The President of the Radiatian Federation is the head of state of Radiatia.

As Radiatia has a parliamentary system, the President's role is largely ceremonial, although he does possess important reserve powers and serves as the nominal Commander-in-Chief of the RFA. The President has the power to void legislation, and sign foreign treaties, but despite this the Prime Minister is seen as the more powerful figure in Radiatia.

The President is usually selected by his predecessor and then appointed by unianimous vote from the Federal Council. Should there be objection from the Federal Council, then an election is held and a new President selected by popular vote.

The first two Presidents were popularly elected, however following major constitutional reforms, it was decided that the President ought to be appointed rather than elected for fears of Radiatia falling prey to a corrupt or populist leader.

Term lengths are indefinite, with the post held until the President resigns, dies, is impeached by the Federal Council, or is found to be physically or mentally unfit by the Supreme Court.

The official residence of the President is known colloqially as "Level 101", as he resides in a luxary apartment on the 101st floor of the Presidential Building in Federation Square, Xerconia.

The current President is Yerkal Nathus, who has held the post since Derro Vahnsehn's resignation in LET 31.

Selection:

Upon their resignation, removal or impeachment, the outgoing President must suggest a suitable replacement to the Federal Council.

If that suggested replacement recieves a unianimous vote of approval, they are sworn in as President.

In the unlikely event that the Federal Council does not approve, then a President will be elected by popular ballot, with that candidate to run against a candidate selected by parliament.

Qualifications:

A Radiatian citizen who is aged at least 40 years, been resident for at least 14 years and has an IQ of over 120 is eligible to be President, however they must also be found sane and in good-standing order by the Supreme Court.

While some criticise the fact that usually Presidents will just be the friends of former Presidents, it is argued that by restricting the average Radiatian's ability to run for President, instead only Exalted Citizens and high profile national heroes will be likely to be offered the job.

The President is not permitted to be a member of any political party and must resign and renounce their own personal views and instead swear to uphold the constitution. This is part of the "Oath of Neutrality" which they must take, swearing that they will not be impartial, fair, and unpersuaded by their own views and opinions.

If they are holding any other offices, they must resign immediately. An example of this was during the appointment of Yerkal Nathus, who was then serving as Premier of Polaris.

The Oath of Neutrality is as follows:
"I (Name) swear my allegiance to the Radiatian people and the Radiatian constitution. I swear I will do all in my power to defend the constitution, to defend freedom and to defend our democracy. I renounce my personal views for the views of the Radiatian people and pledge that I shall judge and serve with neutrality, balance, fairness and impartiality."


Duties and Functions:

The President is mostly a ceremonial role, similar to the role of a constitutional monarch, however he does hold some important functions.

Nominal Commander-in-Chief of the RFA:

The President is the nominal and ceremonial Commander-in-Chief of the RFA. Initially he had full control, however this was changed following Derro Vahnsehn's controversial invasion of Narus.

The President has the power to declare war, but only with support of at least half of the Federal Council.

He can also declare a changed military alert level at will, however he cannot announce Code Red without Federal Council approval.

Appointment of the Cabinet

The President has the power to appoint the cabinet and determine the number and type of portfolios. This is usually done on the advice of the Prime Minister elect.

Appointment of the Supreme Court:

The President has the power to nominate Supreme Court judges, which must then be approved by the Federal Council.

Other Appointments:

Officially he also appoints all other civil servants, federal judges, ambassadors and military personnel, although usually this is done simply by giving Presidential assent to a parliamentary request.

Power to Declare a State of Emergency:

The President can, at will, declare a state of emergency.

If the emergency situation is serious enough, then the Federal Council may declare a temporary period of "Emergency Absolution" in which the President is given temporary dictator-like powers. The Federal Council decide the limits of these powers.

Power to call an election:

The President can at will (though usually at the request of the Prime Minister, or within constitutional limits) dissolve parliament and the federal council (as well as state governments) and call an election. This is usually done once every four years respectively.

President of Parliament:

The Presdient is President of Parliament and acts as the speaker, although he may appoint a member of the military to act as speaker on his behalf, although he must be present in parliament as often as possible.

Proposing Amendments:

The President may propose constitutional amendments to be ratified by the Federal Council.

Deciding vote in Federal Council:

The President acts as the deciding vote in even of a tied Federal Council vote. Alternatively if half of the Federal Council vote in favour of a presidential proposal, it is seen as a majority yes vote.

Foreign Relations:

The President represents Radiatia as the figurehead, and is usually called upon to visit or hold visits from foreign dignitaries.

Officially only the President can sign a foreign treaty, although usually he does so by assenting to the request of the Federal Minister of Foreign Affairs. He also is responsioble for appointing ambassadors and embassies, although again this is usually done simply by assenting to the request of the Federal Ministry of Foreign Affairs.

Power to confer honours:

The President has the power to confer the honourary title of "Exalted Citizen" on any citizen of extraordinary merit who he deems fit.

State of the Federation:

Once a year the President must give a public broadcast to the people of Radiatia to let them know of government affairs and progress.

He also is to give a Presidential Speech at the opening of the new parliament, which is usually drafted by cabinet ministers, to declare the intentions of the new government. This leads to the Address in Reply debate in parliament.

Presidential Assent:

All bills must have Presidential assent before they become law. The President has the power to void any bill which he deems either unconstitutional or damaging to Radiatia.

The Prime Minister of the Radiatian Federation is the Head of Government in Radiatia, consequent on being the leader of the party or coalition with majority support in the Federal Parliament. The current Prime Minister is Lena Toriah of the United Democrats, who is serving her second term and was the first female Prime Minister.

The Prime Minister is Chairperson of the Federal Cabinet, Leader of the House in Parliament and as such able to set policies and the agenda of both Cabinet and Parliament.

While officially the Prime Minister is second is precedence to the President, in real terms the Prime Minister is the most powerful person in Radiatia.

The office was created in the year LET 14, with the intention of separating the powers of the Head of State and the Head of Government, in order to ensure that the Radiatian Federation would be a more democratic nation, with the directly elected legislative branch having slightly more power than the indirectly elected executive.

Responsibilities and Powers:

According to the constitution, the Federal Cabinet is part of the Executive Branch, even though it is made up of Members of Parliament - who are also in the Legislative Branch.

The Prime Minister is the boss and chairperson of the Federal Cabinet, with all Cabinet Ministers having to report to the Prime Minister as their superior.

The Prime Minister has the power to set the agenda of both cabinet and parliament, thereby controlling which issues will be discussed, and is also able to initiate government policy.

The Prime Minister has the power to appoint and dismiss cabinet ministers, although the number and type of portfolios is decided by the President. However the Prime Minister may advise the President on this matter.

Despite this, the actual powers of the Prime Minister are somewhat undefined, however they are central in all major decisions made.

Selection:

The Prime Minister is usually, though not always, the leader of the largest party in parliament. The exception to this was during the second parliament when the Conservatives were the largest party, however Jeneri Nazumi of the Workers Party was Prime Minister due to having a coalition with the United Democrats, enabling him to have the confidence of the house.

History:

The first free elections were held in the Radiatian Federation in December LET 14, less than two months after the dissolution of the RPSU.

President Traiyan Silviu wanted an open election as soon as possible, and devised a system in which the lower house was directly elected by the people, and was the most powerful house in the new Federal Politburo.

He wanted the Federal Parliament to select the Cabinet and to have the government driven by the directly elected Prime Minister, rather than the President as he felt that that system would be "more democratic and more efficient." The system has had minor changes since then, but is fundamentally still the same.

The first Prime Minister was Skortch Takita who formed the Conservative Party (who were so-named for their Fiscal Conservatism, not their Social Conservatism) and won a 51% majority.

The other parties that also entered the first parliament were the democratic socialist Workers Party, the centrist United Democrats Party and the Far Right Radiatian Destiny Party - all of which parties had been banned by the former Communist regime.

The remnants of the Communist Party of the Radiatian Union (CPRU) who once dominated the single-party landscape formed the Communist Party of the Radiatian Federation. They were the second largest party in the first parliament, and lead the opposition.

However in successive parliaments the Communists waned in influence, with the rise of the Workers Party and the United Democrats.

According to the constitution the official title is "Prime Minister" however since before the constitution was written the term "Most Honourable" has been used in parliament, and while it is legally unofficial, it is binding under the Standing Orders of the Federal Parliament.

All former Prime Ministers are still alive today, with Lena Toriah only the fourth Prime Minister.

The Communist Party are one of the smallest parties in Radiatia, currently led by Gordon Martel.

Since the fall of communism, its dominance and relevance in Radiatian politics has been less and less and some commentators question if it will even survive the next election. However it has successfully controlled the Federal Council twice.

The Communist Party claims it is in no way afiliated with the former CPRU, who autocratically ruled Radiatia for 60 years.

The Communists believe that the fall of the RPSU was the worst thing to happen to Radiatia, and is supported by those who share that view.

They plan to return Radiatia to communism, but a directly democratic form thereof.

The Communists deny that they plan to re-form the RPSU.

The Communists stand for a more controlled, anti-corporate economy, they are anti-freemarket and would prefer to see "Radiatia operate as one company... again."

The Workers Party fuctions as Radiatia's liberal party and was, until the last elections, the second largest party in Radiatia. (Currently they are third.)

Workers rights and the rights of the invidual are championed above those of corporations, and the Workers party believe that big businesses need to be kept in check, but not to such an extent as to threaten economic freedom and growth.

The Workers value human lives, and would like to see a more liberal society focussing on helping criminals return to society rather than killing them mercilessly. They value better healthcare and social welfare and want to move toward banning guns and the abolishing the death penalty. They also feel Radiatia's huge military budget could be better spent on health and education.

The Workers Party currently controls the Federal Council, and has been in government twice, leading the government both times.

The United Democrats are the largest party in the Radiatian parliament, currently governing alone with a 51% majority. They are a moderate, centrist party.

They traditionally have combined the economic policies of the Workers Party with the social policies of the Conservatives, and have been known to support both parties on certain issues when not in government.

Traditionally the United Democrats were just seen as a third party, a coalition partner, however in LET 30 they won a landslide victory and the right to govern alone. During this time they set out on a course of major anti-corruption and economic reforms, known colloquially as "Lenanomics".

The Conservative Party are the second largest party in Radiatia and largest opposition party (and as such control the Shadow Cabinet).

It favours low taxes and privatisation, is favoured by corporations and supports a freemarket economy.

It also places strong emphasis on Radiatian miltary strength, and prioritises defence below education but above healthcare. It is also pro private gun ownership.

The conservatives are tough on crime and have a no nonsense approach, and are strong advocates of capital punishment.

The conservatives also support compulsory military service for anyone aged between 18 and 25 (male or female) for one year, and compulsory service for all unemployed, although the former has been shelved as a policy in recent years.

They have controlled the Federal Council once and governed from parliament twice, once on their own and once in coalition with the Radiatian Destiny Party.

The Radiatian Destiny Party is so-named because its supporters believe it is Radiatia's destiny to rule the world.

The "Nationalist" (they deny they are Fascists) party support ideas such as eugenics, destroying the weak or mentally incapable and then spreading their doctrine to the world through increased military strength.

They are also strongly anti-immigrant, a view that has got them into the Federal Council and Parliament much more than most would like, due to Radiatians' often xenophobic views.

Their financial policies involve having the entire economy controlled by a small group of private corporations who must report to state-run unions and reach key production targets, while almost all taxes will be spent on the military.

They also support totalitarian government by corporations.

The Radiatian Destiny party also believe in setting up a rigid class/caste system separating the best and brightest from the "undesriable classes."

Exalted Citizen Traiyan Silviu was the first president of the Radiatian Federation, serving from LET 14 to LET 25.

He also served as the 23rd Grand Chancellor of the Radiatian People's Socialist Union, in late LET 13 until the civil war, collapse of communism and dissolution of the RPSU, in which he was a key player.

Silviu also served as Chancellor of Xerconia from LET 9 to LET 12, and was an R-SOD agent for many years prior to this.

He is known as being the founder of the Radiatian Federation, and presided for three terms over a mostly peaceful Radiatia.

He was also present in several other major political events, and as an R-SOD agent he was awarded the Red Star medal for bravery in LET 7, the highest honour in the RPSU at the time.

In LET 31 President Yerkal Nathus gave him the formal title of "Exalted Citizen", the highest honour in the Radiatian Federation.

Early Life:

Traiyan Silviu was born on February 7th LAI 963 in Xian, Vatfer, the son of a baker.

He was described in school reports as "Quiet, analytical and extremely intelligent".

He joined the Junior Communists at High School, aged 16. He was leader of the group and it was at this young age he was first suggested as a potential candidate for the Radiatian Special Operations Division (R-SOD).

He had an older brother who was killed in the Rivenkan bombing of Chongluntz during Noctur's Isthmus War.

He left the family home and moved to Exegrad, where he studied linguistics at the University of Exegrad. He did this alongside serving compulsory military service in the Union Army.

He met Lyta Masham at univeristy and the two married in LAI 986, aged 21.

The two moved back to Traiyan's home city of Xian and lived in the suburbs, while Traiyan opted to stay in the Union Army. They had two children together.

He joined R-SOD aged 27 in LET 0.

He and Lyta divorced one year later in LET 1. She revealed in LET 26 that Silviu had a drug addiction, which broke the marriage apart.

R-SOD Career

Traiyan Silviu began in the Internal Division of R-SOD, mostly concerned with rounding up suspected capitalists and keeping tabs on any foreigners who entered Exegrad.

From there he moved into counter-espionage and gathering foreign communications.

In LET 3 the RPSU was bombed by Rivenka and Traiyan's brother was killed. The RPSU entered the war soonafter.

During the war Traiyan was involved in protecting supplies of fuel from Polaris and secretly shipping weapons to allies in Eldura via a secret port in Polaris.

He returned to duties in counter-espionage and lived in Exegrad after the war. He was on the Exegrad Underground during the terrorist attacks of LET 5. He was the first to alert the Liberation Army.

He was then promoted and became a full-fledged spy.

His first mission was to Gasythe via Vasnetov, where he uncovered secrets on Gasythe's use of fusion technology.

He was then sent to Alizeria during the Two Week War, where he found secret bases where Alizeria were producing chemical weapons.

He also had an extended mission to Rivenka and the Tri-City Combine, where he met and befriended Don of Comerciale Pietro Ruggero.

He was present at the signing of the G2 Pact, working as a guard for Pieter Makht. he was also present when the Tri-City was attacked and when Pietro Ruggero was assassinated.

He came to public prominence after this event, having thwarted an attempt on the life of Pieter Makht.

He was awarded the Red Star for bravery.

He resigned from R-SOD after this and began a political career on the back of his popularity.

Poltical Career


Traiyan Silviu ran for Chancellor of Xerconia as a member of the Liberation Party (The Progressive Faction of the Communist Party). Due to his popularity, he won and became the first Liberation Party Chancellor for Xerconia.

He served for three years and attempted to gain nomination to run for Grand Chancellor. He lost the nomination to Jeniah Kakanburg, who became the first female Grand Chancellor. He served as her deputy.

Kakanburg however was impeached by the Supreme Chancellor after a scandal involving her liason with the Don of Economica. Supreme Chancellor Trast Xinhua asked Traiyan Silviu to take over as Grand Chancellor.

Civil War and Collapse of Communism

Traiyan Silviu was harshly critical of Trast Xinhua's plans to limit free speech in the RPSU, turning back the work done by Soden Perstesht.

An uprising broke out in Exegrad, lead by Draco Zerra, as well as some in other cities.

Traiyan Silviu commanded the Union Army to protect the protestors, while Trast Xinhua ordered the Liberation Army to open fire on the protestors.

Civil War soon erupted with Traiyan Silviu's pro-democracy forces pitched against the communists.

Traiyan Silviu eventually won the civil war and Trast Xinhua resigned. Alayenia, Numongolis, Narus, Norfus, Chauch and Navanga all seceded from the RPSU. The Treaty of Xerconia was signed, essentially dissolving the RPSU and ending communism.

The remaining states formed the Radiatian Federation and Traiyan Silviu spent time devising a new, free and democratic system of government.

Chiridia was sold to Alizeria, and then the first elections of the Radiatian Federation were held in LET 14. Traiyan Silviu won the presidential election by a 67% majority, becoming the first President of a free Radiatia.

Presidency

The first term in government was mainly about using shock tactics to gain as much money as possible for the new nation, while paying back the debt of the RPSU which Radiatia took on.

Radiatia was invaded by Eldura during this time, however were defeated thanks to Traiyan Silviu's allowance of Private Militia, meaning that corporations defended the land alongside Radiatian government forces.

Silviu spent his remianing two terms mostly as a figurehead or doing diplomatic missions, and was also instrumental in helping Alayenia to join the Radiatian Federation.

During his final term, evidence emerged that as a young man Traiyan Silviu struggled with a drug addiction. This ended his marriage and he did not get off the drugs until his final mission for R-SOD.

The discovery turned much of the public against him, causing him to lose the LET 25 presidential election to Derro Vahnsehn.

Personal Life

Traiyan Silviu has apparently retired, and now lives in a mansion not far north of Exegrad, Alayenia.

He never remarried, but has refuted rumours that he is gay.

He announced plans to write an autobiography chronicling his extraordinary life.

He is a member of the Radiatian National Rifle Assosiation, and although personally pro-guns, allowed Jeneri Nazumi to pass laws restricting the use of firearms.

He is an Atheist, and is a patron of the Atheist charity "We'll help you because God won't, seeing as he doesn't exist."

Derro Vahnsehn's time as President was dogged with controversy, he was loathed abroad but loved at home.

He was notorious for the Radiatian invasion of Narus, narrowly escaped impeachment, was regularly accused of corruption and censored the press.

He was also notorious for a series of "gaffes", diplomatic blunders and public relations problems, making him the bane of the international community, but was applauded at home for his "Non-PC witticisms."

However he was also known to be extremely charismatic, an "everyday Radiatian bloke", led Radiatia through turbulent diplomatic times, brought the nation out of recession and helped the draft the Act of Constitution.

He resigned in LET 31, following the Gjenfodt terrorist attacks and major constitutional reform.

He was the last president to be popularly elected, with constitution reforms meaning that successors will be appointed rather than elected.

In LET 33 he announced that he will be running for parliament in the next general election under the Radiatian Destiny Party.

The Caucus of the Radiatian Destiny Party confirmed him as the new party leader.

Early Life

Derro Vahnsehn was born on August 14th LAI 974 in Sukeja, Tuvea

His father was a truck driver who would often travel long distances across Western Radiatia, while his mother was a housewife who more or less raised Derro and his siblings single-handedly due to her husband's frequent absense.

Although born in Tuvea, he was raised in the small town of Vladsburg, Amentra. He had very little interest in politics at that time, and joined the Union Army straight after leaving high school.

He narrowly avoided being sent to fight in the Isthmus War, instead transferring to the territorial division and staying in Radiatia, working mainly as a military police officer during the war. He fought against the Rivenkans when they invaded Chiridia and Chongluntz although he "didn't actually see any action and spent most of the time waiting around and talking to local girls."

He was discharged from the Union Army after the Isthmus War and went back to his hometown to work for a logging firm, the same one his father was now the manager of.

After a few years of this, he got a taste for management and went to the University of Amentra in Latiso to study Commerce and management, graduation with a Bachelor of Commerce degree.

He applied for a job as manager of a paper firm that his father supplied, and worked there for a number of years before being offered a job in Clode.

Early Career

Vahnsehn moved to Tavland, Clode after being offered a highly paid job as CEO of an IT firm.

Unfortunately the firm was deemed "too capitalist" by then Supreme Chancellor Trast Xinhua and was shut down. Out of a job, Vahnsehn joined the Police Force, putting his Union Army skills to work.

His management skills saw him shoot up the ranks, until eventually he was no longer a field agent.

He did a lot of work in schools and in the community of Clode, even appearing on TV warning kids not to do drugs, or talk to strangers.

By the fall of communism, he had become the head of the police force in the State of Clode, where he was high profile and very popular and charismatic.

By this point he had a large number of investments and was very affluent. He got married to Marya in LET 23 and in LET 24 put his name forward to run for the Presidency.

Presidency

Derro Vahnsehn was elected President, owing mainly to the public discovery of Traiyan Silviu's former drug addiction, and came to be known for his sense of humour and his off-colour wit in public speeches

Vahnsehn, as the then Commander-in-Chief of the RFA made the controversial decision to invade Narus, based on ill-informed intelligence that most Narusians were "Radiatians who wanted to rejoin Radiatia" particularly in the area known as North Radaria, who supposedly wanted indepedance.

Vahnsehn pledged support to the violent seperatist group and commanded the RFA to back them up, however he withdrew troops after parliament cut the funding to the war.

He became notorious internationally for turning up drunk to an important diplomatic meeting in Alkhahest, Loeiaria, and gave a rambling speech in which he admitted to having investments in arms manufacturing companies and made a number of bad jokes that resulted in the Radiatian Federation briefly becoming a Pariah state.

He was tried by the Federal Council, but avoided impeachment as he was within his then-constitutional powers. This prompted a major law change that stopped the President from being able to declare war without backing and lead to the first consitutional crisis.

The footage of him in Alkhahest was censored and banned in Radiatia "so as to ensure Radiatians do not use it as an excuse to return to communism."

It was the first of many censorship orders given by the Presdient.

The President supported the notoriously dishonest and corrupt Conservative-Radiatian Destiny coalition government and imposed a number of poll taxes.

He made a number of comments, while under the influence of alcohol, about poor people, immigrants, foreigners and women and was known for moaning instead of apologising.

Many Radiatians indicated they "support having a President who is a normal man with a normal sense of humour" however Derro Vahnsehn was advised to never leave Radiatia for fear of arrest of assassination.

Many foreign dignitaries, such as the Prime Minister of Norfus, simply refused to speak to him.

He was re-elected, after imposing a major poll tax and making it nearly impossible for rival candidate Samyeg Raesil to recieve any votes.

After Lena Toriah was elected (which he said he 'couldn't believe... a woman! In parliament!') a series of anti-corruption reforms were enacted, such as the removal of the poll tax.

Derro Vahnsehn secretly entered rehab in LET 30 for alcohol problems, though this was censored and witheld from the media.

Vahnsehn resigned following the Gjenfodt terrorist attacks, stating he was "ashamed" and felt that he had "failed as a leader."

Vahnsehn helped draft the new constitution and chose Yerkal Nathus, former Premier of Polaris to be his successor.

Personal Life

Vahnsehn has returned to his home city Tavland, Clode, where he and his wife plan to either "make or adopt some babies."

His wife Marya was never in the public eye, but it is known that she is 25 years younger than Vahnsehn and a former military prostitute.

When asked about his religous views Vahnsehn stated that he "thinks there could be a god, but it could just as easily be aliens that created us."

He is the patron of a number of children's charities and has said he wants to do work in the future "involving children, but not in that kind of way."

Following his resignation as President, Derro Vahnsehn hosted a right-wing talkback radio show based in Hyuganburg, Clode.
