The Council
The Council of the Alliance of Nobles is the executive body of the Alliance. The Council is responsible for the relations between the Alliance and all other users of NationStates. The Council may propose laws which they sent to the House of Lords.

Speaker of the Council
The Speaker of the Council is chosen by the Members of the Senate every four weeks. He formes his Council and is the Head of it. If 1/2 or even more Lords has lost confidence in the Speaker, they call elections with the permission of the Speaker of the Senate. The Speaker may at any time sends his Councillors home, but he MUST replace them within 2 days. He also may propose to make a new Councillor position open, but only with the permission of the House of Lords. When a new Speaker is chosen, he may decide to dissolve one or more Councillor functions, with the exeptions of the Councillors for:
Home Affairs; Foreign Affairs; Economic Affairs and Military Affairs. The new Councillors (or the re-elected ones) must be approved by at least 1/3 of the Senate.

Home Affairs Councillor
The Home Affairs Councillor is the 2nd Speaker of the Council. He awnsers questions about all the regulations subjected to the Alliance of Nobles.He is responsible for the order on the topic(s) where we discuss. If any other Councillor is absent, the Home Affairs Councillor will replace him.

Foreign Affairs Councillor
The Foreign Affairs Councillor is the main ambassador of the Alliance. He discusses with other alliances about pretty much everything exept trade and military issues.

Economic and Trade Councillor
As you might guess, the Economic and Trade Councillor is responsible for trade and economic affairs of this Alliance. His job is to make the economies as strong as possible and working together.

Military Councillor
The Military Councillor is the one who is responsible of the defense of this Alliance. Because we are not an offencive Alliance, his main job is to make sure that military branches of all our Members are fully trained and able to working together with other Members' military branches.

The House of Lords
The House of Lords is the place where appointed Lords discuss proposals from the Council. Lords have the right to vote on any proposal the Council sends to the House. When 1/2 or more Lords has lost confidence in the Council, they have the right to call elections (but only if the Speaker of the Lords agrees). Lords are appointed by the Founder. If there are 10 Lords and the Founder decides to appoint another Lord, the longest serving Lord will be send back to the Senate, so we don't have the same Lords all the time.

When the Council wants to have a law passed, the Lords can reject them by simply vote against this proposal. If 1/3 or more Lords have voted for a law, the proposal goes to the Senate for voting.

Speaker of the House of Lords
The Speaker of the House of Lords is the Founder. The Founder is responsible for the order in the House of Lords.

The Senate
The Senate is the main body of the Alliance. Here is where the most power is. All Members of the Alliance are Members of the Senate. They have the right to vote on any proposal the House of Lords has approved. If 1/2 or more Members vote for a law, it will become active in the next Council term. The Members have also the right to amendement proposals.

Preambule
We, the Members, Lords and Councillors of the Alliance of Nobles, shall accept these regulations as law among Our Alliance.

Article 1 Government
We hereby setup the Government of the Alliance of Nobles which shall contain the following bodies:

Article 2.0 The Council
2.0.1
The Council shall exist of the following Councillors:

2.0.2

All Lords, Councillors and Members of the Senate have the right to vote on the candidates.The Speaker of the House of Lords is responsible to make a list of candidates.

2.0.3
The Members of the Senate and the Councillors may be (re-)elected as Speaker of the Council. Lords may not be elected. All Lords have the right to resign from their House to take part in the elections, as long as they inform their Speaker at least three days before the elections shall be held.

Article 2.1 The Council
The Council as a whole, and also every signle Councillor, have the right to propose draft-laws to the House of Lords. There are no restrictions on their proposals, except the proposal to (theoretically or practically) dismiss the Speaker of the House of Lords and/or his rights.

Article 2.2 The Speaker of the Council
Once a Speaker of the Council is elected, he has four days to form his Council. If he doesn't get the required men to fill his Government, other than the lack of total Members of the Alliance, new elections shall be called within 3 days. If the Speaker decide to appoint a Lord, he must have the approval of that Lord. The Lord who becomes appointed Councillor, shall be dismissed from the House of Lords for the period that he shall serve as Councillor.

Article 4.1 Rights of the Senate
The Senate shall have the following rights:

3. To vote in all draft-laws the House of Lords has approved;

[Dracum]

As the represented Councilor of Financial affairs I hereby introduce a few guidelines for my first 4 weeks.
The AoN is a summit of Nations who want to do something but this can't be achieved without the ressources needed for it.
As well I will bring forward a few laws regarding the cooperation of nations on the economical level.
Therefore I have 2 points that I want to put onto debatte.

1. Most importantly, while I applaude my colleague we need funds paying the senators, paying the bills for the maintenance of the buildings etc... As we have no military section right now I estimate that a yearly investment of 100 000 NS $ per year will not only solve the costs but also give the AoN a good budget for further expansions. This can be reduced or raised should the need arise.
2. Secondly, the AoN was founded to unite Nations. It is my duty for the next 4 months to solve this on the economical level. Therefore I want to discuss the issue of trade treaties. This could range from a free trade agreement over subventions for corporations and companies from AoN members to joint ventures for certain projects (in the future) I can bring a draft for this towards the senate within the week should we come to a agreement.

Should there be an agreement I will draft a law or amendment of existing laws within the week. Thank you for your attention.

Article 1 Who may eject
The Speaker of the House of Lords may eject a Member of the Senate and a Councillor, with the exeption of the Speaker of the Council during his term.
The Councillor of Home Affairs may eject a Lord.

Article 2 Who may be ejected

Those who are spamming, trolling, discriminating, flaming, advertising and/or using "street slang" may be ejected, if the ejector has followed the rules that will follow in this Act.

Members of the Alliance who doesn't write English well may not be ejected for that only reason. However they must accept help from other nations in order to improve their English language. The Councillor of Home Affairs decides who isn't able to use the English language proper enough.
2.4
Members of the Alliance may never be ejected just because they do not vote (with the exeption of Lords who must vote as said in the Regulations Act for the Alliance of Nobles), or vote against the will of the ejector.

Members of the Alliance may never be ejected just because they are who they are.

Article 3 Procedure of ejecting a Member of the Senate
3.1
Once a Senator doesn't follow the rules of the Alliance, he must be warned by the Speaker of the House of Lords or, in his name, the Councillor of Home Affairs. (By TG.) This warning must contain at least the name of the Senator and why that Senator is warned.
3.2
After 2 warnings the ejector calls a voting in the House of Lords, if 4 or more Lords vote for the ejection, the Senator shall be ejected. This voting shall last for 48 hours. The Lords have the right to know why the ejector wants the Senator to be ejected.
3.3
After the voting the Speaker of the House of Lords TG's the Senator to present to him the results of the voting.
3.4
48 Hours after the Speaker of the House of Lords has TG'ed the Senator, he will be actively ejected and lose all his rights he has been given in the Alliance.

Article 4 Procedure of ejecting a Lord
4.1

48 Hours after the Councillor has TG'ed the Lord, he will be actively ejected and lose all his rights he has been given in the Alliance.

5.1
Once a Councillor doesn't follow the rules of the Alliance, he and his Speaker must be warned by the Speaker of the House of Lords. (By TG.) This warning must contain at least the name of the Councillor and why that Councillor is warned.
5.2
After 2 warnings the ejector calls a voting in the Senate, if 50% or more Senators vote for the ejection, the Councillor shall be ejected. This voting shall last for 72 hours. The Senate shall have the right to know why the ejector wants the Lord to be ejected.
5.3
After the voting the Speaker of the House of Lords TG's the Councillor and his Speaker to present to him the results of the voting.
5.4
48 Hours after the Speaker has TG'ed the Councillor, he will be actively ejected and lose all his rights he has been given in the Alliance.

Article 6 Procedure of ejection by article 2.2
Once a Member of the Alliance, no matter in what position they are, does post forbidden images, photo's, etc. as regulated by article 2.2 of this Act, the Speaker of the House of Lords decrees his ejection. He shall post the decree as soon as possible. If the Speaker is absent, the Councillor of Home Affairs may also write such a decree, but only with permission of his Speaker. No voting is needed after the decree and 5 minutes after the decree has been posted, the Member will be actively ejected and lose all his rights he has been given in the Alliance.

Article 7 Returning after ejection
7.1
All ejected Members shall eventually have the right to return to the Alliance.
7.2
A Member ejected because of the fact that he didn't follow the rules of the Alliance may return after 2 months. Every time the member is ejected again, this time period will be doubled.
7.3
A Member who is ejected of harming article 2.2 of this Act may not return within the first year of ejecting.

Debating this proposal is allowed after the "Regulations Act for the Alliance of Nobles" is ready for voting (which shall be decided by the Speaker of the House of Lords).
