The remedy is you talk your way out of it on the forums, but your nation still is changed, statistics wise (points to and growls at the WA Category under his flag), which at times makes me headbutt the keyboard.

The only reason why the WA is important is because it has to be obeyed. If you take away all of its power, it doesn't have a use any more. Resolutions would become nothing but more complex issues.

Well, that's a good question, and here's my answer.
If a nation chooses to defy too many resolutions, they can be kicked out of the WA because they are basically just using the WA to give them a few benefits that they cannot get as quickly when not a WA member. If they defy just a few resolutions or a key resolution there may be more minor penalties such as trade embargoes and such. As for coding I'm sure that it would not be difficult to implement as we already have a similar system in place in the issues system, though this only effects your nation.
