensure the continuation of Ritimba:
1. I authorize the founding of a secret police, with the goal of seeking out dangerous radicals and threats to the continuation of the current government. This shall exist as long as the current dangerous situation exists. $50 million shall be appropriated for the costs of constructing and manning this program.
2. Reports have come in of a guerrilla movement starting within our borders. To counter this threat, I set aside $100 million for the modernization of the military and to run a recruiting drive. I pray that the people of Ritimba will be willing to stand up for and preserve their great nation.
3. Finally, I wish to express my sentiments to the United States of America, the Russian Federation, and our neighbors in Leftoto that we desire no conflict against their interests. Greetings! Congratulations on preserving our nation of Ritomba! I also thank you for the $50 million you have given my department to boost security in our great nation, which we are using to increase our equipment, recruitment, and technological capacities. I do, however, request the following of you:
1. The dissolution of all civilian courts, to be replaced with courts run the Department of the Interior, to ensure the safety and preservation of Ritomba
2. The ability to detain, imprison, and execute all terrorist suspects found out by the Department of the Interior without trial, punishment, investigation, or having to reply back to any other civilian Department

I would like to start this address by thanking the good people of Ritimba for their continued patience with me and my efforts to salvage our great country from ruin. It will be their support that will get us through these difficult times and bring about a prosperous future in the end. To show my gratitude for their efforts, I would like to announce a series of measures that will be taken to help improve their lifestyle. As the leader of our nation, I have a responsibility to listen to the citizenry and respond accordingly, and I recognize and respect that task.
1. In the foreign sphere, Russia has been quick to come to our aid, and Ritimba thanks them for their rapid response to our situation. They have so generously offered to lease us land for the construction of defensive installations. We would be more than happy to take them up on their offer, and invite them to propose a price. In addition, Leftoto has also proved to be a friend to our great nation, and we laud them for their efforts. As the President of Ritimba, I would like to welcome both countries' ambassadors to our borders, and propose an exchange of embassies. May our peoples grow ever closer, and our great nations ever greater!
2. Along with a large group of expert economists, we have devised a new economic policy which will best serve the people of Ritimba. This policy includes:
-The elimination of all tariffs against Russia and Leftoto.
-The lowering of taxes levied on property, such as land, housing, factories, or other capital.
-The guarantee of the people to organize into trade unions, coupled with the right of the government to arbitrate if necessity demands.
-$10 million set aside for the construction of a new amusement park, to attract tourism and act as a place of leisure for all citizens.
Since the labor movement will be recognized by the government, and treated as an equal in negotiations, the policy also calls for the removal of government from workplace interference, including enforcement of a minimum wage. Unions and employers will be able to negotiate fair wages on a case-by-case basis, without the government having to intervene.
This policy strikes a fair balance between workers and landowners, and we hope it will lead to prosperity
3. The new Department of the Interior has already proven itself adept at improving the state of Ritimba. In light of their recent accomplishments, I wish to address some requests they have put in to my office, as well as a request made by our friend Leftoto. The following shall take effect under Executive Order 1088, otherwise known as the New Articles of Prosperity and Security:
-Every civilian court verdict shall be reviewed by the Department of the Interior, and if they wish to hold a retrial may call for one.
-The Department of the Interior shall have the power to detain and imprison indefinitely any insurgents or terrorists they find. A death sentence, however, must come from a civilian trial.
-The Department of the Interior shall have the authority to install surveillance any place they find fit, through the usage of video or still photography, wiretapping, or online surveillance.
-Public gatherings of more than 100 people shall require a permit obtained from the Department of the Interior.
-The Department of the Interior shall not have the right to ban any form of media. However, they shall have the power to assign each television program, radio program, or film a rating that details the level of questionable content within the work. Any media that has a sufficiently high rating may be suppressed from reaching a younger, more impressionable audience. Implementation of this system will be left to the discretion of the Department.
-At the request of the Kingdom of Leftoto, I hereby order the Department of the Interior to seek contact with the leader of the guerrillas and secure a list of demands. Until further notice, the Department and the military will remain on high alert.
To secure these ends, $80 million has been set aside for funding the Department of the Interior.

Now, he would pay. The sniper aimed carefully as the Marshal walked down the street, then, just as the Commander of the Armed Forces was about to turn the corner, he fired.
Southern Ritomba, Unknown Location
The small military jeep was flying a white flag, hopefully large enough that the rebels wouldn't shoot them to bits. On direct orders from the President, the 4 ID officers in the truck, wearing the newly-stitched grey military fatigues of their Department, with police ranks on the side. Not too surprisingly, they were stopped as the guerrilla checkpoint. The lead man flashed his badge, then explained. "I'm Captain Wilmark Flurry of the Interior Department of Ritomba. We're requesting, on behalf of the President, to meet with your leader, to obtain a list of demands, if such a thing is possible." Captain Flurry waited for the soldiers in the checkpoint to reply, praying that this would go well; he'd been promised a 30% bonus if his mission was successful.

No offense intended, good sir, but your Military is out of shape. They are attacking Civilian property, forcibly removing random Civilians from Areas, and generally hurting your economy. Quite frankly, it saddens me to see an out of control military like this. All they are doing is giving the rebels fuel for the fire. Either you fix your military, or my men will. In addition, I have something to discuss with you. You may not have known it since you took the presidency, but there is a disputed land between us: the 3 Mile wide Duvagan Pass. It has a slim majority of Leftofans, with a huge minority of Ritimbans, with 2,000 total population, and I would like to buy it. Starting offer is $20,000. Your move.

Greetings, friend! While your letter was intended for the esteemed President, we received it here at the Department, as well! As it is, I will use what influence I have on the President to privatize the railway if you agree to the following clauses:
1. Sending CIA agents to train ID personnel
2. Agreeing to stop any possible support of the guerrilla movement
3. Allowing our Department access to some of your intelligence footage, particularly that of Leftofo
If you agree to these clauses, I will be willing to see that the railway is privatized, or at least will do my best efforts to make it so.

I am glad that you wrote our President on this issue! I am glad to say that, as head of the ID, I am quite annoyed by how the military is behaving, as well! If you agree to 5-turn nonaggression pact and a mutual demilitarization of the border, I can certainly bring the military establishment to heel and make sure that it remains well and truly controlled!

Below is a list of demands made by the peasants of our Government:
1. More civil liberties
2. More appreciation for their role in the country by the establishment
3. The need for more food for the peasants
My suggestion is to do the following:
1. Guarantee certain rights enumerated in the UN Declaration of Human Rights
2. Create shows, propaganda, and monetary programs honoring the farmer for his role in the Ritimban economy
3. A trade deal for the importation of grain from the US into Ritimba
