The following thread presents the in-character affairs of the New Coalition of Nations Global Alliance, headquartered in the extraterritorial lands of Global Plaza, New Hope in Ajerrin where nations may discuss and propose resolutions for the purpose of regional security, economic development and social progress. All member nations will make their vote in the NCON Global Alliance Hall, where each nation will equally receive one vote. The GA will posses no powers to authorize military action against another sovereign state/entity but will only serve to facilitate dialogue and peace-making resolutions.

All nations have the duration of one week to vote on a proposal after the voting begins. If nations miss the deadline, the proposal will mark the nation as "Absent at Vote" in order to allow the WA to continue operating without drawbacks from inactive member states.

Membership


All nations wishing to become part of the Global Alliance must contact the Founder, Athretvari, myself, or current leader of NCON and agree to follow the Charter and the resolutions voted on and approved in the GA Hall. Nations must provide a delegation and post in-character.

Samantha Friedrich
Ambassador Extraordinary and Plenipotentiary


Samantha Friedrich (born March 14th, 2602) is an Schuldanian-born academic, author and diplomat who currently serves as the Federation's Permanent Representative to the Global Alliance.

Samantha Friedrich began her career by covering the Zombie Wars as a journalist. From 2622 to 2625 Friedrich served as the Founding Executive Director of the Errin Center for Human Rights Policy at New Hope University School of Government, where she later served as a Leo Ranked Professor of Practice of Global Leadership and Public Policy for over a decade. She was senior advisor to the New Island Party until June of 2650, when she resigned under controversy.

Power joined the Federation's State Service in late December of 2651 and was named Special Assistant to the President and Senior Director for Multilateral Affairs and Human Rights on the Federation Security Council through May of 2656. In June of the same year, President Toully chose her to chair a newly formed Global Atrocities Prevention Board, where she pressed the Federation States to protect refugees and promote human rights and democracy in the western deserts. She is considered to be a key figure within the Federation Council in persuading the membership to create a cabinet-level Foreign Affairs station and opening the UFA, and all of Enkon, to create a global alliance.

Friedrich has written or co-edited four books, including a Pulitzer Prize-winning The Enkon Issue: Peace Will Survive as well as Together: A Study on Global Partnerships.

Mustafa Darzi is the chief representative of the United Democratic Emirates of Onza in the Global Alliance of the New Coalition of Nations. He was formally nominated for the position by the Emirates' temporary national government.

Mr. Darzi has an outstanding background in politics. At age 14, Mr. Darzi became President of his 9th grade class, and retained the title throughout all of his high school years. He also served as the head of the school's debate team, as well as the head of the national youth club, Future Legal Practitioners of Onza (FLPO). After graduating high school at the age of 17, Mr. Darzi served as a public adviser to officials in Khemedj for two terms, or eight years. During this time, he attended law school, and began practicing law.

After fulfilling his duties for this post, he continued practicing law for some time until being called upon once again to represent the nation in a new, international body - this time, the Global Alliance.

Mr. Darzi has currently stopped practicing law for the duration of his time as Ambassador Extraordinary and Plenipotentiary of Onza.

UFA Calls For High-Level Meeting

Sources close to the Foreign Affairs Ministry confirmed a high-level meeting with a large number of Ambassadors will be taking place in the next few days. Just yesterday, the Ambassadors of Earth Empire and Mare Solis sat with Minister Keilani to sign a compromise resolving land sovereignty issues. Earlier this week Ambassador Ahmed of Onza stood with the Federation Council to sign bilateral agreements. Athretvari Ambassador Charl Kofl also resides in New Hope, but has yet to make any announcements with the Federation. Calls to the Foreign Affairs Ministry were not returned.

The First High-Level Meeting

Location: Global Plaza, New Hope

Foreign Affairs Minister Keilani stands in front of a beautiful all glass front office building with several aids taking calls and writing notes, with one very striking strawberry-blonde haired stateswoman holding a small leather briefcase by his side. Global Plaza is a newly constructed site that holds two 30-story towers, one commercial and one residential, separated by a 20-acre grass park. Two small commercial buildings run down the east side of the block, while a large white "C" shaped building lines the west side. "It's a beautiful day, Minister," the stateswoman blurts. "Negotiations couldn't have started on a better day, Samantha. We've talked about this for years... and now... we finally get a chance to make this happen." Smiling so much the Onzanians could see the glare, she says, "With their help we could make this a reality. Here they come."

"Welcome to Global Plaza, Ambassadors. My name is Samantha Friedrich and this is Minister Keilani. Please join us."

The Ambassadors walk into the small office building as finishing touches are being made in the front foyer. A painting leveled, a chandelier cleaned and marble floors drying from a morning wash are all passed by the group.

The elevator takes them to the second floor and a room with a large roundtable.

Minister Keilani chuckles, "It's not King Arthur's, but it will have to do... Please sit down we have much to discuss."

New Hope, Ajerrin, Enkon - As soon as Raymond Abano, Ambassador to UFA, walks into the office building he acknowledges every ambassador in the room, especially to Ale Ricade, the Ambassador from the Grand Dominion, in which before the meeting they both signed a compromise between their respected governments. When the ambassadors were told to enter an elevator, and was taken to a room with a large roundtable in the center, they knew it was time for business. Each ambassador when to their respected seats and awaited for the proposal from the Global Alliance.

Arriving in New Hope, Leila Ahmed felt rather nervous knowing that she was about to represent all of the United Democratic Emirates to the world's current superpowers. While she was an experienced diplomat, she found residing in the Federation to be quite comfortable and it made her job quite easier knowing that she was among like-minded people. This time, she would have to meet with representatives from nations that she had no idea what their people even looked like.

Most of her time in the nation was spent in Errin, though now she was in an electronic car passing through the beautifully well-done streets of New Hope. "The buildings here would be just like Onza's if there was a little more sand around them," she thought to herself humorously.

She didn't have very long to think before she arrived in the Global Plaza. "I wonder if they built the airport close to the plaza, or if they built the plaza close to the airport," she thought.

Exiting the vehicle, she noticed the monumental glass buildings that stood very tall over the plaza. The sight of such an architectural marvel was just as exhilarating as it was frightening. However, the radiant park that separated the buildings was what she appreciated the most. "The Federation really set the bar high for any nation hoping to host an international body," she noted, somewhat audibly.

Just then, a voice greeted her, and she swirled around to see that the other national ambassadors were present, too. They didn't look much like how she had thought they would. The source of the voice was revealed when the blonde lady continued her sentence: "My name is Samantha Friedich and this is Minister Keilani. Please join us."

She couldn't really think of a response, and if she had, it would have been awkward, anyways, as M(r)s. Freedich had already turned her back and begun leading them into a smaller office building. She noted that the building was still being completed, but its beauty remained.

Then, the group boarded an elevator and arrived at the second floor.

"Perhaps we could have taken the stairs," Ahmed thought, but quickly suppressed said thought out of the fear that it was somehow broadcast to the other ambassadors.

"It's not King Arthur's, but it will have to do," said Minister Keilani, drawing a laugh from the crowd, including Ahmed. "Please, sit down. We have much to discuss."

It was probably the fanciest round table she had ever sat at, but that aside from the point. Ahmed awaited for the Minister's proposal.

Ambassador Kohl looked at two 30-story towers with a sense of vertigo. The main island of Athretvari was so overcrowded and built over as to be one huge city, but the island’s frequent seismic activity refused to allow them to erect buildings taller than sixteen stories. He breathed easy when they instead entered one of two smaller commercial buildings and only went as high as the second floor.

"Welcome to Global Plaza, Ambassadors. My name is Samantha Friedrich and this is Minister Keilani. Please join us."

Charl thought she was quite a stunning woman.

The Ambassadors walk into a second floor room with a large roundtable.

The Ajerri Minister Keilani chuckled, "It's not King Arthur's, but it will have to do... Please sit down we have much to discuss."

Charl laughed awkwardly, wondering who King Arthur was. He had briefed himself on the Ajerrin history and didn’t recall the name appearing in their ancestry. He made a mental note to chastise his staff for the omission.

He took his seat and prepared to negotiate.

Ms.Friedrich sat down next to Minister Keilani, who sat down last. "The Federation wants to thank you and each of your respective nations for attending this meeting." Looking at Ms.Friedrich the Minister says, “The historians of our nation are calling this year ‘The Awakening’ for many reasons as you could well understand.”

Looking down and then turning to stand at the floor-to-ceiling window that presented a marvelous view of Crystal Bay, the Minister stumbles on his words and waits a second, then turns towards the roundtable and finds the courage to speak without hesitation, “For myself, I consider this day an opportunity to create a platform for peaceful discussion with all the nations of Enkon - and that starts with all of you.”

As the Minister presses a button on the table the lights fade and a screen to the side shows six basic principles:

  1. All peoples have a right to self-determination
  2. Global economic cooperation and advancement of social welfare
  3. Work towards freedom of the seas
  4. Trade barriers to be lowered or non-existent
  5. Work towards a world free of want and fear
  6. Create permanent system of general security, minimize use of force

“History dictates that an international political structures like regional alliances have the power to create tensions that could lead to interference, secret diplomacy, arms races and even global disaster. The Federation does not forget what had happened nearly half a millenia ago.”

“The creation of a global forum that works together to maintain the principle of national self-determination but also provide a platform to promote human rights and eliminate aggression between any and all sovereign nations of Enkon is something the Federation considers a top priority. We believe these six principles could be the right framework that brings our sovereign nations together. I invite you all - the ancient sovereign nations of Onza, Mare Solis, Earth Empire and Athretvari to work with us and create a true global alliance.”

"I can pledge Onza's support," Ahmed blurted out, almost not thinking about what she just did.

"I mean, I feel that this organization is a wonderful idea, and I know that the Emirates will want to be a part of making it succeed," she said, deciding to clarify. She knew that this was a monumental goal that would require a monumental amount of effort, but she really felt that it was the perfect means to bring eternal peace and stability to the planet - at least for the duration of her lifetime, as well as her children's. She found herself more than willing to go extra distances to make the organization work - almost more than she did when she first became an Environmental Adviser to the government of the Emirates.

Calming herself at the thought, she slouched back in her chair and awaited word from the rest of the delegation.

Once Leila Ahmed gives the Global Alliance her word that Onza will support the organization. Raymond Abano, the Solisian ambassador to the UFA, confirms to the Global Alliance that the Most Serene Republic will stand with the Global Alliance.

Raymond Abano: "The Most Serene Republic's commitment to the Global Alliance is a significant step forward for us in terms of international diplomacy. Whenever there is a regional crisis, we now don't have to act separately anymore, but instead we can now act in unison towards any regional crisis in order to solve the problem."

Lisza Limôn (born April 20th, 2613), is one of the United Realms premier foreign policy experts, and a close advisor and personal friend to Athretvar Prime Minister Kihra Junigka.

Ambassador Limôn began her career in 2630 as an unpaid intern in the local constituency office of then Galileo City-Councilwoman Kihra Junigka. She quickly rose within Junigka’s inner circle to become her Chief of Staff only two years later.

From 2640 to 2645, Ambassador Limôn served as Senior Assistant Undersecretary of Interstate Relations in the Department of Administration of the State of Galileo during the first term of Kihra Junigka as governor.

She has served twice as Secretary of Interrealms Relations during Junigka’s two terms as Prime Minister of Athretvari beginning in 2650 until her appointment as the United Realms Ambassador Extraordinary and Plenipotentiary to the Global Alliance.

Ambassador Limôn regularly lectures within the United Realms University System on the effects of economic policy in interrealm and international relations.

She is renown for her strange sense of humor, foul language, and affinity for fine wines.


Lisza sat heavily next to Charl, “What did I miss, handsome?”

Charl grumbled, “Where have you been? It’s been days!”

“Oh, don’t exaggerate! Anyway, I was getting my hair done at Sergio’s Palace d’Pel’ down on Crystal Bay Blvd.” She give her big brown locks a twirl, “Whatcha think?”

“Beautiful,” he grumbled again. He attempted to recap, but Lisza continued.

“And then there was this shoe sale at the Waikiki Tiki Shoe Emporium! I got these authentic Habanana sandals!” She pulled a colorful pair of sandals from her hand bag. “Aren’t they the shnizzy!?”

“Ambassador, please!” Charl growled deeply.

“Oh, calm yourself. I was just kidding, Charl. Truth be told, much has been transpiring back home.”

Charl turned to her with a curious look, “Such as?”

She decided to keep the truly juicy gossip to herself, “The realms have agreed to considerable constitutional reforms, greater military and economic integration, and a large expansion of federal powers.”

“The realm governments have agreed to this?”

“That’s what I’m telling you! This whole adventure by Kihra to open up to the world was some crazy plan to force the realms to consider greater union. They are fearful back home, this whole world is awakening, great new powers are emerging. These next years may be wonderful or terrifying. No one knows what may come.”

Charl laughed, “Only she could break the generational tensions that have existed between the realms since Settlement.”

They continued to exchange information as the conference unfolded.


Lisza finally stood and spoke to the assembly, “Dear excellencies. I bring a message of friendship and peace, and desire for mutual prosperity from the United Technocratic Realms. We first wish to thank our generous hosts, the people of the United Federation of Ajerrin, and Foreign Affairs Minister Keilani and Ambassador Samantha Friedrich for their incredible kindness and leadership. The United Realms wishes to express its deepest commitment to the development of a stable and peaceful world order. We do not move without constantly reminding ourselves of the horrific mistakes of our past generations. We now understand and appreciate the need for a well-respected international forum for our nations to resolve our disputes and further the progress of our peoples and work toward our common interests together. The United Realms pledges its support to the Global Alliance as the legitimate international forum for the resolution of interstate conflict and development of international law. We will work with the Global Alliance and each of your nations in good faith to secure for all of us our legitimate rights as nationstates to conduct our internal affairs as we deem appropriate, to conduct our foreign affairs and trade without interference, and to insure that no one nation nor alliance of nations be allowed to establish hegemony over any part of the world outside their own borders or act in such manner as to disrupt our common peace, nor our common prosperity."

"This, we propose that the Global Alliance be a proactive organization of peace and prosperity by preemptively addressing issues which may arise between our nations before they become conflicts. To do this, the Global Alliance must look to establish basic international laws, especially in the areas of freedom of the seas, defining territorial seas and exclusive economic areas, and establishing a basic understandings between all nations."

"Each of our nations should contribute not just resources to this great cause, but also our expertise in various fields to assist each other make this a better world than the old."

A Dream Come True

Sitting in shock hearing the representatives from Onza, Mare Solis and then the Athretvari, Samantha couldn’t believe her ears. Decades of dreams now quickly have risen to a reality. Her mouth slowly opened more and more after each representative pledged their nations support, only to be snapped shut and her train of thought cut off when the door abruptly opened and a janitor backed in whistling an old tune. Unbeknownst to him that one of the most historic meetings in all of Enkon was in underway right here in Crystal Bay. As he turned his back he was startled and the whistling stopped mid-tune.

“I. Uh…. My apologies, Minister. Aloha.” And the janitor exited the room as quickly as he came in.

Minister Keilani sat with cheeks red in frustration said to everyone. “I apologize to everyone. This is a brand new building and we are trying to get ready for our ‘grand opening’ so to speak.”

The Minister then reached over to a button the lights came back on. “Being that we are all on the same page, I want to share with you a draft of what this Global Alliance could look like. This is a live document, so please feel free to alter its state in any way you see fit. We can discuss any matter as it comes up, but I think this is a great start. Please let me know what you think - and bring up any questions you may have.”

GLOBAL ALLIANCE CHARTER
UTR Proposed Revisions


Ambassador Limôn blinked wildly, hoping her mascara wouldn’t run from the tears welling in her eyes. The draft of the charter provided a strong foundation from which a new peaceful world order could be achieved on this new world. “May the demons of the past be vanquished in these halls,” she thought to herself.

Milo Perhk, her legal attaché handed her several meticulously hand-written notes.

“Goodness! Write a book, why dontcha? Give me that!” She snatched the pages from him inflecting a painful paper-cut on his palm. “There’s more where that came from, buddy. Get out my face!”

She turned to the other ambassadors staring at her, “Ahem. The United Realms is extremely appreciative of the incredible work of the Ajerrin government. The draft charter is a strong document warmly welcomed by the UTR government and peoples. We have several amendments we wish to propose. Many we believe answer several questions raised in the draft.” She paused and gave a sharp look to Milo who was gingerly tending his hand. Art. 23, sec. 3: Should “Articles 11 and 12” be “Articles 11 to 13” or “Articles 12 and 13”?

Art. 35, sec. 2: Change to “The Military Staff Committee shall consist of the Chiefs of Staff, or their representatives, of the members of the Global Alliance that contribute forces toward the purposes of the Global Alliance. Any Member of the Global Alliance not represented on the Committee shall be invited by the Committee to be associated with it when the efficient discharge of the Committee's responsibilities requires the participation of that Member in its work. The Secretary-General shall preside over the Committee and coordinate its work. He shall report on its work to the Global Assembly when the Assembly or a member so requests.”

Art. 41, sec. 2: Change to “The term enemy state as used in paragraph 1 of this Article applies to any state that is actively engaging, through the use of armed force, in acts restricting the internal sovereignty or internationally recognized sovereign rights as defined by the Global Assembly of any signatory of the present Charter.”

Art. 43, sec. 3: Same as Art. 1, sec. 1 (see above).

Art. 45, sec. 1: Change to “The various specialized agencies established by the Global Alliance for the purposes of Article 43 shall have wide international responsibilities, as defined in their basic instruments of authorization and organization by the General Assembly. Such agencies shall comprise part of the Secretariat of the Global Alliance, and each shall be led by a Secretary appointed by the General Assembly upon the recommendation of the General-Secretary.”

Art. 45, sec. 2: Change to “Such agencies thus created by the Global Alliance are hereinafter referred to as specialized agencies.”

Art. 46: Change “recommendations for the co-ordination” to “recommendations to the Secretary-General or the secretaries for the co-ordination”.

Art. 47: Replace “initiate negotiations among the states concerned for the creation of” with “create”.

Art. 48: Change to “Responsibility for the discharge of the functions of the Organization set forth in this Chapter shall be vested in the Global Assembly and, under the authority of the Global Assembly, in the Secretariat.”


Lisza took a deep breath. “A-ha! I told you I could do it in one breath!” She gave Milo a high-five.

Today is the Day

After nearly three months of work, the Ambassadors sat down together with a finished product. The moment was one Samantha would never forget. It has been a lifelong dream to create a place where the people of the world could work together for the greater good. Today, the final version of their work has been complete.

The Federal Beltway has been buzzing of the work by Samantha Powers and the Ambassadors to the UFA. Recent polls from Ulster Polling has shown the population overwhelming supporting the idea of a Global Charter nearly seven to one.

Last night sources close to the Council supported the idea that the Federation Council would approve Ms.Powers as the Ambassador Extraordinary and Plenipotentiary upon ratification of the Global Alliance. At this point there might be a riot at Federal Hall, with Ms.Power’s fame growing quickly among the elite members of the Federation.

Which brings us to today.

Today, the leaders of Onza, Mare Solis and Athretvari will sit with the Ajerri in the Global Alliance’s new headquarters to sign a Charter agreeing to work together for the greater good. President Kolia Ali’iloa along with Foreign Affairs Minister Loa Keilani and Ms. Powers, will welcome with open arms the leaders to Global Plaza in New Hope to officially sign the Charter of the Global Alliance.

Cheers echoed off the buildings from the throng of people standing in the giant grassy park centered within Global Plaza, the newly declared Headquarters of the Global Alliance.

Standing on the dais were the official dignitaries from Athretvari, Ajerrin, Mare Solis and Onza, along with each country’s respective Ambassador to the new world-wide alliance.

UFA President Kolia Ali’iloa stood at the podium and smiled happily. "Today is a dream come true for many people, but it is especially true for the two people who convinced us all that the Global Assembly was more than dream - but something that is a reality! Minister Keilani and Ms.Powers!”

As cheers erupt from the crowd again, President Ali’iloa moved to the side and grabbed the hands of his Foreign Affairs Minister Loa Keilani and the newly chosen GA Ambassador, Ms. Powers, the two people responsible for the framework of the Global Alliance. A sign to many that without their push, the Federation would still maintain their policy of isolation.

“While we welcome and thank all the people here on this dais, we want every nation on Enkon to know that the Global Alliance can not exist as four sovereign nations. Membership in the Global Alliance is open to all other peace-loving states which accept the obligations contained in this Charter and are able and willing to carry out such obligations."

As each leader took their turn at the podium, President Ali’iloa looked at the fine accomplishment that has just transpired. "Ancient friends once again join together for a greater purpose," he thought. He stood shaking hands with everyone after the last official had their moment in the sun. “This is bigger than us all. We must not forget that. All of us must not forget we joined together for the greater good,” Ali’iloa said with a look of concern across his face.

Picking up the Charter for all to see, the Ambassadors stood together, united in this new bond and said the Preamble for the first time in public.

"We the peoples of the Global Alliance determined: to save succeeding generations from the scourge of war, which many times in our past has brought untold sorrow to mankind, and to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small, and to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and to promote social progress and better standards of life in larger freedom, And for these ends: to practice tolerance and live together in peace with one another as good neighbors, and to unite our strength to maintain international peace and security, and to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest, and to employ international machinery for the promotion of the economic and social advancement of all peoples, Have resolved to combine our efforts to accomplish these aims: Accordingly, our respective Governments, through representatives assembled in the city of New Hope, who have exhibited their full powers found to be in good and due form, have agreed to the present Charter of the Global Alliance and do hereby establish an international organization to be known as the Global Alliance.”

Lisza Limôn had signed the Charter with a flourish. Her large, round letters left little room for the remaining ambassadors.

"Oh! Ha. Sorry," she said with a nervous grin. "I guess I'm so excited I got carried away. Ha!"

Ms Powers put a gentle hand on Lisza's shoulder to comfort her, but Lisza jumped and giggled, "I'm very ticklish!"

After reading the Charter's preamble, she began to speak to Ms Powers, "Dear Ambassador, may I inquire about your government's opinion concerning this most unpleasant situation occuring in the Republic of New Santiago?" She continued before the Ambassador could speak, "The United Realms fully respects the rights of each nation on Enkon to the determination of its own internal affairs, and that the Global Alliance has also as one its basic founding principles, the concept of non-interference in the internal affairs of sovereign nationstates. But, well, can we simply allow any type of atrocity to occur because it might technically fall within the realm of 'internal affairs'?" She air-quoted.

Again Lisza refused to let the Ajerrin ambassador to answer, "If this organization is to have any meaning beyond boring Laws of the Seas. Which, I just reminded myself! We really need to get that written and enacted! But where was I?"

Ms Powers was about to say something, but Lisza remembered, "That's right! New Santiago! We need a Declaration of Basic Human Rights or something like that. And we need to set up a Human Rights and Humanitarian Relief Organization. The Government in Maria would like to submit a request to host this organization, which would form just one of the specialized agencies of the Secretariat. This organization would be responsible for monitoring human rights abuses throughout the Enkon, and issuing reports on major atrocities to the GA for a remedy, etc, etc. Our merchant mariner fleet serves well as conveyors of information about such things in the different territories they visit. We can easily query them on their voyages upon their return to the realms, and as they pass through when crossing the great Mare Titanus. Oh, such a beautiful ocean. Big, and blue, and .. big. Anyway, this requires us to take a certain moral high ground, in order to justify interferring in a nationstate's internal affairs. Right?"

Ms Powers blinked.

After taking a deep breath the Ambassador spoke faster than normal, which seemed to provide some discomfort on her face, “Lisza. One thing at a time! We just signed a Charter! I think New Santiago will receive enough condemnation from the world to send their leaders running to repeal that legislation. And the discussion on Human Rights is certainly an important topic. Let me select a special HR Envoy that can work with your team on something, ok?” Breathing heavily, she turns around and rolls her eyes to laugh, “That woman is a riot! I need a drink!”

McNernia has requested to join the Global Alliance and its government has already agreed to accept and carry out the obligations of the Charter upon approval by the GA. Mcnernia has received more than half of the Global Alliance members approval and is therefore approved into the Global Alliance.

The Secretariat Staff, as well as all the current members of the Global Alliance, welcome and thank you for being part of the future, McNernia!
