Preamble
Signatories of this Compact hereby affirm their determination to protect and nourish not only the workers of the world, but also those who endeavour to protect and nourish the oppressed proletariat of their respective states. Signatories pledge themselves to their people and to the people of the world.

Section I
Responsibilites of Member States

Article I
All states affected by this Compact shall be divided into the following categories;

Article II
A Guardian state is defined as a member state who must come to the aid of any other member state or partner that is attacked by an outside force. The first two Guardian states shall be the People's Federation of Nerotysia and the Armed Republic of Alexiandra. New Guardian states must be approved by a majority of the Congress, and they must meet the following criteria; they must possess a total population greater than one billion, and their economy must be rated 75 or higher by the Krugman-Greenspan Business Outlook Index.
Article III
A Signatory state is defined as any member state who must obey the terms laid out in this Compact, however Signatories do not need to provide military support to other member states that are attacked by an outside force. Signatory states must follow the procedures dictated in the Compact pertaining to new members, and their membership must not be vetoed by a majority of the Guardian states or by a two-thirds majority of the Congress.

A Partner state is defined as a member state who is protected by the Guardian states of the Compact, but who has no obligation to follow the terms of this Compact and who therefore has no representation within the Compact itself. Partner states must be approved by a majority of the Congress and must not be vetoed by one or more of the Guardian states.

Article I
The Compact shall be administered by an able body of representatives from every member state. This administrative body, henceforth known as the Compact Congress, shall propose, accept and reject legislation based on simple majority votes.
Article II
The Compact Congress shall be made up of many representatives, which will be organized amongst the various members as follows; all Signatories shall send two representatives, all Guardian states shall send five.
Article III
Representatives to the Compact Congress shall be chosen by their respective member states in any manner that suits the member state. The Compact shall not dictate the method by which a member state chooses its representatives.
Article IV
The Compact Chancellery is hereby responsible for coordination of Compact activities and oversight of the Compact and the Congress itself. The Chancellery shall be made up of;

Article V
All members of the Chancellery must originate from one of the Guardian states, and all members of the Chancellery must have been appointed by a majority vote of the Congress.
Article VI
The Congress and Chancellery shall be housed in the Compact Building in Shynsk.
Article VII
The Congress shall be vested with the power to form agencies and services that serve the needs of the Compact, and to allocate portions of the total income of the Compact to maintain these agencies and services.
Article VIII
The addition of new articles or the subtraction of old articles from the Compact shall be voted on by the Congress alone, and shall require a two-thirds majority to pass.
Article IX
All extradition requests by member states to other member states shall be granted. Any conflicts shall be voted on by the Congress, and the two member states must abide by the decision of the Congress.

Article I
All member states of the Compact (excluding Partners) shall maintain a minimum of military capability, in that at least 2% of their national budget must be allocated to defense. In addition, all member states must possess at the very least an armed force able to conduct ground operations. Air and naval capabilities are not required.
Article II
The Congress shall possess the ability to declare a state of war against any external force it finds detrimental to the Compact. A state of war must be agreed upon by a two-thirds majority of the Congress, and any member state who voted FOR the declaration must participate in the war, as well as the Guardian states. However, any member state who voted AGAINST the declaration is not required to join in the war, however they are obligated to sever all ties with the external force and to impose an embargo on the external force.
Article III
All Guardian states shall allocate approximately 10% of their military to form the Compact Armed Forces, which would act under the command of the Supreme Commander. In addition, member states may volunteer parts of their military to become a part of the Compact's military.
Article IV
The Supreme Commander may establish Compact military installations in any member state s/he feels is under serious threat of attack by an external force.

The militaries of member states may act independently, however they must never directly conflict with the actions of each other or the Compact Armed Forces.
Article VI
No Compact member state may ever militarily attack another member state under any circumstances. If such an event occurs, the aggressor will be expelled from the Compact and treated as a belligerent nation.
Article VII
All weaponry and military equipment under use by any member state must be reported to the Compact, so that comprehensive information about all member states' militaries may be freely available to all other member states to ease cooperation. Refusing to comply with this article risks expulsion from the Compact.

Article I
All restrictions on free trade between member states must be abolished or severely reduced. Tariffs may not exceed 5% between member states.
Article II
All member states must keep their respective coastlines free of piracy if they are able, and the Guardian states are obliged to patrol sea lanes and protect shipping between member states. The Compact Navy is to be used in this manner as well, except in times of war.
Article III
All workers employed or unemployed in a member state has the right to seek employment in any other member state. The free movement of workers and work across member state borders must not be restricted.
Article IV
Immigration from one member state to another must not be restricted in any way.

Article I
In order to be accepted as a member state, one must complete all screening tests as regulated by the Chancellery. Signatories and Partners may be accpeted as soon as they meet all requirements. As previously mentioned, a nation may not apply to immediately become a Guardian state; they must first apply as a Signatory, and then put forth a motion in the Congress to become a Guardian state.
Article II
All Signatories and Guardians must pay a flat rate of 1% of their national budgets to support Compact activities.
Article III
If a Signatory or Partner does not meet all requirements but still expresses an interest in joining, their membership must be approved by a majority of the Congress and they must pledge to actively seek to meet the requirements. Every year, all member states shall be evaluated to determine whether or not they meet the requirements. If a member state does not meet the requirements for two years in a row and is not implementing changes to help them meet the requirements, they shall be expelled from the Compact and cannot reapply for a minimum of five years.
