Yes the name is the same, but I changed most of the bio. All that I left was what the ability did to cause him to become a serial killer.

The problem is, it's still basically Sylar from Heroes. The name and backstory is more important to a character than what their powers might be.

Name: Pedro Ignacio
Age: 14
Occupation: Student
Nationality: Spanish.
Height: 5 foot 5
Weight: 8 stone
Hair: Brown, long for a boy at the back.
Eyes: They change colour, depending on what he's thinking.
costume(other than school clothes): A shirt, a jumper and trousers. They turn to chainmail, a bulletproof shirt and platelegs when his ability is used.
Brief Bio: Pedro was a relatively normal boy, except for mild asperger syndrome, until he discovered his abilities, and was sent to superhero high. He follows the path of gold dragon disciples, giving him extra abilities.
Abilities(maximum is two): He's a dragon disciple, granting him wings, dragonfire, fire immunity and the inherent ability to speak draconic. (These are all one ability, being a dragon disciple)
His other ability is more complicated, the ability to turn any object into another, with restrictions. For example, he could have a percy jackson-style pen/sword, but could not turn a 2p coin into a house. Being sensible is advised. In any case, the object retains its original weight.
weakness: The eyes make it easy to tell what he's thinking. Obviously, the disciple powers are next to useless in water.
Alignment(Hero/Villian/Vigilante): Neutral. There are Higher powers at work here.
Likes: Dragons, fire, people of either gender
Dislikes: Evil, especially from religeous convictions, prejudice, especially from religious convictions, overly good idiots, absolutionists...
And the character development:
Pedro Diablo Ignacio:
Goals, aims and motives: Pedro doesn't really want to be here, he's only here since commander Drach'tyr'yon ordered him to be. Reasons notwithstanding, Pedro is determined to have as good a time as possible. He isn't actually insane, it's just that he reacts violently if threatened, insulted or angry, which makes certain people (Cough, Scott, Cough) think he is. He's easily influenced by others opinions after years in the tower (yes, yes, Sandra was right.) but he's likely to question direct orders after years under the command of his less-than-failsafe leutenent Va'li'onn. Since arrival in the school, he seems to have made several enemies (Scott, Sandra, Cen, Izon, Zassosk...) and few friends, and is attempting to patch that up.
Planned Character development: As for character development, I'm not quite so sure. Powers-wise, his draconic abilities will increase (The commander can actually turn into a dragon) as will his own abilities (although the coin-house transformation will still not happen. Character-wise, he'll become slightly more normal person and generally get on better with people, take orders better and not be so stupidly headstrong. He might make some vague attempt at getting into a relationship later, but he's not really sure yet (by which i mean I'm not really sure yet).
Although basically true neutral (good through evil methods and chaos through lawful methods=TN) Pedro is not a complete "I'm neutral, do I look like i give a damn?" type of bastard - that would be pretty much evil in fact. He thinks good is better than evil, but isn't committed to upholding goodness on any abstract, universal, moral or personal level.
If Pedro ends up NG or CG he will stay on at the school as a teacher to help others, and the disciples of the tower will approve. LE or NE he will pretend to do this, while using the school to further his powers to fulfil his own ends. CN or TN he will stay because he wants to. LG or LN are just disgusting alignments, so he'll go back to the tower and take up some amazing seat of power, and be replaced. CE is a similarly horrible alignment to rp, so he'll be deemed a lost cause by school and tower and never be seen again.

Also he can do it from afar, but not when the object in question is in contact with him. Lastly he can only move what he can see (He can't, for example, redirect kinetic energy alone, but he can redirect a stone that carries kinetic energy with it).
Do those limitations make it acceptable?
EDIT: Also, just found this in the page I linked to:

Yeah, his power isn't that strong

Well, with those limitations it is acceptable. Accepted.Asterdan wrote:Yes the name is the same, but I changed most of the bio. All that I left was what the ability did to cause him to become a serial killer.
I'm gonna be nice here and give you a chance, as long as you don't go overboard with the whole thing. Just keep in mind that none of the important stuff from the show has happened. Accepted.Jormengand wrote:*Generic "Are ignore cannons now an automatic weapon?" comment*
To paraphrase the great poet: "Wut?"
You've already been accepted.

So you can join a new RP but you can't carry on one you already started.
