It is the intent of the Ostronopolian state, nation, and peoples to act in a manner consistent with clemency and moral decency. Therefore, with the intent of amelioration of the suffering people wherein the territory to the western coast of the Province of Quentarias of the Most Noble Republican Union of Ostronopolis, this state does henceforth declare that actions in direct respect of the establishment of judicial, armed, political, and economic authority over the territory known as "Port Hope", henceforth referred to as Sector 541, shall be effectually enacted and the maintenance of such authorities mentioned herein shall be accomplished by all means in accordance with established doctrine.

It is the intent of this state to afford the placation of suffering and malevolent treatment whereto the peoples of Sector 541. The people thereof are suffering from actions of genocide, internal conflict, plague and illness, disregard for their intrinsic rights, imposition of coercion and abuse. Their homes have been burst asunder. Solmian influence has tampered their thought. They have become ignorant and cognitively ill. Their economics are nonexistent, or levies upon them are so heavy that the sustainability of basic sustenance is impossible. They have attempted to maintain their natural freedoms, their basic will to survive, but they have since been unable to do so without assistance.

It is therefore the obligation of any proper state, that is in any alignment with proper mores to act in accordance with basic human decency. The Most Noble Republican Union does henceforth claim authority over all of the territorial integrity of the state hereof mentioned, and shall maintain such by all means, armed and unarmed, diplomatic and economic, violent or nonviolent. The state of Solm shall relinquish control of the territory hereof voluntarily.

When the people of Sector 541 are capable of living at a level proper for any human being, their territory shall be considered one with the Ostronopolian provinces, and shall be defended in such manner. No state shall employ actions which should hinder the actions of the Ostronopolian organizations and military. Transgressions against the elevation of human dignity in this realm shall be considered an act against the Gods which govern this world, and the effectual acquiescence of all actions on part of the noble Ostronopolian state shall be enacted by all states of the world.

Failure to comply will result in consequences that will surely be ecumenically deemed negative.

The expressed intentions shall be hitherto employed, and this communique shall be of proper legal validity in all states of the world. Godspeed.

The men, sitting idly at their desk, sparked conversation about the recent downfall of Heather Rena in the famed television show, "The Collaso." Its venerated protagonists had recently overthrown Mrs. Rena from her post of power, but ended the episode in a gripping moment of suspense as they stood over her dead body staring out the window into the fictional nation liberated from a destructive leader, but also left to stand on its own without nay clear leadership. The men, laughing, remarked about the show in a more sexual nature than designed. But this was not uncharacteristic of men of their age talking about female television stars. Their conversation was abruptly ended by a beeping at one of their computers.

The man turned towards hit, punched in a few keys on his keyboard and read the contents of the screen as the other men at impatiently and silently waiting. Their eyebrows raised as the man reading it smirked and his head jerked up with his audible laugh. He finished reading it after a couple of seconds and then turned towards his awaiting company.

"Boys, start up the channels," he began, his tone light and mocking as he continued, "Ostronopolis is claiming control of Port Hope and willing to use military force to exert control over our Port."

They laughed in response, "Let's relay their idiotic message, get started boys!" Their chairs wheeled back to their desks, the computers flashing on and their keyboards busily being mashed. They were accustomed to flashes from both foreign and domestic entities and this message was not unusual to the workers of the Borough of Foreign Affairs's Far West Communications Wing. This was no different from any of their others and they did not think much of it, another wave of the enemy's might in words, nothing coming from it. The men thought that Ostronopolis merely willed to pick a verbal fight with the Noocracy, nevertheless, they relayed the received message as protocol advised and then resumed their conversation, awaiting the next message they would receive.

The Federative Noocracy of Solm would like to make it known to the government of Ostronopolis that the territory of Port Hope is under Solmian jurisdiction and any attempt to undergo operations, military or otherwise, by any foreign proprietor to claim jurisdiction of Port Hope will be met with sufficient force, both military and otherwise, to secure the Solmian rightful territory of the port. It is abhorrent that any foreign government would dare to conjure atrocious lies that have no basis on actual fact. This blatant and despicable action taken by the Ostronopolian government will be acknowledged by the international community and frowned upon.

Within the territory of Port Hope, no acts of genocide or any of the other crimes mentioned by Ostornopolis had ever occurred. Port Hope is currently under Immigration Status B, classifying it as an open area for visitation. Any foreign guest may visit the Port at any time and see for themselves the situations and circumstances of the population of Port Hope. The conditions of the population are more than exemplary, and can be witnessed first hand by any entity or person. The claims by Ostronopolis are ridiculous and outlandish, perhaps this, however, gives more light into the circumstances of the Ostronopolian population. It is of our earnest opinion that crimes are committed within the territorial confines of Ostronopolis that have gone unnoticed by the international community and have led the Ostronopolian state to abuse their own citizens in ways that are appalling to any civilized state. This abuse has been most seen in Port Eleftheria off the coast of Solm, in which Solm is in a very close predicament with. It is the Solmian and international opinion that Port Eleftheria may be undergoing situations that leaves the populace stripped of their unalienable rights that they rightfully deserve as members of the human population. We, as a state that preserves these rights, that they deserve protection and henceforth issue a proclamation to the Ostronopolis state to improve the rights of the people within the territory or face ramifications from the Noocracy.

The Federative Noocracy of Solm has issued a preliminary Echo Order for the military personnel stationed at Port Hope. The order has been issued out of extreme caution in the event that the horrid Ostronopolis may decide to take a military action against the Port in an attempt at a hostile takeover, which would reveal their true intentions of imperialistic, destructive reasons. The Echo Order will place the military personnel on high alert and execute the various preparations necessary in order to better protect the Port from any and all threats that may be brought down. The Echo Order will additionally give permission for the troops at Port Hope to fire at any Ostronopolian forces that may attempt to harm the populace at the Port.

We thank the international community for understanding and recognizing the current conditions currently facing the innocent Ostronopolis population. We further thank the community for recognizing that the populace at Port Hope are in the optimal situation and that no crimes have been committed to them as any person may see in person themselves. We find it atrocious that the Ostronopolian government would go to such lengths to satisfy their lust for land. We believe that the situation can be handled diplomatically without any lethal action, but we have prepared for all possibilities. We do find the Ostronopolian government's actions atrocious and shall ask for a reprimand of their actions.

Chief Delipsium dipped his spoon into his bowl of Fasolada. These sorts of affairs always made him hungry. "An army runs on its stomach" was a proverb he often remembered, and quoted as he stuffed his gullet before military affairs. The airbase was crawling with personnel of all types; mechanics, pilots, and even a few infantrymen from the 567th Legion were hanging around. It looked more like a scene of a typical sun-soaked day than a day of immense military mobilization. The Chief's significance was understood by the Regencies, as well as the Noblemen in the Senate. He commanded the largest airbase in the northwest. What better location was there to incite an affair of bloodshed across the short strait into Solmian territory?

His wife had questioned him the previous night as he lay with her. He reminisced. "Quid ecro antesai --" but he silenced her with a single hand wave across the midnight air. "You ask how I feel about this my darling, but I answer as I always do with these matters, cevequeo."

She looked at him puzzled. "The Solmians are shit. Cevequeo. Their affairs are meaningless. This affair is cevequeo. It has little impact on the actual state of things. This is mostly posturing. I'm sure we'll buzz over their little island there, flick them off a few times, possibly destroy a few villages, and then taunt them through highly legalistic intergovernmental communications. This is politics, not anything I'm interested in. Again, cevequeo."

His wife was an intelligent woman, holding two separate degrees, but she was also stubborn and less pragmatic than Delipsium; viable to believe much more was happening than her husband led her to believe. Regardless she trusted him. Simply pecking him on the cheek, before pinching his nose, smiling, and rolling over. "Cevequeo" he continued to surmise about the future unfolding as he too rolled over and began to drift off to sleep.

But this was all last night. Today was a new day. Today was a time for war. He continued to fill his throat with sustenance as fighters rumbled across the strip. "Cevequeo." That's all this surely was. All it was was useless, meaningless, insignificant political shit. More fighters and aircraft rumbled into the air. The radar looked as though it was created mottled. But alas, they roared into the rising sun, towards Port Hope, towards an unforeseen Terroa dae cevequeo - a world of shit.

As the intentions stated whereby the Most Noble Republican Union of Ostronopolis were patently ignored, and the demands therewith having met equal inaction on part of the governmental authorities of the Solmian state, whereas these agents have also responded with hostility to this state and people, it is therefore within legal validity for the authority whereof this state of Ostronopolis to employ measures consistent with the maintenance of proper human sanctity wherein the territorial integrity of Sector 541.

In the proper pursuance of actions thereby, the Ostronopolian military and political agents responsible for the insurance of compliance with the stated demands shall henceforth be employed in their tasks associated thereby. These actions shall be taken until the integrity of Sector 541 is in status consistent with that demanded by the governmental authorities whereof the Ostronopolian state and associated personnel as verification thereby.

In all claims against the Ostronopolian state filed by the Solmian political authorities, the verification of such claims has not been met. Therefore, to construe that actions against the Ostronopolian people has been perpetrated by the governmental authority and state thereby of Ostronopolis is of great ignorance, and therefore, such allegations are fallacious.

The Most Noble Republican Union of Ostronopolis shall maintain proper communication channels with the Solmian state over the matter hereof, and all actions which must be taken, be they violent or nonviolent, diplomatic or military, political or economic, shall they be considered of proper necessity, shall be employed. It is therefore, with this ruling that the Most Noble Republican Union of Ostronopolis does employ such actions as deemed necessary. Should the Solmian state interfere with the proper maintenance of justice and establishment of the legitimacy in the Sector 541 territorial integrity, actions to counter such shall be construed and if necessary, enacted.
