***OPEN COMMUNICATION FROM THE NAVAL OFFICE***

To Whom it May Concern;

The recent Imperial Civil War revealed a weakness in the Imperial Navy's strategic asset lineup - namely, in the field of superheavy surface combatants. The Imperial Navy has no serious battleship designs, and hasn't for at least the past fourty years - at present, our heavily-upgraded Kirov-class Battlecruisers fill the role, but are woefully inadequate. Nations are invited to submit designs and specifications for our perusal, to standards to be found at the base of this statement. Between nations with otherwise equally-valid offers, the following nations will receive priority: Any member of ODECON, any member of the Commonwealth of Independant Nations, The Armed Republic of the Wolf Hold, The Holy Empire of Osea 767, The Empire of Shazbotdom, The Kingdom of Brasland. Nations feeling that they deserve such priority but have not received it, please contact this office to seek such (OOC: If I've forgotten anyone, please TG me, and I'll include you). Any interested applicants are to send representatives to the Octagon, in Constantinopolis Secundus, to determine the suitability of designs.

Addendum One: Minimum standards and priority determination.

Displacement: Minimum 65,000 tonnes full load, maximum 90,000 tonnes full load.
Length: Maximum 310m.
Speed: Minimum 29 knots, to keep up with the fleet. Duplication of propulsion systems and/or capability to maintain fleet speed with battle damage will be well-regarded.
Armament: At a minimum, these ships must be able to inflict considerable damage to incoming air and surface forces, as well as be capable of area point defense against incoming missiles. The Imperial Navy's ASW capabilities are entirely adequate and need no further supplementation. A focus on close-range combat will be looked upon favourably, as will NATO-compatible missile armament.
Protection: These vessels must be exceedingly resilient in the face of battle damage - the INCN requires the ships for just this purpose.
EW systems: At least 1,000 tonnes free space for EW equipment - this will be installed in Imperial shipyards to Imperial designs.
Cost: Negotiable, although designs costing more than USD7.5bn (N4.2bn) or less than USD5bn (N2.8bn) per unit will receive extra scrutiny for quality and efficiency of construction.
Quantity: The Empire is looking to purchase a minimum of two such vessels for each currently-operational Fleet, therefore at least twenty-eight, with the possibility of further orders.
Other: These ships will almost certainly serve as fleet flagships, therefore extensive communication and sensor capability will be highly useful, as well as facilities to accommodate a flag officer and staff.

Addendum Two: Conditions.

1. All payments will be made to the winning bidder in a 50/50 mixture of Nomismata (N, the national currency of New Chalcedon) and Universal Standard Dollars, in mutually-agreed instalments. The Nomisma is a highly-stable currency, and the risks are minimal.
2. All vessels are to be ready for delivery a maximum of four years after the contract is signed, with bonuses or penalties (of 0.5% of the total contracted sum per week or part thereof of early or late delivery) to accompany early or late delivery. A specific timetable will be determined to the satisfaction of the Imperial Navy and the contractor.
3. The yards in which the construction takes place will be subject to random inspections by Imperial Navy inspectors, with approval of any relevant national governments, in order to ensure quality and speed of construction.
4. All further conditions are negotiable.

There are certain issues that I would like to bring to your attention, and invite each company to send a delegation to Constantinopolis Secundus to discuss the issue further, or to respond electronically, if you so choose.

a) Protection: The levels of protection stated in the sales pitch seem to be, while perfectly adequate for most purposes, short of the task of absorbing other such warships' fury at close range. The Imperial Navy is already quite proficient at long-range combat - it is our short-range capabilities (for times when we cannot maneuver or retreat to open the range) that we seek to enhance.

b) Displacement: Whilst the displacement figure is only a guide, the tonnage seems a little light for the purpose we have in mind.

c) Cost: The Cbayn-class battlecruiser is a highly-impressive ship. One must ask how Haruspex can construct them at a unit cost that equates to one-quarter that of a modern Frigate design, or roughly four times the cost of a combat helicopter. Whilst this is not a killing point, it must be addressed.

Allied Dynamics Naval Systems LLC would like to submit the Continental-class battleship for the review of the Imperial Secretary of the Seas.

Firstly, raw numbers.

Length: 979.0 feet (298.4 meters)
Draft: 38.0 feet (11.6 meters)
Beam: 126.0 feet (38.4 meters)
Displacement: 65,000 tons standard/72,000 tons full load
Propulsion: 6 Nuclear Reactors - average operating life is 25 years needing refueling
Speed: 36 knots standard operating
Range: Essentially unlimited
Crew Complement: 2,400 men and officers
Cost per ship: $7.0 billion

Next, armor. Not the most exciting part, but arguably the most important unless you're trying to do your best impression oft the HMS Hood. Armor plating is made entirely out of very high quality steel-tungsten alloy, while interior works are made out of regular (but still high-quality) steel. Side belt armor is tapered to provide much greater protection against AP shells.

Side Belt: 16.5 in (419.1 mm), inclined 19 degrees
Bulkheads: 16.1 in (410 mm)
Deck: 10 in (254 mm)
Turrets: 26 in (650 mm)

Now we get to the fun stuff. The Continental-class is, by sheer number of weapons, one of the most heavily armed ships in the history of warfare.

12 x 18.1 in (460 mm) Mk52 guns, 4 x 3 mounting (4 mountings of three guns)
24 x 5 in (127 mm) Mk48 guns
4 x 80 cell Mk43 VLS , 4 missiles per cell (intended for cruise missiles)
4 x 56 cell Mk45 VLS, 4 missiles per cell (intended for anti-air, anti-missile missiles)
8 x 4 tube Mk40 box launchers (intended for heavy anti-ship missiles)
8 x 30mm Mk42 CIWS
8 x Mk38 Chaff Launchers

The Continental-class also features a small deck and hanger for the launch, recovery, and maintenance of helicopters, UAVs, and VTOL aircraft. Up to 10 helicopters, 6 VTOL planes, and 10 UAVs can be deployed from the ship. The primary purposes envisioned are anti-sub warfare and reconnaissance.

The Continental-class also uses an upgrade of the AEGIS Combat System for ship-to-hip networking, radar, sonar, attack, and defense, although it can be altered to include the home country's own systems if so desired.. She also features sound-dampening materials popularized by ballistic missile submarines and radar-absorbing materials.

The Norad class Super Battleship is almost a LHD/carrier with all of its capabilities but it still preforms the role of Battleship better than all else. With its coilguns and cruise missiles it can pose a threat to any nation with a coastline. With its V/STOL aircraft support it can provide air cover for your fleets without committing an actual aircraft carrier. The Norad class can hold a full marine force with vehicles and landing craft. It can dock 1 submarine in lieu of the amphibious force and preform sub-tending duties.

OOC: Nah, the Imperial Navy can replace those fairly quickly - we do an excellent line in carriers and missile combatants. We do, however, need to add to the Fleet a heavier design for extended combats, and we don't have the experience in how they're supposed to work. Would Volzgrad be interested in offering a design?

OOC: Nah, the Imperial Navy can replace those fairly quickly - we do an excellent line in carriers and missile combatants. We do, however, need to add to the Fleet a heavier design for extended combats, and we don't have the experience in how they're supposed to work. Would Volzgrad be interested in offering a design?


OOC: Need something akin to dreadnoughts eh? I'm afraid I can't help you on that regard as my weapon designing specialty is not naval based. I have made around 20+ reasonably popular designs, but all of them are land based. If you want my professional advice, I suggest you check out the International Mall on the NS Draftroom. All of the best equipment designers on NS create and post their stuff there. I'm sure they'd be happy to sell you equipment if you just TGed your interest to them.

(( Bear with me on the sub-par quality, it's been a while since I did any real RP outside of my circle of friends and statements/letters here on NS. Feel free to godmod my guys along and correct any mistakes. ))

Kyle Greer sat in the back of the luxury car as it sped down the road from the airport, looking over a sheaf of papers and schematics he had extracted from the leather case at this side. This one he had deemed important enough to come himself, and AD' Naval Systems chief design lead had come with him, along with a few other assistants. Potentially huge contracts such as this one always warranted extra attention.

The car made a turn and rolled towards the security gates of The Octagon, the driver already rolling down the window in preparation for the security checks big military institutions always had.

As Greer and his party were passed through security, their vehicle entered the underground carpark. They entered the building, and in the main lobby was waiting an attractive woman in early middle age, with the insignia of a Captain on her shoulder. One thing that distinguished this lobby was a new statue of a distinguished-looking man in modern naval uniform. The plaque read, "IN MEMORIAM: ANDRONIKOUS LASARKIS, GRAND ADMIRAL 1989-2009. LOYALTY IS ETERNAL."

The woman came forward after giving Greer a decent interval to look around the lobby, and held our her hand. "Kyle Greer? I'm Captain Andrea Stessalina, Bureau of Ships. The Grand Admiral sent me to get you through the Mickey-Mouse security."

We are pleased to announce that we have produced a design that meets your requirements, the Murmansk Class Battleship (the name will be changed if you wish). With this, we will provide DPRs for our Type-80 cruise missile, for use with the ships. We also would be willing to accept to have teams from your nation based in our yards during the contruction process, to better aid you in keeping an eye on the contruction process.

Soon the Osean team arrived at the capital of New Chalcedon and entered an armoured limo. One of the people there was Viktor Komarov, the leader for the ONI team sent. Also there was Admiral Vasily Ushakov, who was there on behalf of the Osean navy. Both men were clear of what was required of them.

Eventually their vehicle arrived at the Octagon. After thanking the driver, the Oseans stepped out and walked to the entrance of the building.

The sentries at hte entrance were wary of the Osean negotiators - the Empire had just gone through an attempted revolution, and they were still touchy about security, especially as regards representatives of revolutionary regimes. However, whilst cool, they were polite, and the Oseans were soon through the security and into the building. Waiting to greet the two Oseans was a tall, thin man strongly remniscent of the large bronze statue in the lobby. He inclined his head to the two men, and extended his hand, saying, "Good day, gentlemen. I hope that you are Victor Komarov and Admiral Vasily Ushakov? My name is Commander Konstin Lasarkis of the Imperial Navy, and I'm here to show you past most of the bureaucrats and directly to the Grand Admiral."

Both men warmly smiled as Konstin greeted them. While the Osean government had changed, it still considered the Empire of New Chalcedon to be an ally, despite the ideological differences. That, and they were there to convince the New Chalcedons to select their ship design for their contract.

Victor was the first to reply, shaking Konstin's hand as did Vasily, and saying "Indeed we are, Commander. It's a pleasure to meet you". He then added "You look a lot like the bronze statue we saw in the lobby, Commander Lasarkis".
