Description of RP

The year is 2016 and it looks.... the same. Since 2014, not much has happened. The balance of power is slowly changing and peacefully. Ukraine tensions have died down now and Crimea is recognized as part of Russia. The Scottish voted "No" in the referendum, keeping the British united. NATO has pulled out of Afghanistan. Syria is now almost over with a complete siding with Assad. Elon Musk confirms that SpaceX is working on the Mars Colonial Transporter and started construction of a new launch pad in Florida in spring of 2015. Russia has finally formed the EAU with Belarus, Armenia, and Kazakhstan now starting to change the balance of power. 2015 saw the United States of America and South Korea dissolve the Combined Forces Command. With a new year ahead of the world, many game changers are possible. More nations could join the EAU. Hillary could win the election in the USA. The EU could federalize. A literal world of possibilities, ready to happen.

OOC: Hello again! This is the re-installment of the Modern World series. This is a reboot of the previous thread, but the mechanics of it are going to be entirely different. We decided to reboot in 2016 with respects to the other 2014 RP's that are successful. Most of the generic history between 2014-2016 has been worked out for us. We are going to be changing how the RP will work, that way it can be better than before and avoid those issues. Please read the entire OP as a lot has changed.

Country List

Below is the list of nations that are accepted and allowed. In the past we have allowed any nation, but now we are going to be categorizing them and only allowing some to be taken. With 200 or so nations in the world, we don't need a Bulgaria, but we do need a Saudi Arabia. The point of this is to help us focus on the most important countries and avoid impossible scenarios. We apologize to all you ultra-nationalists out there that don't see your great nation on the list. If you do have a great story for a nation, TG the OP Board (OP and all Co-OP's) with the "submissions app" so we can review if we like your idea.

These are the most important nations. They are ranked in terms of NPI-2020. These are a must for the RP. Only incredibly experienced players may take these. RP-IC will start as soon as 6 of these are accepted.

These are the next ten nations that are needed. If you question if you'll be accepted for a T-10 nation, apply for one of these nations. These we'll be more lenient on and will allow for a learning opportunity here. If you are looking at these nations, be careful not to attempt to make your nation a major power. We will actively shut down people who play out of character, or play as if their nation's only goal is to become incredibly powerful. As well, these nations require your nation to know it's place. They are subordinate to the T-10 and should not try to be policing other nation's actions beyond their limited spheres of influence.

Application Process

The application process on this RP is quite different from the previous RP. Notice the use of "process" not just the app. This is due to us have different applications. We have one for the top 10 nations, the other major powers, crisis nations, and submissions. For questions regarding the first three, see the previous section. As for submissions, the submission app is for any ideas that you would like to RP that would qualify as a "game-changer." Crisis, new political parities, a nation you want to RP not on the lists, and other major events are all game changers and we need these to be approved first. While we note that it may be annoying, we simply can't have a political party take power out of nowhere, or have a random war without the OP Board's approval.

Reservations are allowed. Co-OP's can accept reservations as well as apps.

Application for T-10 nations:
We do note that this is application is INCREDIBLY long. I tested it in another RP (see my factbook for example) and it did take forever. Because of that, we will allow you to only need to fill in 33 of the 47 things required (not including RP experience category). The more you fill in, the more likely you will get the position. The more important ones you put in (i.e. choosing names of the ministers over history is bad) will get you in as well. If you are questioning if you should do it, say you are reserving it and I will accept/dent your reservation so that you don't need to waste your time.

Rules

Most of the rules are quite self-explanatory. Things like no god modding and such are in the spoiler. All the rules from the previous installments have been carried over. No new rules have been added, though the OP Board will actively make sure that the IC is all within the limits of realism.

Timescale:
In this RP there is no set timescale for say. It is suggested that every day IRL is one week IC. This does not have to necessarily be met, but it's so that people don't post one month in advance. If need be, I will make posts as the Associated Press that will speed up time.

Historical Accuracy:
What does this mean? Obviously, it doesn't mean that we're going to be following history's course exactly, or at all. That would ruin the point of this RP! Try and do some different strategies and such as so much can happen. However, this does NOT give you the right to futz with everything all the time always. What do I mean? Well, you can't instantly change your country's goals, for one. Killing off certain figures and promoting new ones for convenience is frowned upon.

Waging War:
Any conflict that is started must be waged reasonably and realistically. Also be aware of the terrian you are invading as that is a determining factor in battles. Troop mobilization on a nationwide scale takes time as well, at the very least two weeks for the most advanced nations just in the home region.

Technology:
Understanding the limitations of your nation's technology is important. Soviet Union does not have spy-planes and has not yet found out how to properly land on another planet like the USA has. There are limitations for most countries as they are not as advanced as the Russian's or Americans or any real nation at that power. Just know what you can and cannot do.

Know How to Lose:
If you lose, say good game and go on. You can request to play as a revolutionary with new goals in the country you lost power in if you wish, just be realistic and don't go out there doing superman style politics/warfare.

Meta-Gaming:
What is meta-gaming? If something is talked about in OOC, for example a invasion plan for Afghanistan. I don't want someone going in there and placing troops in the way of the plan just from what they read in OOC.

Nuclear Warfare:
This will be the last point. Nuclear Weapons usage are going to be a strict part of this RP as Fallout is not something nice and there are rules on how to properly use them and try and not be so-..ugh about it. Let us say two countries go to war, I don't want the two countries to as soon as they get into conflict, launch a nuclear missile at someone. If you are expecting to do that, this is not your RP. Now I will allow nuclear weapons to fly at times, but be aware of range and the possibility of it not making it to the target. Use it as sorta a "Last-Resort tactic". All Nuclear strikes must be pre-approved by me and made with legit reasons, even if you are bluffing the use just to get what you want.

This RP has finally (yay!) got to the point where people are posting a ton in the OOC. Because of that I will not be reading all of it. If you need me use the following tags that I'll be looking for:
- 429 - Application or App assistance
- 411 - Questions or concerns
- 911 - Emergency that needs OP resolution
- 365 - Reporting rule violations (godmodding, metagaming, etc.)

Post Quality:
Please do not post one liners! two liners! or three liners! These posts can be so much better and it degrades the quality of the RP and your reputation when you make such small posts. Please step it up. As well, please don't gigantic (900 pixel) flags as well. Keep them to a modest size.

Simple forum etiquette applies here as it does everywhere else. This means following the standard rules.

Judiciary functions[edit]

Powers of the Head of Government:The Prime Minister of Turkey (Turkish: Başbakan) is the head of government in Turkish politics. The prime minister is the leader of a political coalition in the Turkish parliament (Meclis) and the leader of the cabinet. The current prime Minister of Turkey is Recep Tayyip Erdoğan. He leads a cabinet of the Justice and Development Party. The prime minister has the power to dissolve the parliament and thus force a new election, which he is obliged to do within four years of the previous elections.

Policies regarding Minorities:While the Republic of Turkey, following the 1923 Treaty of Lausanne, recognizes Armenians, Greeks and Jews as ethnic minorities, this legal status is not granted to Muslims, such as the Kurds, which constitute the largest minority by a wide margin (18%), nor any of the other minorities in the country.
Policies regarding gender relations:(all i could find) Until now, the Turkish welfare state has rested on the ideal of women's main role in society as mothers and wives. This has manifested itself in the low female participation in the labor force and other structural inequalities between women and men within Turkish society. This article further argues that gender equality polices, in themselves, are insufficient to bring about a change in traditional gender roles and, in some cases, may even work against women. Such policies are destined to occupy the status of legal texts or reach only a small fraction of women, unless supported by policy measures to transform the existing patriarchal norms and roles within Turkish society.

With a rapidly growing economy, Turkey has become one of the fastest growing energy markets in the world. Turkey has been experiencing rapid demand growth in all segments of the energy sector for decades. Over the last decade, Turkey has been the second country, after China, in terms of natural gas and electricity demand increase. Turkey is expected to become one of the most dynamic energy economies of the world in terms of increase in energy demand.

The limits of Turkey’s domestic energy sources in light of its growing energy demand have resulted in dependency on energy imports, primarily of oil and gas. At present, around 26 % of the total energy demand is being met by domestic resources, while the rest is being provided from a diversified portfolio of imports.

The primary aim of Turkey is to realize its own energy security. To this end, Turkey has for objective to

- diversify its energy supply routes and source countries,
- increase the share of renewables and include the nuclear in its energy mix,
- take significant steps to increase energy efficiency,
- contribute to Europe’s energy security.

It is estimated by the International Energy Agency (lEA) that Turkey will likely see the fastest medium to long-term growth in energy demand among the IEA member countries. On the other hand, it is estimated that total final energy demand and the total primary energy demand will more than double and reach at 170.3 and 222.4 Mtoe respectively by 2020. It is also estimated that electricity, natural gas and oil demand will reach at 398-434 billion kWh, 59 BCM and 59 million tons respectively. In order to meet such an immense growth in energy demand, huge levels of investment is required as well in all three sectors alike. The Turkish Government is giving priority to the private sector for financing these investments and has taken in that respect the necessary steps to facilitate the investment environment.

As stated, Turkey’s energy strategy is multi-dimensional. It strives at diversifying its energy supply sources and routes, as well as its energy basket by increasing the share of the renewables and adding the nuclear energy.

Having a substantial potential for the renewable energy resources, Turkey ranks seventh in the world and first in Europe in terms of geothermal energy. Turkey also aims at further increasing its use of hydro, wind and solar energy resources. Turkey envisages producing 30% of its electricity need from the renewables by 2023.

Turkey has participated in the Founding Conference of the “International Renewable Energy Agency” (IRENA) on 26 January 2009 in Bonn and has signed the “statute” of IRENA. Therefore, Turkey has become one of the founding members of IRENA.

Moreover, Turkey has also taken steps in order to liberalize its energy market. In line with its aspiration to become an EU member, Turkey is in the process of harmonizing its energy legislation with that of the EU acquis.

Turkey also aims to reduce dependency on imported fossil fuels through gradual commissioning of nuclear power into Turkish energy mix. Turkey intends to establish a nuclear capacity of more than 10.000 MW by 2030. In this respect, Turkey has already signed an intergovernmental agreement with the Russian Federation concerning the construction and operation of a nuclear power plant at the Akkuyu site. Discussions are ongoing for the second nuclear power plant (NPP) to be constructed in Sinop. A third NPP project is envisaged as well.

Turkey diligently takes all necessary precautions in generating nuclear energy. In Nuclear Power Plant projects of Turkey state-of-art technologies and methods will be utilized to get highest level of nuclear safety, taking in the account the latest developments in Fukushima Daichi Nuclear Power Plant.

Furthermore, Turkey has voluntarily accepted to join the EU stress tests program. The importance attached to the “stress tests” for nuclear power plants initiated by EU demonstrates Turkey’s commitment to the adoption and implementation of the most rigorous safety standards in the construction and operation of nuclear power plants in the country.

II. Turkey’s Role as a Reliable Transit Partner

Turkey is geographically located in close proximity to more than 70% of the world’s proven oil and gas reserves. Turkey, forming a natural energy bridge between the source countries, the Middle East and the Caspian basin, and consumer markets, stands as a key country in ensuring energy security through diversification of supply sources and routes, considerations that have gained increased significance in today’s Europe.

In this respect, major pipeline projects, realized and proposed, which will contribute to Europe’s energy supply security, will as well enhance Turkey’s role as a reliable transit country on the East-West as well as North-South energy axis.

Turkey aims at establishing an uninterrupted and reliable flow of the Greater Caspian and the Middle East hydrocarbon resources to Turkey and to Europe via the Turkish territory.

Oil Pipelines

The main component of the East-West Energy Corridor is the Baku-Tbilisi-Ceyhan (BTC) pipeline, which is a dedicated crude oil pipeline system that extends from the Azeri-Chirag- Guneshli (ACG) field through Azerbaijan and Georgia to a terminal at Ceyhan on the Mediterranean coast of Turkey, bypassing the environmentally sensitive Black Sea and the Turkish Straits. The pipeline, which has a capacity of 1 million barrels per day, and at 1760 kilometers is the second longest of its kind in the world. The first cargo of oil, which had travelled through the BTC pipeline to Ceyhan, has been loaded onto a tanker on 4 June 2006. As of 15 October 2012, over 1.5 billion barrels of Azeri oil was loaded to tankers from Ceyhan and shipped to international markets.

The Iraq - Turkey (Kirkuk – Yumurtalık) Crude Oil Pipeline System transports the oil produced in Kirkuk and other areas of Iraq to the Ceyhan (Yumurtalık) Marine Terminal. The pipeline system with an annual transport capacity of 35 Million tons was commissioned in 1976. The capacity of the line was increased to 46.5 Million tons/year in 1984. With the completion of the second pipeline, parallel to the first one, the annual capacity reached 70.9 million tons as of 1987. Turkey has concluded the negotiations with the Iraqi side aiming at extending the duration of the transportation agreement via this pipeline on 19 September 2010.

From the energy security perspective, the Turkish Straits are of particular importance as around 3.7% of the world’s daily oil consumption is shipped through the Turkish Straits. The amount of oil and oil products transported through the Strait of Istanbul has increased dramatically from 60 million tons in 1996 to around 150 million tons in 2008. This figure is expected to reach around 190-200 million tons in the coming years due to the expected throughput from the Caspian region reaching the Black Sea in addition to the large amounts of Russian oil.

In view of the heavy tanker traffic, as well as the physical characteristics and peculiarities of the Turkish Straits, a maritime disaster caused by a tanker carrying hazardous cargo seems inevitable sooner or later. In addition to the humanitarian and environmental perils, such a disaster would interrupt the regular flow of oil to world markets. Consequently, the solution lies at the use of alternative oil export options that by-pass the Straits.

Among the various by-pass proposals, after completing the implementation of the BTC, Turkey decided to support the Samsun-Ceyhan by-pass oil pipeline. The advantages of the project over its alternatives can be summarized as follows:

The proximity of Samsun to the oil outlets on the Eastern Black Sea will minimize the seaborne transportation of oil in the Black Sea, and the existing energy infrastructure in Ceyhan obviates the need for undertaking new and costly infrastructure investments. Moreover, the project constitutes the most environmentally manageable by-pass option.

The ground breaking ceremony of the Samsun-Ceyhan by-pass oil pipeline was held on 24 April 2007 in Ceyhan. The protocol between Turkey and Russia on oil, signed during Russian Prime Minister Putin’s visit to Turkey in August 2009, has created a significant momentum with respect to the realization of the project. Subsequently, Turkey, Russia and Italy confirmed their support for the project in October 2009 in Milan.

Energy companies are aware of the seriousness of the situation and they recognize that there is a limit to the amount of oil that can be transported through the Turkish Straits.

With the completion of the projects cited above and more, it is anticipated that 6 to 7 % of global oil supply will transit Turkey and that Ceyhan will become a major energy hub and the largest oil outlet terminal in the Eastern Mediterranean. The CeyhanTerminal has already been designed to receive crude oil from different countries.

Natural Gas Pipelines

The second component of the East-West Energy Corridor, namely the Baku-Tbilisi-Erzurum (BTE) Natural Gas Pipeline, has become operational as of 3 July 2007. Designed to transport natural gas from the Shah Deniz field in the Azerbaijan sector of the Caspian Sea, through Georgia to Turkey, it is envisaged that the pipeline will export 6,6 billion cubic meters a year according to the Agreement between our country and Azerbaijan for Shah Deniz Phase I. As for Phase II, a common understanding was reached between the parties on 7 June 2010 in Istanbul in terms of both Azeri natural gas amount to be exported by Turkey, and Azeri natural gas amount to be exported to Europe via Turkey, and also price and transit tariffs.

Moreover, the transportation of Caspian natural gas resources via multiple pipelines to Europe through such projects as the interconnection of the gas pipeline networks of Turkey, Greece and Italy within the Southern Gas Corridorwill also constitute an essential component of Europe’s energy diversification efforts. Turkey supports all Southern Gas Corridor projects passing through the Turkish territory.

The incorporation of Turkey’s energy network with that of the EU was realized with the conclusion of the Intergovernmental Agreement on the Turkey-Greece Interconnector signed in February 2003 and the Sale and Purchase Agreement between BOTAŞ and DEPA in December 2003. The Trilateral Intergovernmental Agreement for the Turkey-Italy-Greece Interconnector was signed in Rome on 26 July 2007.

The Turkey-Greece Interconnector became operational on 18 November 2007, following the inauguration ceremony held in Ipsala with the participation of Prime Ministers of both countries. Moreover, a Memorandum of Understanding (MOU) was signed among BOTAŞ, DEPA and Edison with regard to the ITGI Project on 17 June 2010 in Istanbul, which will link the European Union countries Greece and Italy via Turkey to Caspian and Middle Eastern natural gas resources.

The Southern Gas Corridor projects are key in the future delivery of natural gas primarily from Azerbaijan and Turkmenistan. Turkey and Azerbaijan reached an agreement concerning the sale and purchase of 6 bcm and the transit through Turkey to European markets of 10 bcm of Shah Deniz Phase 2 natural gas. Within this framework, an Intergovernmental Agreement between Turkey and Azerbaijan as well as numerous contracts between BOTAŞ and the Consortium were signed on 25 October 2011.

Through these agreements Azerbaijan has gained the right to transit 10 bcm of gas through Turkey’s national gas network and the opportunity to start negotiations on the possible construction of a new standalone pipeline through Turkey. A Memorandum of Understanding was signed between Turkey and Azerbaijan concerning a standalone pipeline in Ankara on 24 December 2011, namely the Trans-Anatolian Pipeline Project (TANAP).

The Intergovernmental Agreement and Host Government Agreement regarding development of the standalone pipeline (Trans Anatolian Pipeline, TANAP) project, was signed by Turkey and Azerbaijan on 26 June 2012 in Istanbul.

However, the final decision as to whether Shah Deniz Phase 2 gas will be transported through Nabucco West or the Trans-Adriatic Pipeline (TAP) -beyond Turkey-, will be taken by the Shah Deniz Consortium.

III. Turkey-EU Relations in the Field of Energy

As a candidate country, Turkey has aligned her legislation with the EU “acquis communautaire”.

As an indication of the importance given to regional energy cooperation, Turkey joined the Energy Community with an observer status.

Turkey believes that the opening of the energy chapter will surely pave the way for negotiations with the EU on Turkey’s membership to the Energy Community.

As regards electricity networks, after completion of all necessary studies and tests, trial synchronous operation with ENTSO-E (European Network of Transmission System Operators for Electricity) began on 18 September 2010.

Studies towards full membership to ENTSO-E will be completed at the end of 2012, which will provide for physical integration of the Turkish electricity market with the EU internal electricity market. Full membership to ENTSO-E will contribute in competitiveness of the electricity sector in the region.

Moreover, Minister of EU Affairs and Chief Negotiator Mr. Egemen Bağış, Minister of Energy and Natural Resources Mr. Taner Yıldız, Commissioner Mr. Stefan Füle and Comissioner Mr. Günther Oettinger met in Istanbul to strengthen Turkey-EU energy relations within the context of The Positive Agenda on 9 February 2012. As a result of this meeting, a working group was established as a step towards preparing a roadmap, which will contribute to enhance cooperation between the two parties in the energy sector. On 30th of March, the first meeting of the Energy Working Group was held in Brussels. In the meeting held on 19th of April in Istanbul, both parties provided in-depth information on the established agenda items and the draft text prepared thereon was decided to be declared soon by the Minister Egemen Bağış, Minister Taner Yıldız, Commissioner Füle and Comissioner Oettinger on 14 June 2012 in Stuttgart.

Policies regarding health:
Health care in Turkey used to be dominated by a centralized state system run by the Ministry of Health. In 2003 the governing Justice and Development Party introduced a sweeping health reform program aimed at increasing the ratio of private to state health provision and making health care available to a larger share of the population. Information from the Turkish Statistic Institute states that 76.3 billions of Turkish Liras are being spent in healthcare, with 79.6% of funding coming from the Social Security Institute and most of the remainder (15.4%) coming from out-of-pocket payments.[1] There are 27.954 medical instutions, one doctor for 587 people and 2.54 beds for 1000 people.[2]

Private healthcare has increased in Turkey in the last decade due to the long queues and personal service in state-run hospitals. Most private hospitals have contracts with various insurance companies so it is now possible to receive treatment that varies from the state. After rising competition from private hospitals, there has been an increase in the quality of state hospitals. At 7.6% of gross domestic product (GDP) in 2005, Turkey’s public expenditure on national health was below average than that of the developed countries, although the percentage has increased steadily since 2000. In the early 2000s, about 63 percent of health expenditures came from public sources. In 2006 there was one doctor for every 700 people, one nurse for every 580 people, and one hospital bed for every 380 people. The rural population is poorly served by the health-care system, which is much more developed in the western half of the country. Between 80 and 90 percent of the population, including self-employed workers, have health care provided by the national pension system, but the low quality of care encourages the use of private health providers in urban areas. Although the private health industry has grown rapidly since the 1990s, only about 2% of the population, mainly in urban areas, has private health insurance. In 2005 about 75 percent of private health expenditures were out-of-pocket rather than being covered by insurance.[3]

The most frequent causes of death, in order of frequency, are infectious and parasitic diseases, cancer, heart disease, and cerebrovascular diseases. Since the 1980s, the occurrence of measles, pertussis, typhoid fever, and diphtheria has decreased sharply because of improved availability of potable water. More than 80 percent of one-year-olds received inoculations against childhood diseases in 2004. Between 1980 and 2004, the infant mortality rate decreased by 65%. In 2007 an estimated 3,700 adults in Turkey were infected by the human immunodeficiency virus (HIV). Reportedly, in the early 2000s sexual activity was the cause of 80-90% HIV cases, and drug abuse was the cause of 7 percent of cases. Some 260 new cases were reported in 2006. Commercial blood donation has been abolished in order to eliminate that cause of HIV transmission.[3]

General Stance on Foreign Policy:Very NATO-intertwined but with a rather more activist view. Turkey is ready and able to use its position to deter its enemies.
Stance towards United States of America:Turkey and the USA are allies through NATO, and Turkey enjoys a warm relationship with the USA that has lasted from the Cold War. Trade is a bit on the small side due to distance, however. (If USA, ignore)

Policies regarding Minorities:While the Republic of Turkey, following the 1923 Treaty of Lausanne, recognizes Armenians, Greeks and Jews as ethnic minorities, this legal status is not granted to Muslims, such as the Kurds, which constitute the largest minority by a wide margin (18%), nor any of the other minorities in the country.
Policies regarding gender relations:(all i could find) Until now, the Turkish welfare state has rested on the ideal of women's main role in society as mothers and wives. This has manifested itself in the low female participation in the labor force and other structural inequalities between women and men within Turkish society. With a rapidly growing economy, Turkey has become one of the fastest growing energy markets in the world. Turkey has been experiencing rapid demand growth in all segments of the energy sector for decades. Over the last decade, Turkey has been the second country, after China, in terms of natural gas and electricity demand increase. Turkey is expected to become one of the most dynamic energy economies of the world in terms of increase in energy demand.

The limits of Turkey’s domestic energy sources in light of its growing energy demand have resulted in dependency on energy imports, primarily of oil and gas. At present, around 26 % of the total energy demand is being met by domestic resources, while the rest is being provided from a diversified portfolio of imports.

The primary aim of Turkey is to realize its own energy security. To this end, Turkey has for objective to

- diversify its energy supply routes and source countries,
- increase the share of renewables and include the nuclear in its energy mix,
- take significant steps to increase energy efficiency,
- contribute to Europe’s energy security.

It is estimated by the International Energy Agency (lEA) that Turkey will likely see the fastest medium to long-term growth in energy demand among the IEA member countries. On the other hand, it is estimated that total final energy demand and the total primary energy demand will more than double and reach at 170.3 and 222.4 Mtoe respectively by 2020. It is also estimated that electricity, natural gas and oil demand will reach at 398-434 billion kWh, 59 BCM and 59 million tons respectively. In order to meet such an immense growth in energy demand, huge levels of investment is required as well in all three sectors alike. The Turkish Government is giving priority to the private sector for financing these investments and has taken in that respect the necessary steps to facilitate the investment environment.

As stated, Turkey’s energy strategy is multi-dimensional. It strives at diversifying its energy supply sources and routes, as well as its energy basket by increasing the share of the renewables and adding the nuclear energy.

Having a substantial potential for the renewable energy resources, Turkey ranks seventh in the world and first in Europe in terms of geothermal energy. Turkey also aims at further increasing its use of hydro, wind and solar energy resources. Turkey envisages producing 30% of its electricity need from the renewables by 2023.

Moreover, Turkey has also taken steps in order to liberalize its energy market. In line with its aspiration to become an EU member, Turkey is in the process of harmonizing its energy legislation with that of the EU acquis.

Turkey also aims to reduce dependency on imported fossil fuels through gradual commissioning of nuclear power into Turkish energy mix. Turkey intends to establish a nuclear capacity of more than 10.000 MW by 2030. In this respect, Turkey has already signed an intergovernmental agreement with the Russian Federation concerning the construction and operation of a nuclear power plant at the Akkuyu site. Discussions are ongoing for the second nuclear power plant (NPP) to be constructed in Sinop. A third NPP project is envisaged as well.

Turkey diligently takes all necessary precautions in generating nuclear energy. In Nuclear Power Plant projects of Turkey state-of-art technologies and methods will be utilized to get highest level of nuclear safety, taking in the account the latest developments in Fukushima Daichi Nuclear Power Plant.

Furthermore, Turkey has voluntarily accepted to join the EU stress tests program. The importance attached to the “stress tests” for nuclear power plants initiated by EU demonstrates Turkey’s commitment to the adoption and implementation of the most rigorous safety standards in the construction and operation of nuclear power plants in the country.

II. Turkey’s Role as a Reliable Transit Partner

Turkey is geographically located in close proximity to more than 70% of the world’s proven oil and gas reserves. Turkey, forming a natural energy bridge between the source countries, the Middle East and the Caspian basin, and consumer markets, stands as a key country in ensuring energy security through diversification of supply sources and routes, considerations that have gained increased significance in today’s Europe.

In this respect, major pipeline projects, realized and proposed, which will contribute to Europe’s energy supply security, will as well enhance Turkey’s role as a reliable transit country on the East-West as well as North-South energy axis.

Turkey aims at establishing an uninterrupted and reliable flow of the Greater Caspian and the Middle East hydrocarbon resources to Turkey and to Europe via the Turkish territory.

Oil Pipelines

The main component of the East-West Energy Corridor is the Baku-Tbilisi-Ceyhan (BTC) pipeline, which is a dedicated crude oil pipeline system that extends from the Azeri-Chirag- Guneshli (ACG) field through Azerbaijan and Georgia to a terminal at Ceyhan on the Mediterranean coast of Turkey, bypassing the environmentally sensitive Black Sea and the Turkish Straits. The pipeline, which has a capacity of 1 million barrels per day, and at 1760 kilometers is the second longest of its kind in the world. The first cargo of oil, which had travelled through the BTC pipeline to Ceyhan, has been loaded onto a tanker on 4 June 2006. As of 15 October 2012, over 1.5 billion barrels of Azeri oil was loaded to tankers from Ceyhan and shipped to international markets.

The Iraq - Turkey (Kirkuk – Yumurtalık) Crude Oil Pipeline System transports the oil produced in Kirkuk and other areas of Iraq to the Ceyhan (Yumurtalık) Marine Terminal. The pipeline system with an annual transport capacity of 35 Million tons was commissioned in 1976. The capacity of the line was increased to 46.5 Million tons/year in 1984. With the completion of the second pipeline, parallel to the first one, the annual capacity reached 70.9 million tons as of 1987. Turkey has concluded the negotiations with the Iraqi side aiming at extending the duration of the transportation agreement via this pipeline on 19 September 2010.

From the energy security perspective, the Turkish Straits are of particular importance as around 3.7% of the world’s daily oil consumption is shipped through the Turkish Straits. The amount of oil and oil products transported through the Strait of Istanbul has increased dramatically from 60 million tons in 1996 to around 150 million tons in 2008. This figure is expected to reach around 190-200 million tons in the coming years due to the expected throughput from the Caspian region reaching the Black Sea in addition to the large amounts of Russian oil.

In view of the heavy tanker traffic, as well as the physical characteristics and peculiarities of the Turkish Straits, a maritime disaster caused by a tanker carrying hazardous cargo seems inevitable sooner or later. In addition to the humanitarian and environmental perils, such a disaster would interrupt the regular flow of oil to world markets. Consequently, the solution lies at the use of alternative oil export options that by-pass the Straits.

Among the various by-pass proposals, after completing the implementation of the BTC, Turkey decided to support the Samsun-Ceyhan by-pass oil pipeline. The advantages of the project over its alternatives can be summarized as follows:

The proximity of Samsun to the oil outlets on the Eastern Black Sea will minimize the seaborne transportation of oil in the Black Sea, and the existing energy infrastructure in Ceyhan obviates the need for undertaking new and costly infrastructure investments. Moreover, the project constitutes the most environmentally manageable by-pass option.

The ground breaking ceremony of the Samsun-Ceyhan by-pass oil pipeline was held on 24 April 2007 in Ceyhan. The protocol between Turkey and Russia on oil, signed during Russian Prime Minister Putin’s visit to Turkey in August 2009, has created a significant momentum with respect to the realization of the project. Subsequently, Turkey, Russia and Italy confirmed their support for the project in October 2009 in Milan.

Energy companies are aware of the seriousness of the situation and they recognize that there is a limit to the amount of oil that can be transported through the Turkish Straits.

With the completion of the projects cited above and more, it is anticipated that 6 to 7 % of global oil supply will transit Turkey and that Ceyhan will become a major energy hub and the largest oil outlet terminal in the Eastern Mediterranean. The CeyhanTerminal has already been designed to receive crude oil from different countries.

Natural Gas Pipelines

The second component of the East-West Energy Corridor, namely the Baku-Tbilisi-Erzurum (BTE) Natural Gas Pipeline, has become operational as of 3 July 2007. Designed to transport natural gas from the Shah Deniz field in the Azerbaijan sector of the Caspian Sea, through Georgia to Turkey, it is envisaged that the pipeline will export 6,6 billion cubic meters a year according to the Agreement between our country and Azerbaijan for Shah Deniz Phase I. As for Phase II, a common understanding was reached between the parties on 7 June 2010 in Istanbul in terms of both Azeri natural gas amount to be exported by Turkey, and Azeri natural gas amount to be exported to Europe via Turkey, and also price and transit tariffs.

Moreover, the transportation of Caspian natural gas resources via multiple pipelines to Europe through such projects as the interconnection of the gas pipeline networks of Turkey, Greece and Italy within the Southern Gas Corridorwill also constitute an essential component of Europe’s energy diversification efforts. Turkey supports all Southern Gas Corridor projects passing through the Turkish territory.

The incorporation of Turkey’s energy network with that of the EU was realized with the conclusion of the Intergovernmental Agreement on the Turkey-Greece Interconnector signed in February 2003 and the Sale and Purchase Agreement between BOTAŞ and DEPA in December 2003. The Trilateral Intergovernmental Agreement for the Turkey-Italy-Greece Interconnector was signed in Rome on 26 July 2007.

The Turkey-Greece Interconnector became operational on 18 November 2007, following the inauguration ceremony held in Ipsala with the participation of Prime Ministers of both countries. Moreover, a Memorandum of Understanding (MOU) was signed among BOTAŞ, DEPA and Edison with regard to the ITGI Project on 17 June 2010 in Istanbul, which will link the European Union countries Greece and Italy via Turkey to Caspian and Middle Eastern natural gas resources.

The Southern Gas Corridor projects are key in the future delivery of natural gas primarily from Azerbaijan and Turkmenistan. Turkey and Azerbaijan reached an agreement concerning the sale and purchase of 6 bcm and the transit through Turkey to European markets of 10 bcm of Shah Deniz Phase 2 natural gas. Within this framework, an Intergovernmental Agreement between Turkey and Azerbaijan as well as numerous contracts between BOTAŞ and the Consortium were signed on 25 October 2011.

Through these agreements Azerbaijan has gained the right to transit 10 bcm of gas through Turkey’s national gas network and the opportunity to start negotiations on the possible construction of a new standalone pipeline through Turkey. A Memorandum of Understanding was signed between Turkey and Azerbaijan concerning a standalone pipeline in Ankara on 24 December 2011, namely the Trans-Anatolian Pipeline Project (TANAP).

The Intergovernmental Agreement and Host Government Agreement regarding development of the standalone pipeline (Trans Anatolian Pipeline, TANAP) project, was signed by Turkey and Azerbaijan on 26 June 2012 in Istanbul.

However, the final decision as to whether Shah Deniz Phase 2 gas will be transported through Nabucco West or the Trans-Adriatic Pipeline (TAP) -beyond Turkey-, will be taken by the Shah Deniz Consortium.

III. Turkey-EU Relations in the Field of Energy

As a candidate country, Turkey has aligned her legislation with the EU “acquis communautaire”.

As an indication of the importance given to regional energy cooperation, Turkey joined the Energy Community with an observer status.

Turkey believes that the opening of the energy chapter will surely pave the way for negotiations with the EU on Turkey’s membership to the Energy Community.

As regards electricity networks, after completion of all necessary studies and tests, trial synchronous operation with ENTSO-E (European Network of Transmission System Operators for Electricity) began on 18 September 2010.

Studies towards full membership to ENTSO-E will be completed at the end of 2012, which will provide for physical integration of the Turkish electricity market with the EU internal electricity market. Full membership to ENTSO-E will contribute in competitiveness of the electricity sector in the region.

Moreover, Minister of EU Affairs and Chief Negotiator Mr. Egemen Bağış, Minister of Energy and Natural Resources Mr. Taner Yıldız, Commissioner Mr. Stefan Füle and Comissioner Mr. Günther Oettinger met in Istanbul to strengthen Turkey-EU energy relations within the context of The Positive Agenda on 9 February 2012. As a result of this meeting, a working group was established as a step towards preparing a roadmap, which will contribute to enhance cooperation between the two parties in the energy sector. On 30th of March, the first meeting of the Energy Working Group was held in Brussels. In the meeting held on 19th of April in Istanbul, both parties provided in-depth information on the established agenda items and the draft text prepared thereon was decided to be declared soon by the Minister Egemen Bağış, Minister Taner Yıldız, Commissioner Füle and Comissioner Oettinger on 14 June 2012 in Stuttgart.

Policies regarding health:
Health care in Turkey used to be dominated by a centralized state system run by the Ministry of Health. In 2003 the governing Justice and Development Party introduced a sweeping health reform program aimed at increasing the ratio of private to state health provision and making health care available to a larger share of the population. Information from the Turkish Statistic Institute states that 76.3 billions of Turkish Liras are being spent in healthcare, with 79.6% of funding coming from the Social Security Institute and most of the remainder (15.4%) coming from out-of-pocket payments.[1] There are 27.954 medical instutions, one doctor for 587 people and 2.54 beds for 1000 people.[2]

Private healthcare has increased in Turkey in the last decade due to the long queues and personal service in state-run hospitals. Most private hospitals have contracts with various insurance companies so it is now possible to receive treatment that varies from the state. After rising competition from private hospitals, there has been an increase in the quality of state hospitals. At 7.6% of gross domestic product (GDP) in 2005, Turkey’s public expenditure on national health was below average than that of the developed countries, although the percentage has increased steadily since 2000. In the early 2000s, about 63 percent of health expenditures came from public sources. In 2006 there was one doctor for every 700 people, one nurse for every 580 people, and one hospital bed for every 380 people. The rural population is poorly served by the health-care system, which is much more developed in the western half of the country. Between 80 and 90 percent of the population, including self-employed workers, have health care provided by the national pension system, but the low quality of care encourages the use of private health providers in urban areas. Although the private health industry has grown rapidly since the 1990s, only about 2% of the population, mainly in urban areas, has private health insurance. In 2005 about 75 percent of private health expenditures were out-of-pocket rather than being covered by insurance.[3]

The most frequent causes of death, in order of frequency, are infectious and parasitic diseases, cancer, heart disease, and cerebrovascular diseases. Since the 1980s, the occurrence of measles, pertussis, typhoid fever, and diphtheria has decreased sharply because of improved availability of potable water. More than 80 percent of one-year-olds received inoculations against childhood diseases in 2004. Between 1980 and 2004, the infant mortality rate decreased by 65%. In 2007 an estimated 3,700 adults in Turkey were infected by the human immunodeficiency virus (HIV). Reportedly, in the early 2000s sexual activity was the cause of 80-90% HIV cases, and drug abuse was the cause of 7 percent of cases. Some 260 new cases were reported in 2006. Commercial blood donation has been abolished in order to eliminate that cause of HIV transmission.[3]

Description of the Military:According to the International Institute for Strategic Studies (IISS), in 2010 the Turkish Armed Forces had an active strength of around 510,000 personnel. In addition, it was estimated that there were 378,700 reserve personnel and 152,200 paramilitary personnel (Turkish Gendarmerie and Turkish Coast Guard), giving a combined active and reserve strength of around 1,041,900 personnel.[22] In 2010, the defence budget amounted to 26 billion liras.[23] The Law on the Court of Accounts was supposed to initiate external ex-post audits of armed forces' expenditure and pave the way for audits of extra budgetary resources earmarked for the defence sector, including the Defence Industry Support Fund.[24] However, the Ministry of Defense has not provided the necessary information,[25] so the armed forces expenditure is not being properly checked.

Stance towards United States of America:Turkey and the USA are allies through NATO, and Turkey enjoys a warm relationship with the USA that has lasted from the Cold War. Trade is a bit on the small side due to distance, however. (If USA, ignore)

With a rapidly growing economy, Turkey has become one of the fastest growing energy markets in the world. Turkey has been experiencing rapid demand growth in all segments of the energy sector for decades. Over the last decade, Turkey has been the second country, after China, in terms of natural gas and electricity demand increase. Turkey is expected to become one of the most dynamic energy economies of the world in terms of increase in energy demand.

The limits of Turkey’s domestic energy sources in light of its growing energy demand have resulted in dependency on energy imports, primarily of oil and gas. At present, around 26 % of the total energy demand is being met by domestic resources, while the rest is being provided from a diversified portfolio of imports.

The primary aim of Turkey is to realize its own energy security. To this end, Turkey has for objective to

- diversify its energy supply routes and source countries,
- increase the share of renewables and include the nuclear in its energy mix,
- take significant steps to increase energy efficiency,
- contribute to Europe’s energy security.

It is estimated by the International Energy Agency (lEA) that Turkey will likely see the fastest medium to long-term growth in energy demand among the IEA member countries. On the other hand, it is estimated that total final energy demand and the total primary energy demand will more than double and reach at 170.3 and 222.4 Mtoe respectively by 2020. It is also estimated that electricity, natural gas and oil demand will reach at 398-434 billion kWh, 59 BCM and 59 million tons respectively. In order to meet such an immense growth in energy demand, huge levels of investment is required as well in all three sectors alike. The Turkish Government is giving priority to the private sector for financing these investments and has taken in that respect the necessary steps to facilitate the investment environment.

As stated, Turkey’s energy strategy is multi-dimensional. It strives at diversifying its energy supply sources and routes, as well as its energy basket by increasing the share of the renewables and adding the nuclear energy.

Having a substantial potential for the renewable energy resources, Turkey ranks seventh in the world and first in Europe in terms of geothermal energy. Turkey also aims at further increasing its use of hydro, wind and solar energy resources. Turkey envisages producing 30% of its electricity need from the renewables by 2023.

Moreover, Turkey has also taken steps in order to liberalize its energy market. In line with its aspiration to become an EU member, Turkey is in the process of harmonizing its energy legislation with that of the EU acquis.

Turkey also aims to reduce dependency on imported fossil fuels through gradual commissioning of nuclear power into Turkish energy mix. Turkey intends to establish a nuclear capacity of more than 10.000 MW by 2030. In this respect, Turkey has already signed an intergovernmental agreement with the Russian Federation concerning the construction and operation of a nuclear power plant at the Akkuyu site. Discussions are ongoing for the second nuclear power plant (NPP) to be constructed in Sinop. A third NPP project is envisaged as well.

Turkey diligently takes all necessary precautions in generating nuclear energy. In Nuclear Power Plant projects of Turkey state-of-art technologies and methods will be utilized to get highest level of nuclear safety, taking in the account the latest developments in Fukushima Daichi Nuclear Power Plant.

Furthermore, Turkey has voluntarily accepted to join the EU stress tests program. The importance attached to the “stress tests” for nuclear power plants initiated by EU demonstrates Turkey’s commitment to the adoption and implementation of the most rigorous safety standards in the construction and operation of nuclear power plants in the country.

II. Turkey’s Role as a Reliable Transit Partner

Turkey is geographically located in close proximity to more than 70% of the world’s proven oil and gas reserves. Turkey, forming a natural energy bridge between the source countries, the Middle East and the Caspian basin, and consumer markets, stands as a key country in ensuring energy security through diversification of supply sources and routes, considerations that have gained increased significance in today’s Europe.

In this respect, major pipeline projects, realized and proposed, which will contribute to Europe’s energy supply security, will as well enhance Turkey’s role as a reliable transit country on the East-West as well as North-South energy axis.

Turkey aims at establishing an uninterrupted and reliable flow of the Greater Caspian and the Middle East hydrocarbon resources to Turkey and to Europe via the Turkish territory.

Oil Pipelines

The main component of the East-West Energy Corridor is the Baku-Tbilisi-Ceyhan (BTC) pipeline, which is a dedicated crude oil pipeline system that extends from the Azeri-Chirag- Guneshli (ACG) field through Azerbaijan and Georgia to a terminal at Ceyhan on the Mediterranean coast of Turkey, bypassing the environmentally sensitive Black Sea and the Turkish Straits. The pipeline, which has a capacity of 1 million barrels per day, and at 1760 kilometers is the second longest of its kind in the world. The first cargo of oil, which had travelled through the BTC pipeline to Ceyhan, has been loaded onto a tanker on 4 June 2006. As of 15 October 2012, over 1.5 billion barrels of Azeri oil was loaded to tankers from Ceyhan and shipped to international markets.

The Iraq - Turkey (Kirkuk – Yumurtalık) Crude Oil Pipeline System transports the oil produced in Kirkuk and other areas of Iraq to the Ceyhan (Yumurtalık) Marine Terminal. The pipeline system with an annual transport capacity of 35 Million tons was commissioned in 1976. The capacity of the line was increased to 46.5 Million tons/year in 1984. With the completion of the second pipeline, parallel to the first one, the annual capacity reached 70.9 million tons as of 1987. Turkey has concluded the negotiations with the Iraqi side aiming at extending the duration of the transportation agreement via this pipeline on 19 September 2010.

From the energy security perspective, the Turkish Straits are of particular importance as around 3.7% of the world’s daily oil consumption is shipped through the Turkish Straits. The amount of oil and oil products transported through the Strait of Istanbul has increased dramatically from 60 million tons in 1996 to around 150 million tons in 2008. This figure is expected to reach around 190-200 million tons in the coming years due to the expected throughput from the Caspian region reaching the Black Sea in addition to the large amounts of Russian oil.

In view of the heavy tanker traffic, as well as the physical characteristics and peculiarities of the Turkish Straits, a maritime disaster caused by a tanker carrying hazardous cargo seems inevitable sooner or later. In addition to the humanitarian and environmental perils, such a disaster would interrupt the regular flow of oil to world markets. Consequently, the solution lies at the use of alternative oil export options that by-pass the Straits.

Among the various by-pass proposals, after completing the implementation of the BTC, Turkey decided to support the Samsun-Ceyhan by-pass oil pipeline. The advantages of the project over its alternatives can be summarized as follows:

The proximity of Samsun to the oil outlets on the Eastern Black Sea will minimize the seaborne transportation of oil in the Black Sea, and the existing energy infrastructure in Ceyhan obviates the need for undertaking new and costly infrastructure investments. Moreover, the project constitutes the most environmentally manageable by-pass option.

The ground breaking ceremony of the Samsun-Ceyhan by-pass oil pipeline was held on 24 April 2007 in Ceyhan. The protocol between Turkey and Russia on oil, signed during Russian Prime Minister Putin’s visit to Turkey in August 2009, has created a significant momentum with respect to the realization of the project. Subsequently, Turkey, Russia and Italy confirmed their support for the project in October 2009 in Milan.

Energy companies are aware of the seriousness of the situation and they recognize that there is a limit to the amount of oil that can be transported through the Turkish Straits.

With the completion of the projects cited above and more, it is anticipated that 6 to 7 % of global oil supply will transit Turkey and that Ceyhan will become a major energy hub and the largest oil outlet terminal in the Eastern Mediterranean. The CeyhanTerminal has already been designed to receive crude oil from different countries.

Natural Gas Pipelines

The second component of the East-West Energy Corridor, namely the Baku-Tbilisi-Erzurum (BTE) Natural Gas Pipeline, has become operational as of 3 July 2007. Designed to transport natural gas from the Shah Deniz field in the Azerbaijan sector of the Caspian Sea, through Georgia to Turkey, it is envisaged that the pipeline will export 6,6 billion cubic meters a year according to the Agreement between our country and Azerbaijan for Shah Deniz Phase I. As for Phase II, a common understanding was reached between the parties on 7 June 2010 in Istanbul in terms of both Azeri natural gas amount to be exported by Turkey, and Azeri natural gas amount to be exported to Europe via Turkey, and also price and transit tariffs.

Moreover, the transportation of Caspian natural gas resources via multiple pipelines to Europe through such projects as the interconnection of the gas pipeline networks of Turkey, Greece and Italy within the Southern Gas Corridorwill also constitute an essential component of Europe’s energy diversification efforts. Turkey supports all Southern Gas Corridor projects passing through the Turkish territory.

The incorporation of Turkey’s energy network with that of the EU was realized with the conclusion of the Intergovernmental Agreement on the Turkey-Greece Interconnector signed in February 2003 and the Sale and Purchase Agreement between BOTAŞ and DEPA in December 2003. The Trilateral Intergovernmental Agreement for the Turkey-Italy-Greece Interconnector was signed in Rome on 26 July 2007.

The Turkey-Greece Interconnector became operational on 18 November 2007, following the inauguration ceremony held in Ipsala with the participation of Prime Ministers of both countries. Moreover, a Memorandum of Understanding (MOU) was signed among BOTAŞ, DEPA and Edison with regard to the ITGI Project on 17 June 2010 in Istanbul, which will link the European Union countries Greece and Italy via Turkey to Caspian and Middle Eastern natural gas resources.

The Southern Gas Corridor projects are key in the future delivery of natural gas primarily from Azerbaijan and Turkmenistan. Turkey and Azerbaijan reached an agreement concerning the sale and purchase of 6 bcm and the transit through Turkey to European markets of 10 bcm of Shah Deniz Phase 2 natural gas. Within this framework, an Intergovernmental Agreement between Turkey and Azerbaijan as well as numerous contracts between BOTAŞ and the Consortium were signed on 25 October 2011.

Through these agreements Azerbaijan has gained the right to transit 10 bcm of gas through Turkey’s national gas network and the opportunity to start negotiations on the possible construction of a new standalone pipeline through Turkey. A Memorandum of Understanding was signed between Turkey and Azerbaijan concerning a standalone pipeline in Ankara on 24 December 2011, namely the Trans-Anatolian Pipeline Project (TANAP).

The Intergovernmental Agreement and Host Government Agreement regarding development of the standalone pipeline (Trans Anatolian Pipeline, TANAP) project, was signed by Turkey and Azerbaijan on 26 June 2012 in Istanbul.

However, the final decision as to whether Shah Deniz Phase 2 gas will be transported through Nabucco West or the Trans-Adriatic Pipeline (TAP) -beyond Turkey-, will be taken by the Shah Deniz Consortium.

III. Turkey-EU Relations in the Field of Energy

As a candidate country, Turkey has aligned her legislation with the EU “acquis communautaire”.

As an indication of the importance given to regional energy cooperation, Turkey joined the Energy Community with an observer status.

Turkey believes that the opening of the energy chapter will surely pave the way for negotiations with the EU on Turkey’s membership to the Energy Community.

As regards electricity networks, after completion of all necessary studies and tests, trial synchronous operation with ENTSO-E (European Network of Transmission System Operators for Electricity) began on 18 September 2010.

Studies towards full membership to ENTSO-E will be completed at the end of 2012, which will provide for physical integration of the Turkish electricity market with the EU internal electricity market. Full membership to ENTSO-E will contribute in competitiveness of the electricity sector in the region.

Moreover, Minister of EU Affairs and Chief Negotiator Mr. Egemen Bağış, Minister of Energy and Natural Resources Mr. Taner Yıldız, Commissioner Mr. Stefan Füle and Comissioner Mr. Günther Oettinger met in Istanbul to strengthen Turkey-EU energy relations within the context of The Positive Agenda on 9 February 2012. As a result of this meeting, a working group was established as a step towards preparing a roadmap, which will contribute to enhance cooperation between the two parties in the energy sector. On 30th of March, the first meeting of the Energy Working Group was held in Brussels. In the meeting held on 19th of April in Istanbul, both parties provided in-depth information on the established agenda items and the draft text prepared thereon was decided to be declared soon by the Minister Egemen Bağış, Minister Taner Yıldız, Commissioner Füle and Comissioner Oettinger on 14 June 2012 in Stuttgart.

Policies regarding health:
Health care in Turkey used to be dominated by a centralized state system run by the Ministry of Health. In 2003 the governing Justice and Development Party introduced a sweeping health reform program aimed at increasing the ratio of private to state health provision and making health care available to a larger share of the population. Information from the Turkish Statistic Institute states that 76.3 billions of Turkish Liras are being spent in healthcare, with 79.6% of funding coming from the Social Security Institute and most of the remainder (15.4%) coming from out-of-pocket payments.[1] There are 27.954 medical instutions, one doctor for 587 people and 2.54 beds for 1000 people.[2]

Private healthcare has increased in Turkey in the last decade due to the long queues and personal service in state-run hospitals. Most private hospitals have contracts with various insurance companies so it is now possible to receive treatment that varies from the state. After rising competition from private hospitals, there has been an increase in the quality of state hospitals. At 7.6% of gross domestic product (GDP) in 2005, Turkey’s public expenditure on national health was below average than that of the developed countries, although the percentage has increased steadily since 2000. In the early 2000s, about 63 percent of health expenditures came from public sources. In 2006 there was one doctor for every 700 people, one nurse for every 580 people, and one hospital bed for every 380 people. The rural population is poorly served by the health-care system, which is much more developed in the western half of the country. Between 80 and 90 percent of the population, including self-employed workers, have health care provided by the national pension system, but the low quality of care encourages the use of private health providers in urban areas. Although the private health industry has grown rapidly since the 1990s, only about 2% of the population, mainly in urban areas, has private health insurance. In 2005 about 75 percent of private health expenditures were out-of-pocket rather than being covered by insurance.[3]

The most frequent causes of death, in order of frequency, are infectious and parasitic diseases, cancer, heart disease, and cerebrovascular diseases. Since the 1980s, the occurrence of measles, pertussis, typhoid fever, and diphtheria has decreased sharply because of improved availability of potable water. More than 80 percent of one-year-olds received inoculations against childhood diseases in 2004. Between 1980 and 2004, the infant mortality rate decreased by 65%. In 2007 an estimated 3,700 adults in Turkey were infected by the human immunodeficiency virus (HIV). Reportedly, in the early 2000s sexual activity was the cause of 80-90% HIV cases, and drug abuse was the cause of 7 percent of cases. Some 260 new cases were reported in 2006. Commercial blood donation has been abolished in order to eliminate that cause of HIV transmission.[3]

Havelsan of Turkey and Boeing of the United States are in the process of developing a next-generation, high-altitude ballistic missile defence shield. Turkey has chosen the Chinese defense firm CPMIEC to co-produce a $4 billion long-range air and missile system.
