Personally, I would have to go with the Avatar. a no brainer, really. A fully realized Avatar has access to not only the control of Water, Earth, Fire, and Air, but access to virtually unlimited sources of spiritual and cosmic energy as well. He could lift an entire lake, sever entire cities from the rest of the surrounding land, even break off whole peninsulas. All the Dragonborn can do use use a few dragon shouts, that, in comparison to the abilities of the avatar, are relatively weak. The Avatar can easily block, counter, or redirect any fire or frost breath shout, and possibly even unrelenting force. He could then drown and crush him under an ocean, close him in a giant crevice, or more, even still untold abilities with energybending. so, my money would be on the Avatar.

But the Dragonborn has something more powerful than anything the Avatar has.

The Avatar could defeat him.

Dovahkiin has spells and shouts that control the elements and so much more, whereas the Avatar has to stick with just bending elements.

Still probably the Dragonborn on the basis all Avatars seems to hesitate killing people of a kids show while the Dragonborn loses count of the amount of people they kill.
and unless the Avatar goes into the Avatar state 24/7 they are not immune to sneak.
