This will be a Victorian Era role play, beginning in 1836.

After the dominance and downfall of Napoleon, the borders of Europe were redrawn at the Congress of Vienna. But after nearly two decades of relative calm, Europe is re-entering turmoil. The age of Liberalism dawns, and Europe's absolutist must adapt or fight to keep their control. The ideals of Nationalism bubble under the skins of the multi-ethnic European powers, and the balance of power is threatened as old empires fall, and new empires emerge. Spain and Portugal, the old Iberian powerhouses, have lost their New World empires in the turmoil following Napoleon, and the United Kingdom has solidified its power over the world. The Kingdom of Prussia competes with Austria over the German lands of the former Holy Roman Empire, and pan-nationalist sentiment rises in the German and Italian states. The Sick Man of Europe is decaying in the Middle East, and the Tsar of Russia prepares to make gambles in the shifting dynamic in power in Europe. Will you defy Pax Britannica? How far will your empire spread? The bounties of Africa and the orient will soon be up for the taking, but only those nations that rise through the Ages of Liberalism, Nationalism, Imperialism and Industrialism may claim them.

You will need to add a map for territory. And, concerning colonies, the UK had Canada, South Africa, parts of the Caribbean, Belize, Australia and New Zealand. Make these changes and you will be accepted. I also take that you have given the domestic population. You should also give a separate imperial population.

Nation Preview #1: The Austrian Empire

Image

The Empire of the Habsburg Monarchy finds itself in a scenario similar to Byzantium nearly a millennium prior; the Austrian Eagle must turn its two heads: one to the East, and one to the West. In the East, the Russian Bear awakens. Now that it has reached the Pacific, there is little time before the Russian Empire turns its attention back to Europe, and the Austrians will be there to stop them. The ancient enemy of Austria, the Ottoman Turks, who once besieged Vienna, are crumbling, but a Muslim resurgence may be immanent. Even should the Turk falls, the Slavs will rise from their ashes, and may have designs on the Slavic Habsburg lands. And to the West, the hegemony of Austria over the German lands is coming to an end with the rise of Prussia in the Protestant North. The Italian states, so long the subject of foreign interests, but now nationalistic sentiment is beginning to stir. Will the Habsburgs maintain their grip over Central Europe? Can the Eagle halt the advance of the Great Bear, the fanatical Turk, the restless Slav, the rising Lupus, and its twin Northern Eagle? Only time will tell...

Image

The lands of the Habsburg are open to any statesmen ready to look with both heads, and defend the monarchy from all who threaten it!

Do people think that New World (Central/South American) or Eastern (Russian) tech groups should be higher? Considering they're both civilized, but with low literacy levels and often low levels of infrastructure.

I don't think either should. Large levels of illiteracy would be found in both, and as such it would not be appropriate to move them into a higher tech group, unless educational reforms were had.

You could push for early modernisation, but the transition might not be as smooth (more revolts etc). But it is possible, and would probably be beneficial in the long run
