On July 22, a monumental change occured in the Republic of Ritimba. The country had only a fledgling democracy, and various political parties had flooded the legislature to jostle for power. Far-right, far-left, centrists, and all ideologies in between wrestled to gain the upper hand in the republic. The game of politics began to grow more and more heated, much to the annoyance of the Ritimbians.

It all came to a screeching halt on July 22, when the leftist president, Johann Streiss, narrowly dodged an attempt on his life. Debate erupted over who was responsible: the nationalist party, the centrist democratic party, and even the far-left communists pointed fingers and had fingers pointed at themselves. Fearful for his own life and for the stability of the country, Streiss used a clause from the constitution to invoke emergency dictator powers, and Congress was dissolved.

From the office of President Streiss:
As you are all aware, the attempted assassination has left not only me, but the entire nation shaken. This is only a symptom, however, of the dire situation of our political institution. We have forced democracy upon ourselves too quickly, and it has almost destroyed us. For the good of Ritimba, therefore, I invoke my executive privilege and hereby dissolve the Congress. All local governments I leave intact, but I still reserve the supremacy of the national government over their actions.

To further this end, I have decided on a three-step plan to ensure the continuation of Ritimba:

1. I authorize the founding of a secret police, with the goal of seeking out dangerous radicals and threats to the continuation of the current government. This shall exist as long as the current dangerous situation exists. $50 million shall be appropriated for the costs of constructing and manning this program.

2. Reports have come in of a guerrilla movement starting within our borders. To counter this threat, I set aside $100 million for the modernization of the military and to run a recruiting drive. I pray that the people of Ritimba will be willing to stand up for and preserve their great nation.

3. Finally, I wish to express my sentiments to the United States of America, the Russian Federation, and our neighbors in Leftoto that we desire no conflict against their interests. However, I may not say the same of those who wish to depose of me. Therefore, I ask not only for their friendship, but their aid in ensuring stability in our country. I can assure the leaders of these nations that if they aid us now, we will be willing to return the favor in the future.

The military has been ordered to start an all-out attack on this forest, which is known to be the home of one of the guerilla warlords.Lots of artillery shells were shot towards the enemy positions, before the Ritimban soldiers assaulted the enemy camps in a mass offensive.

"This is not good for business! Not at all!"Jürgen Silverstaal walked around restlessly. "Now that Streiss has become a dictator all our partners will surely leave the country!"
"Calm down, old friend. Sit down, I beg you", said Sergei Svorov, Silverstaal's companion. "Now that I think of it... this might not only a bad thing..." Sergei said and stroked his well groomed beard. "In fact, it's possible that we under this regime can secure our interests even more than before..."

Landowners proposal to Streiss:

1. Abolish minimum wage.
2. Cut taxes.
3. Sign a trade pact with Leftoto.

We believe that all this together will cause the economy of Ritimba to prosper.

The Russian Federation is interested in the stability and safety in it's neighbors, and is willing to lease an area to install a radar facility and accompanying accommodations to deter the threat of ballistic missiles. The lease price is negotiable.

"The Kingdom of Leftofo expresses it's deepest condolences for president Streiss, but asks him to compromise with the Rebels to save the lives of the people. If this is not even attempted, I am afraid that I WILL take action and openly support the Rebels. I do not wish for a war, but I do not wish for a Total Dictatorship either. The People MUST have freedom. Thank you for your time. As thanks for listening to me, we will be transporting $10,000 and 100 M-16's to you to safeguard Government held areas. Good day, and I hope peace can be achieved." - The Leftofan Ambassador to Ritimba, stating the Prime Minister's words.

OOC Department of the Interior = Secret Police

Secretary of the Interior Willis Streiss, the brother of the dictator, sat back and smiled as he saw the footage from the closed-circuit security camera. On it was a guerrilla raping a young woman. It was a propaganda reel, which would be shown in the theaters once Willis got his way with his brother.

To My Dear Brother,
Greetings! Congratulations on preserving our nation of Ritomba! I also thank you for the $50 million you have given my department to boost security in our great nation, which we are using to increase our equipment, recruitment, and technological capacities. I do, however, request the following of you:
1. The dissolution of all civilian courts, to be replaced with courts run the Department of the Interior, to ensure the safety and preservation of Ritomba
2. The ability to detain, imprison, and execute all terrorist suspects found out by the Department of the Interior without trial, punishment, investigation, or having to reply back to any other civilian Department
3. An additional $150 million to increase the Department's size and salaries, to encourage more recruitment
4. The addition of cameras on the street, and hidden camera's in government buildings, as well as hidden camera's in any area that the Interior Department wishes to investigate, without warrant
5. The banning of public gatherings beyond 100 people
6. The control of all media being given over to the Interior Department
7. The construction of amusement parks, to distract the peasants and prevent a revolt
I hope you will consider these requests well. Reply back with all the time you have!

President Streiss looked at the papers which covered his desk. He wore his uniform: a grey jacket and matching pants, with a white undershirt and black tie, and a grey fedora on his head. His hands shuffled from one issue to the next, and his mind began to swim with everything he had to deal with.

"Mr. Streiss?" The assistant declared himself as he entered the room, and the dictator looked up. "Mr. Streiss, the Department of the Interior just sent us their first report."

The dictator took the folder as it was handed to him, and he read its contents. He groaned, "$150 million?! Oh, that's a lot..." Streiss leaned back and closed his eyes. "The landowners want lower taxes and no minimum wage, but that would dry up our funds and throw the people into a frothing rage, respectively." He opened his eyes again, and fished a sheet out from underneath a pile of documents. "Here, Leftoto wants me to seek a ceasefire with the rebels, but the rebels haven't even sent me a list of demands! How can I deal with them if I don't know what they want? And look at this," he pulled out another paper, "my approval polls are dropping every day, but again I don't know what the people want! It's frustrating! Oh, I'm being pulled every which way, and it's tiring."

"Of course it is," the assistant automatically agreed.

Streiss scanned over his messy desktop. "I'll have to deal with each of these things in turn, I suppose. You are dismissed," he addressed the assistant, who left at once.

From the office of President Streiss:
I would like to start this address by thanking the good people of Ritimba for their continued patience with me and my efforts to salvage our great country from ruin. It will be their support that will get us through these difficult times and bring about a prosperous future in the end. To show my gratitude for their efforts, I would like to announce a series of measures that will be taken to help improve their lifestyle. As the leader of our nation, I have a responsibility to listen to the citizenry and respond accordingly, and I recognize and respect that task.

1. In the foreign sphere, Russia has been quick to come to our aid, and Ritimba thanks them for their rapid response to our situation. They have so generously offered to lease us land for the construction of defensive installations. We would be more than happy to take them up on their offer, and invite them to propose a price. In addition, Leftoto has also proved to be a friend to our great nation, and we laud them for their efforts. As the President of Ritimba, I would like to welcome both countries' ambassadors to our borders, and propose an exchange of embassies. May our peoples grow ever closer, and our great nations ever greater!

2. Along with a large group of expert economists, we have devised a new economic policy which will best serve the people of Ritimba. This policy includes:
-The elimination of all tariffs against Russia and Leftoto.
-The lowering of taxes levied on property, such as land, housing, factories, or other capital.
-The guarantee of the people to organize into trade unions, coupled with the right of the government to arbitrate if necessity demands.
-$10 million set aside for the construction of a new amusement park, to attract tourism and act as a place of leisure for all citizens.

Since the labor movement will be recognized by the government, and treated as an equal in negotiations, the policy also calls for the removal of government from workplace interference, including enforcement of a minimum wage. Unions and employers will be able to negotiate fair wages on a case-by-case basis, without the government having to intervene.

This policy strikes a fair balance between workers and landowners, and we hope it will lead to prosperity

3. The new Department of the Interior has already proven itself adept at improving the state of Ritimba. In light of their recent accomplishments, I wish to address some requests they have put in to my office, as well as a request made by our friend Leftoto. The following shall take effect under Executive Order 1088, otherwise known as the New Articles of Prosperity and Security:
-Every civilian court verdict shall be reviewed by the Department of the Interior, and if they wish to hold a retrial may call for one.
-The Department of the Interior shall have the power to detain and imprison indefinitely any insurgents or terrorists they find. A death sentence, however, must come from a civilian trial.
-The Department of the Interior shall have the authority to install surveillance any place they find fit, through the usage of video or still photography, wiretapping, or online surveillance.
-Public gatherings of more than 100 people shall require a permit obtained from the Department of the Interior.
-The Department of the Interior shall not have the right to ban any form of media. However, they shall have the power to assign each television program, radio program, or film a rating that details the level of questionable content within the work. Any media that has a sufficiently high rating may be suppressed from reaching a younger, more impressionable audience. Implementation of this system will be left to the discretion of the Department.
-At the request of the Kingdom of Leftoto, I hereby order the Department of the Interior to seek contact with the leader of the guerrillas and secure a list of demands. Until further notice, the Department and the military will remain on high alert.

To secure these ends, $80 million has been set aside for funding the Department of the Interior.

I thank you all, again, for your support. Long live the Republic of Ritimba!

The Ritimban Dragon Hyper-mall:

About 25 trucks of the Ritimban Armed Forces surrounded the huge commercial center this afternoon.Busting inside,a couple hundred soldiers evacuated the civilians from the building, after which they confiscated all of the merchandise and goods, and also the money,of all shops within the hyper-mall.
At the end of the operation, the building was closed by the military for a ''temporary amount of time'',as Jefferson Virksblet told the press.

Subject:Corporatist influence

Greetings,mister Streiss,

You may have noticed that lately, the corporations within Ritimba are becoming more and more influential within our country, and we cannot allow ourselves to become a medieval feudal state, where the rich and ''noble'' control the poor, common citizens. In an attempt to crack down on the corporatist power within our great nation,we have closed the ''Ritimban Dragon Hyper-mall''.We hope that with this proof of intolerance towards the corrupt corporations, they shall think twice before attempting to oppress the common Ritimban citizen in any way possible.Let us show the common folk that the President and the Ritimban Armed Forces stand together to fight the corporatist oppression of the poor.

Have a nice day.

We are willing to run a join-military airfield/Operations Center/ Training Center at the size of an area that is 22x22 km size. Interior Department Headquarters
"WHAT???!!!???" Willis screamed as he saw Supreme Marshal Jefferson Virksblet prattling on about how corporatism was bad and evil. "What's that idiot DOING?!?! He'll pay for this..." Besides the upsetting news about the army ursurping arrest capabilities of the Interior Department, Willis had mostly good news. A fair compromise had been given for his control of the country, and he was determined to consolidate it, and quick...

Outside Army Headquarters
The sniper sat patiently. He could wait. He'd been payed $3 million out of Interior Department (ID) coffers for this mission; he had no intention of failing. Positioning his Dragunov rifle a bit higher and shifting position slightly, the sniper smiled cruelly as his target came into view: Supreme Marshal Jefferson Virksblet, the treasonous lout who had dared to defy the President and usurp the ID's jurisdiction in the civilian field. Now, he would pay. The sniper aimed carefully as the Marshal walked down the street, then, just as the Commander of the Armed Forces was about to turn the corner, he fired.

Southern Ritomba, Unknown Location
The small military jeep was flying a white flag, hopefully large enough that the rebels wouldn't shoot them to bits. On direct orders from the President, the 4 ID officers in the truck, wearing the newly-stitched grey military fatigues of their Department, with police ranks on the side. Not too surprisingly, they were stopped as the guerrilla checkpoint. The lead man flashed his badge, then explained. "I'm Captain Wilmark Flurry of the Interior Department of Ritomba. We're requesting, on behalf of the President, to meet with your leader, to obtain a list of demands, if such a thing is possible." Captain Flurry waited for the soldiers in the checkpoint to reply, praying that this would go well; he'd been promised a 30% bonus if his mission was successful.

To: Mr. Streiss
No offense intended, good sir, but your Military is out of shape. They are attacking Civilian property, forcibly removing random Civilians from Areas, and generally hurting your economy. Quite frankly, it saddens me to see an out of control military like this. All they are doing is giving the rebels fuel for the fire. Either you fix your military, or my men will. In addition, I have something to discuss with you. You may not have known it since you took the presidency, but there is a disputed land between us: the 3 Mile wide Duvagan Pass. It has a slim majority of Leftofans, with a huge minority of Ritimbans, with 2,000 total population, and I would like to buy it. Starting offer is $20,000. Your move.

Sincerely, by Royal Decree, the King of Leftofo, Hambrija III

More and more peasants defect to the rebels - they grow discontent with the dictatorship and have begun protesting; "We are the backbone of this nation! Without it, the people would starve! We want more freedom and rights! We have to feed our family too, you know!" they chant over and over again.

OOC My response to Helsary's personal complaint in the OOC Thread.

Willis smiled when he heard that the Supreme Marshal had been killed. This was good; the main opponent of the ID had been eliminated in one fell swoop. However, it was quite clear that the country was beginning to fall into chaos; nothing his Department couldn't handle, but a little aid wouldn't be too bad. The KGB and the CIA were both competent and equally matched, but some files taken from Army HQ by one of his agents had shown that the army was receiving aid from the Russians. Which meant that Willis knew who he wanted help from.

To: The US Ambassador to Ritimba
From: Willis Streiss, Secretary of the Interior
Greetings, friend! While your letter was intended for the esteemed President, we received it here at the Department, as well! As it is, I will use what influence I have on the President to privatize the railway if you agree to the following clauses:
1. Sending CIA agents to train ID personnel
2. Agreeing to stop any possible support of the guerrilla movement
3. Allowing our Department access to some of your intelligence footage, particularly that of Leftofo
If you agree to these clauses, I will be willing to see that the railway is privatized, or at least will do my best efforts to make it so.

Willis internally groaned when he read the complaint that high-horse of a king had written to his President. However, Willis smiled after a short while; if the Duvagan Pass was handed over, it would be a handy way of inserting agents into Leftofo...

To: Kking Hambrija III
I am glad that you wrote our President on this issue! I am glad to say that, as head of the ID, I am quite annoyed by how the military is behaving, as well! If you agree to 5-turn nonaggression pact and a mutual demilitarization of the border, I can certainly bring the military establishment to heel and make sure that it remains well and truly controlled!
Sincerely,
Willis Streiss, Secertary of the Interior

Finally, Willis was glad to see the report from the small task force he had sent to get demands: The peasants were angry and needed food, so Willis quickly wrote up a letter to his brother-President informing him of the peasant demands.

Below is a list of demands made by the peasants of our Government:
1. More civil liberties
2. More appreciation for their role in the country by the establishment
3. The need for more food for the peasants

My suggestion is to do the following:
1. Guarantee certain rights enumerated in the UN Declaration of Human Rights
2. Create shows, propaganda, and monetary programs honoring the farmer for his role in the Ritimban economy
3. A trade deal for the importation of grain from the US into Ritimba

With everything done, Willis sat back to watch the evening news, which he had personally rated a 3 on a 10-level scale, with 1 being ridiculously pro-government and 10 requiring a ban. It was a good program, and Willis found himself drifting off to sleep as the golden Ritimban sun set over his headquarters.

The Silverstaal Residence
"All right, Jürgen, what is so important that it can't be taken on phone?" Sergei asked his friend as he entered the hall.
"Take a look at the maps on the table and tell me what you think", Jürgen said with a big smile.

Sergei walked up and studied the maps carefully. He was quiet for a while.
"These areas seem to hold a lot of valuable minerals. The only catch is that the land is controlled by guerilla forces."
"Exactly. It is of course yet too early to start any mining, but we can still buy the rights to it. And if we pump money into PR and ally with the military, the guerilla can soon be wiped out, and the land ours for the taking", Jürgen said with a smug smile.
"Excellent", Sergei agreed. "But with a mining industry in former rebel controlled areas, we might need an army of our own. We should therefor also suggest to the Leader that it would benefit if corporations could employ their own security companies."

OOC: The landowners are content with the new reforms, but somewhat concerned about what they consider "socialist elements" among the army, the peasants and Leftoto.
