The Alliance of Toy Islands

The world of the Toy Islands, began as an independent government simulation game between friends, some of whom did not choose to go onto Nationstates. As such, the Toy Islands exists simultaneously in the game and on Nationstates. Though efforts have been made to reconcile these two worlds, some discrepancies still exist due to the fundamental natures of each. For instance, roleplayed wars on Nationstates are not recognized to be part of the regular game canon, since some countries party to the conflict do not exist in the game.

Where a discrepancy arises, game canon takes precedence, so most sources of information on Toy Islands countries (such as the Wiki) are geared more towards the game. Hence, the editing of information on a particular Toy Islands country should be left to their respective player. Nevertheless, game canon should only be seen as a reference, and can be set aside in the interests of a good Nationstates-based roleplay.
In order to preserve this thread's tidiness, please don't post questions on this thread. Simply telegram me, and I'll reply and update any thread that needs to be updated.

Between the States of the Toy Islands on behalf of their respective Peoples,

Concerning the Creation of a Union between the Toy Islands States, its Associated Organizations and its Delegated Powers,

Signed at Scanden, the Kingdom of Svaltestein,
on the Sixth and Sixteenth of February, Two Thousand and Thirteen by the Parties as Listed on the Affixed Document,

Under the Authority of the Designated Transitional Authority of the Alliance of Toy Islands.

Preamble:
We, the People of the Toy Islands:
RECOGNIZING that the states of the Toy Islands share a common heritage and history, as well as location in the region of the Toy Islands;

INSPIRED by the earlier regional administrative structures, treaties and leadership summits where states have worked together for a common goal and good.

CONSCIOUS of the fact that this region has suffered conflict and hardship in the past, due to conflicting social, economic and political issues, resulting in hostilities that continue to this day.

GUIDED by a vision of a united region and by the need for governments to work together for common goals for the advancement of the people,

BELIEVING that a common union can ensure and ordain unity, peace, security, promote social progress and better standards of life in all states, while still maintaining their respective rights as a state,

DETERMINED to unite and face future challenges that may confront us together,

THUS ADOPT THIS FOLLOWING CHARTER TO FORM AN ALLIANCE OF STATES IN THE TOY ISLANDS:

Article 1: Name of the Alliance
The name of this alliance of states, their governments, people and respective territories shall be called the Alliance of Toy Islands.

Article 2: Definitions
For the purposes of this document:
a) The “Alliance” shall refer to the ALLIANCE OF TOY ISLANDS, composed of states, their governments, people and respective territories.
b) The “Alliance Authority” shall refer to the DESIGNATED TRANSITIONAL AUTHORITY FOR THE ALLIANCE OF TOY ISLANDS, the delegated transitional and ad hoc administrative body.
c) A “state” is a member entity with a functioning government, whose territories extend out to borders commonly accepted by this Alliance, with jurisdiction in such territories, and a legal mandate to represent the people in such territories.
d) “Parliament” is defined as the organ that is responsible for legislative functions of this alliance as specified in the “Legislature of the Alliance.”
e) “Charter” is defined as this legally binding document.

Article 3: Establishment
The Alliance of Toy Islands is hereby established in accordance with the articles of the Charter, with the powers of the Alliance Authority.

Article 4: Objectives
The objectives of the Alliance are hereby laid out as such:
a) Achieve greater unity and solidarity between the people and states of the Alliance,
b) Advance political, social and economic progress and development in these states,
c) Promote and defend common interests of the people and the states of the Alliance on an international stage.
d) Promote security and peace in the region.
e) Coordinate policies between states for the gradual attainment of these objectives.

Article 5: Principles/Rights of the State
The Alliance is based on the following principles:
a) All states are equal in the Alliance,
b) All states may utilize the services provided by the Alliance,
c) Borders and sovereign territories of states are to be respected,
d) People of the states should participate in the activities of the Union,
e) States should peacefully co-exist and resolve conflict in a peaceful manner,
f) All states will possess the rights that they have as an independent sovereign state, including the right to self-determination and the right to pass national legislature, unless such rights contradict any Article in this treaty.

Article 6: Admission of Members and Observers, and Suspension of States
a) Membership is granted on the basis that states are located in the Toy Islands, and accept and practice the conditions required of them in this Charter in their entirety.
b) The continuation of membership of states in this alliance is subject to the pleasure of the respective state, unless such membership has been revoked or suspended by the Parliament, or the state has been expelled.
c) If a state chooses to unilaterally revoke its membership, it is no longer legally required to abide by the articles in this Charter following the execution of such an act.
d) Membership may be suspended by the Parliament if it is found that the state in question is in breach with any element of this Charter. Such a suspension requires a supermajority of votes by the Parliament.
e) Suspension can be lifted by a supermajority of votes by the Parliament, and membership is automatically granted.
f) States may be expelled by the Parliament if it is found that the state in question is continually in breach with any element of this Charter, and no longer has the practical nor official capability for changing such a breach. Such an expulsion requires a supermajority of votes by the Parliament.
g) Expulsion can be lifted by a supermajority of votes by the Parliament, and the state in question must reapply to the Alliance.
h) Observership may be granted to states that are not located in the Toy Islands, based on a majority ruling of the Parliament.
i) Observers have the right to speak before the Alliance, but may not participate in legislative functions.

Article 7: Obligations of the State
a) All states are required to follow the articles as stated in this Charter in their entirety, to the best of their ability, and to adopt all appropriate legislative, administrative and other measures to implement any changes in order to stand in accordance with the Charter.
b) All states are required to follow all passed legislation from the Regional Assembly.
c) All states must strive to uphold the region’s integrity, and must not under any circumstances do any activity to circumvent such integrity.

Article 8: Location of Headquarters of Alliance
The headquarters of the alliance shall be based in Scanden, the Kingdom of Svaltestein; in light of its continued neutrality throughout its history and government stability, but the Kingdom of Svaltestein shall not be considered the sole capital nor symbol of the Alliance.

Article 9: Institutions of the Alliance
a) The Alliance shall be composed of six major institutions: the Legislature, the President for the Alliance, the Regional Executive, the Secretariat of the Alliance, the Central Bank and the Supreme Court.
b) The duties, obligations, rights and limitations of these six institutions are detailed in the context of this charter.

Article 10: Legislature of the Alliance
a) The Legislature of the Alliance shall be collectively known as the Parliament.
b) The responsibility of the legislature include the passing and approval of legislation, policy, and elected officials.
c) It shall have a upper house and lower house, named the Council of Delegates and the Regional Assembly, respectively.

Article 11: Council of Delegates
a) The Council of Delegates is ordained to be the upper house of the Parliament.
b) It is composed of two representatives from each state’s government.
c) Their duties include apportioning Regional Assembly seats, taking into account such factors as population, diversity of political viewpoints and other geographical factors, and vetoing or approving legislation.

Article 12: Regional Assembly
a) The Regional Assembly is ordained to be the lower house of the Parliament.
b) It is composed of 500 members, each representing a particular population group from each state.
c) The allocation of such seats to particular population groups shall be determined by the Council of Delegates, as stated above.
d) The method of electing members of their respective seats may be determined by the individual national government.
e) The Regional Assembly is charged with passing legislation concerning the Alliance, and has the ability to pass legally binding bills, resolutions and amendments as they see fit.

Article 13: Legislation
a) Legislation will compose of the bulk of the Alliance policy.
b) Legislation of the Alliance is considered supreme to existing or future legislation passed by individual states.
c) Legislation may include regulations, resolutions, amendments, directives, decisions, expulsions/suspensions and budgetary concerns, among others.
d) Legislation, unless otherwise stated, may be passed with a majority of votes from the Regional Assembly, so long as a quorum comprising at least 70% of delegates has been achieved.

Article 14: President of the Alliance
a) The President is elected by the Parliament.
b) The President’s term of office shall last so long as he has the confidence of the majority of Parliament.
c) The President shall represent the Alliance on an international stage, and shall serve a function similar to head of state.
d) The President shall be responsible for mediation between states, and, in conjunction with approval from the Parliament, lead overall Alliance policy.

Article 15: Regional Executive of the Alliance
a) The administration and executive duties of the Alliance is vested in the Regional Executive. This Regional Executive shall compose of Commissions, including, but not limited to:
b) The Trade, Economics and Commerce Commission, for regulating and monitoring trade and economic activity within and between states in the alliance;
c) The Agriculture Commission, for regulating and monitoring agricultural activity within and between states in the alliance;
d) The Heritage and Cultural Commission, for promoting and protecting the national identity, culture, heritage and history of the region and of states in the alliance, in particular to organize the creation of a regional day to celebrate the common identity and heritage of the region;
e) The Sports Commission, for organizing the Regional Games every four years, and for promoting healthy lifestyles within the Alliance;
f) The Security Commission, for promoting peace and stability in the region, providing security to people and institutions associated with the Alliance, and coordinating and organising regional peacekeeping missions (see below Article 19);
g) The Energy and Infrastructure Commission, for regulating and monitoring energy, power and infrastructure projects within and between states of the alliance, as well as maintaining buildings hosting Alliance institutions;
h) The External Affairs Commission, for maintaining the international relations of this region;
i) The Telecommunications Commission, for ensuring communications and associated infrastructures are maintained between the states of the alliance; and
j) The Regional Ombudsman Commission, for auditing and independently monitoring all Alliance institutions.

Article 16: Secretariat of the Alliance
a) The bearer of the position of the Regional Secretariat shall be appointed by the President of the Alliance.
b) The responsibilities of the Secretariat shall be to maintain and lead the Regional Executive of the Alliance, and be the chief administrative officer of the region.
c) Their responsibilities will be devolved within an Office of the Regional Secretariat.
d) The Regional Secretariat shall be apolitical.

Article 17: Funding and Finance
a) This charter hereby establishes the Toy Islands Central Bank as the main financial institution of the Alliance.
b) The Toy Islands Central Bank shall be responsible for coordinating monetary policy, monitoring the finances of the Alliance, protecting the monetary reserves of the Alliance, to promote the smooth operation of financial infrastructure within the Alliance and service as the “lender of last resort,” among other regional fiscal duties.
c) The Alliance shall be financed from assessed and voluntary contributions from member states, which the Central Bank will be responsible for.
d) The Central Bank with approval from the legislature shall decide an annual budget and determine the required payment from each member state, which shall be broadly based on the relative capacity of each country to pay, as measured by their gross national income (GNI), with adjustments for external debt, low per capita income and other economic measurements.

Article 18: Justice of the Alliance
a) Justice within the Alliance, regarding legal conflicts between states, questions on the legality of passed legislation, or interpretations of this Charter or of legislation will be conducted by the regional Supreme Court.
b) All legal matters referred to the regional Supreme Court are considered final and binding, and considered supreme to any national or subregional legal rulings. Jurisdiction is extended to all states in the Alliance.
c) The Supreme Court operates on a trial by bench process, consisting of 9 judges appointed by the President of the Alliance with approval by the Parliament of the Alliance.

Article 19: Resolving Conflict
a) The Alliance may, through a decision by the Regional Assembly, choose to pass a bill proposing a military operation that may take the form of an intervention or peacekeeping measure, in order to i) protect citizens of the region, ii) collectively defend sovereignty of the region, iii) prevent a state from attacking the integrity of this region, iv) provide humanitarian assistance to states of the Alliance, and v) intervene in a member state that has severely violated this charter. In all cases, diplomatic means are to be tried first.
b) All personnel used in such operations will be provided by states of the Alliance, whereas funding is the responsibility of the Alliance itself.
c) They are commanded by their respective national commanders, but will answer to the Alliance through the Security Commission.
d) The Alliance will not be used as a body for enabling the advancement of a single state’s policy through violent means.

Article 20: Amendments
Amendments to the Charter are to be determined through a normal bill to the Parliament of the Alliance, except that they require a supermajority of votes.

OOC Charter
Out of Character [As you, the player] Charter
OOC Charter:
This is the Out Of Character section of the Charter in the Alliance of Toy Islands.
Whereas the above IC Charter is considered accurate in an In Character fashion, it is recognized there are incompatibilities with Real Life and Out of Character actions. Hence, this version’s existence.

General Information:
In practice, the President of the Alliance will be WA representative, and the Secretariat will be the Founder (ie, the Teddy Bear Republic [Empire]). These terms, OOCly, may be used interchangeably.
- However, if a nominee for President is not a WA member, two separate elections can be held, and the WA representative will serve as leader of the External Affairs Commission.
All states must follow the IC and OOC charter.
- In practice, legislative functions will be carried out by a vote of players, rather than by the parliament based on population and other factors.
Specific information about the Alliance and the region, including its and member states’ location, names and numbers of member states, technology level, allocation of seats in the Assembly, etc; will be left to the discretion of the individual player. The only items that states must acknowledge is that the existence of their state in this region, and the existence of the IC Charter.
Unlike the IC charter, every member of the region must be signatory of the Charter. Non-ratification may be reasons for expulsion.
Expulsions/Suspensions ICly = Ejections/Bannings OOCly. These may occur at the discretion of the Founder or the President.
The Founder takes on all regional burdens, including organization of votes and such.

Multiple States:
People may have multiple states [puppets] within the region.
However, only the individual player’s votes may be counted when it comes to pieces of legislation, rather than state votes, to avoid vote spamming through puppets.

Regarding legislation:
All players have the right to propose legislation and put it up for a vote through the Founder or President.
Such legislation includes elections of the President at the end of their term, amendments, challenges to actions carried by either the Founder of the President in the course of their duties, and general policy bills.
They may vote once for one option, unless otherwise stated, per piece of legislation presented.
Votes will be counted by sending them to the Founder, who will put the vote count up publicly on the regional message board on a daily basis.

Specifically for Presidential Elections:
- Each state may only submit one application for becoming a President.
- After the vote, the winner will be decided by who has the majority of votes. All WA states in the region must endorse the winner, no matter what they really think, and continue to endorse them throughout their term to ensure stability.
- Should there be no clear winner, a run-off election will take place.
- There shall be an option called "none of the above", where a voter may reject all the candidates.

Communication:
The Regional Bulletin can be used by everybody, but only for constructive purposes.
Please follow all NS Forum posting rules (Save for the regulation on age) when using the Regional Bulletin.
The World Factbook entry may be edited by either the Founder, or the President
The Forum Factbook page is to be maintained by the Founder.
- The use of personal telegrams is at one’s discretion.

Embassies
Embassies purposes: To strengthen ties between the Alliance of Toy Islands and other regions, to provide support to citizens living abroad, and to be a sign of trust between the Alliance of Toy Islands and other regions.
The embassy may take the form of a building in a state in the foreign region, a state sent there, or simply a statement on the Gameside embassy list. They must be approved by either the Founder or the President.
- Embassies must respect the respective region’s rules.
- Embassies in the form of a state deployed there must request permission to be in another region.
- The embassy must be approved by the WA delegate, and the Founder.

Invaders and War
- This region will be generally neutral in foreign policy.
- Should an invader be present in this region, and are showing clear signs of being an invader (see below), the Founder or President may declare a statement of emergency, where articles are rendered null and void while ejecting the state(s) from this region, providing an explanatory telegram regarding their actions.
- All players are asked vigilant in spotting potential invaders.
- Invaders are defined as those who wish to overthrow the current regional structure or seize control through non-democratic or non-Charter means, or those who enter and act with malicious intent contrary to NS rules.
- States who wish to go to war with another (i.e. those on the forums) may do so at their own discretion.
- The whole region is only officially at war if every state in the region goes to the same war by their own choice, or if it is agreed upon through a legislative function.

Justice
- In practice, regional justice is administered by the Founder and President of the Alliance, according to the IC and OOC Charter. States may be warned or banned, depending on a number of factors including severity of situation or whether the state is a repeat offender.
Rulings by the Founder and President of the Alliance may be challenged by any state within the region.

Amendments to this constitution
- Amendments, OOCly, following the same rules as those ICly and regarding the OOC legislature.

OOC Guide to States of the Alliance of Toy Islands

Type: Supranational Political Union
Leader: ???
Society: A recently formed regional government that encompasses all of the below states with the exception of Rhandona. Its aim is to unite the region to achieve common goals, especially those of peace - a potentially difficult task considering the volatility of the region. To do so, it has the power to create regional laws and policies, influence regional economic decisions, and intervene in conflicts as stated in its founding Charter. Many of its institutions, including its legislature with seats distributed according to a population-based formula, is situated in the capital city of Svaltestein, Scanden. Whether the ATI succeeds in its duty as the ultimate playground monitor can only be told by time.
Type: Ba’athist Single Party State
Leader: President Tarek Hakim al-Nabil
Society: Birshtar is a Ba’athist state located in the far northeast of the Toy Islands, advocating a form of Arab nationalism that strives to create a singular nation for all Arab people. Although relatively neutral, Birshatar maintains close ties with its fellow socialist Natureland, with foreign policy being mostly governed by a need to protect itself from the countries in the nearby Maticounda archipelago (i.e. Drondaria, Matoba and Waqata), who display a certain animosity to their Arab neighbor. Formed in a revolution in the 50s, the dry nature of the country forces its populace (mainly Muslim) to live in cities situated either near the coasts or near oases.
Type: Ultra-Nationalist Totalitarian State with elements of Fascism
Leader: Sage-Elder Überon Terraski
Society: Bordoris is a northwestern country that has gone back to its Laltofian roots with a ferocity and zeal not seen in other similar countries. It is a relic of, and therefore similar to, many of the fascist states that existed during the Second World War, with an aggressive and hostile attitude to other countries, a secret police that crushes anti-Laltofian protest, and a government centered around a single glorified individual who represents ideals that all people are expected to adhere to. Its relatively self-sufficient, strong economy and nationalist beliefs are a major reason why its population can be kept in check. However, it faces issues from its minority population, mostly near the Bordorian border with Krakozhia.
Type: Presidential Republic
Leader: President André Nqawa
Society: A former European colony, Drondaria is the most stable country in the Maticounda Archipelago, with a fully functioning democracy and a developed capitalist economy, being a signatory of the free trade Treaty of Barbergen. It has a relatively low crime rate and comparatively high standards of living. Drondaria’s pan-Africanist foreign policies are usually carried out in conjunction with its fellow Maticounda countries, albeit usually with more peaceful intentions.
Type: Single Party Communist Republic
Leader: President Vladimir Korolov
Society: A puppet state of Natureland, Krakozhia is also a single party state where the only legal party is the Communist Party. Occasionally called the “Bastard Child of Natureland”, foreign policy is typically dictated by Natureland policy and a need to protect itself from its hostile neighbor Bordoris. Located in the same northwestern part of the region, Bordoris and Krakozhia have had a history of violence between each other, with the most recent war between the two occurring in the 1980s. Relations with the nearby Republic of Poldovia are also strained due to land disputes. This need to maintain a large military, and the fact that Natureland seizes valuable resources for itself, has resulted in a strained centrally-planned economy and a destitute populace.
Type: Directorial Confederal Republic
Leader: Chief Elder of the Elder Collective
Society: A loose union of technically independent states spread out across the upper-left corner of the Toy Islands, the Laltofian Confederation is the largest among the Laltofian countries. Thanks to its numerous associated states, any odd policies that individual members have usually cancel each out. As a result, it is - on average - a fairly middle-of-the-road country, with an all-rounded economy and a limited foreign policy (since international actions of the country as a whole must depend on agreement from all members). However, it is politically diverse for the same reason, making pinpointing the exact political inclinations of the country as easy as finding a needle in a haystack, except that people aren’t really sure that the needle exists. Despite a long history of clashes between its constituent countries pre-union, the Confederation now has quite a stable and orderly society, and is a large industrial power.
Type: Presidential Regime
Leader: President Ewan Zuwani
Society: Matoba is a presidential dictatorship in the Maticounda Archipelago. After the French decolonisation of its empire, Matoba gained its independence, and limited steps were made towards democratization. However, the political atmosphere has always been unstable, especially with the high levels of corruption, ethnic tensions, and widespread poverty not helped by its underdeveloped agricultural economy. Foreign policy is marked by ill-feeling towards its neighbor Birshatar, and its pan-Africanist desires.
Type: Unitary Parliamentary Monarchy
Leader: Queen-Empress of the McFluffle Bunny Empire
Society: The MBE is a relatively small society, composed mainly of humans and wabbits (and not rabbits, the distinction between them being something the MBE is very particular about). It was formed in 1798 when various tribes unified under a single monarchy that has lasted to the present day, a testament to the peacefulness and stability of this first-world country. It is situated on a series of islands in the western Toy Islands, sharing Tonka Island with the TBRE. The economy is highly advanced, specializing in science, precision manufacturing and luxury item production, although it has a significant primary sector with agriculture and fishing. A relatively simple rural society where politics isn’t taken too seriously, it has a mainly agricultural economy with a smaller manufacturing sector. Like its name would suggest, Mountainland has several mountainous islands, all concentrated in a small area in the southeast. Less obviously, Mountainland pursues a fairly independent foreign policy, having bad relations with both the USSRN and the West. This policy is a result of being a former western colony; instead, they are friendlier with the Maticounda Union.

Leader: Ayatollah Mohsen Saeed Jafari
Society: Muzaffaridistan is the second Persian nation in the Toy Islands, along with Natureland, located in the far northeastern part of the region. Although originally a monarchy, a revolution caused the nation to become a theocracy in 1986, with Islam becoming the official state religion. The socialist economy focuses mainly on oil production and heavy industry, something that has not been fully capitalized on due to the country’s hostile anti-Western policies and resulting refusal to export to them. Despite this consequential poverty, the populace is quite well educated, some even going to Western universities. This irony is not lost on the government, who accept this status quo out of necessity.

Leader: Prezident of the Union of Soviet Socialist Republics of Natureland
Society: Natureland is a xenophobic, totalitarian police state with one of the most repressive governments in the region, with all decisions being determined by the Communist Party of Natureland (CPN). The country, a mainly continental mass located in the center of the region, was formed by the banding of countries with similar ideologies in 1925. Although the country has arguably the strongest military force in the region, the centrally-planned economy is in tatters partly thanks to high government spending in providing services such as healthcare and housing, and also because of difficulty in catching up with the latest technology. Its large population of roughly 1.4 billion is spread out mostly in large cities around the desert. Relations with the West are poor, partly because of Natureland’s support of numerous insurgent groups and fiercely anti-American behaviour.

Leader: Prime Minister
Society: The largest country in the Toy Islands is spread out across the lower half of the region. NGL is one of the newest countries in the Toy Islands, formed in 2004 when the native inhabitants of NGL united together, before expanding westwards into the nations of the Akrepo, Mhui, Pio’ka and Traa indigenous people, eventually coming to have the region’s second largest population. Despite the occasional instability arising from this situation, the country has become the wealthiest in the region, boasting the highest gross GDP. Additionally, the native corporation of Grandal have become known for its aggressive purchasing practices, controlling large parts of the world economy. It is, however, unwilling to throw its weight around on the international stage to avoid alienating any potential business partners. The country is currently in the midst of reinstalling its traditional monarchy.

Leader: President Anton Gorovich
Society: The northern state of Poldovia used to be a part of Krakozhia up until 1989, when it proclaimed its independence. The border disputes arising from this are just one difference between Poldovia and its western neighbor. Poldovia is a member of the free trade Treaty of Barbergen and follows a moderate form of capitalism, is much friendlier with the West, is stabler politically and socially, and is a functioning - if young - democracy. The country is currently tapping into its significant supply of natural resources in an effort to raise the standard of living.

Society: Rhandona is a diverse, lawless, barren land in the east without a functioning government save for a few criminal elements and small organized neighborhoods. Despite being used as a major criminal base, it has historically been left alone by other countries under the guise of maintaining its liberty, but mostly due to the potential cost involved of suppressing said criminal activity. Its economy and foreign affairs are mainly concerned with questionable activities such as pirating and human trafficking. However, with the creation of an interregional government and increased cooperation between states, this situation may be set to change.
Type: Unitary Parliamentary Democracy with a Constitutional Monarchy
Leader: Grand Admiral
Society: The Peace Isles is an odd country - it is a highly developed Future Tech country, having arrived on Earth at the beginning of the 21st century in spaceships. Located a bit off the center of the region on an artificial island, it has an advanced cashless economy, and tends not to involve itself in the internal affairs of the planet, due to both its inherently peaceful nature and several treaty obligations.

Leader: King-Elder Brenfam IV
Society: Svaltestein, one of the smallest states in existence in the Toy Islands, has become a major influence in the world of finance, leading to its high economic prosperity per capita; particularly notable is its large financial institutions, nicknamed the S4 banks. This stable and peaceful society has existed since the 18th century, with numerous civil rights and a capitalist nature coming to define it. It is also famed for its neutrality, and as such has become one of the most prominent meeting places for settling disputes. Its capital city of Scanden also hosts the headquarters of the regional government for the same reason.

Leader: CEO Greg Strate
Society: Synterkos pursues an extreme form of capitalism that borderlines on the unhealthy. In fact, it is no surprise that it and NGL are so alike, since Synterkos is located on the eastern border of NGL. More of a company than an actual country, elections are determined by shareholders, and foreign policy by the amount of money it stands to earn. However, despite being quite a prosperous society in general, there is a high income disparity.
Type: Devolved Unitary Constitutional Republic with elements of direct, consensus and nonpartisan democracy, and geniocracy.
Leader: Elder-General Benjamin Vuener
Society: Mostly composed of Teddy Bears [oddly enough], the Republic has gone from a disorganized collection of hunter-gatherer warrior tribes to one of the most modern societies in the region. Its location in the geographical center of the Toy Islands has influenced the state’s economy [especially in trade and access to the latest technologies]. It also has an integral role in foreign affairs, being a recognized middle power and an active participant in several international organizations, notably the Barbergen Community and the United Nations. It prefers to take action multilaterally rather than unilaterally, especially in military operations. The TBRE leans left politically; having a mixed economy, a strong social security system, and respect for sapient rights.
Type: Socialist Parliamentary Republic
Leader: President of Trevallyland
Society: The most important thing to note about Trevallyland is that it has a population of sapient fish. It was formed after overthrowing its Axis-aligned government in World War 2, and is wedged between the USSRN and The Peace Isles. Trevallyland has a socialist, centrally-planned economy focused mainly on mining and agriculture. Unlike other “socialist” states, however, the country is based on the rule of law (although it is still developing its democratic institutions) and is quite friendly with the West. Although most of the major cities are quite modern in style, the country’s infrastructure is still suffering from a recent civil war.

Leader: General M’Katan Sanbar
Society: A country ruled by a military regime set up in the 1930s, Waqata is located on the northern tip of the Maticounda Archipelago. Its people, despite being quite poor, are fiercely proud of their heritage. Recent discoveries of uranium deposits have provided a chance to boost the economy, but bandit attacks have discouraged foreign investment, so for the time being the country relies on its timber industry. Waqata’s foreign policy is mainly concerned with realizing the idea of a superior Maticoundan country and joining its friends in beating up Birshatar.

Regional Secretariat’s March Report on Password-Protection
The Regional Secretariat has prepared the following report to accompany the regional vote concerning the password-protection of the Alliance of Toy Islands (Motion to Enact the Security Against Further Encroachment Act [SAFE 2015 Act]). It analyses and evaluates the relative merits of introducing a regional password in the context of the Toy Islands’ needs.

Raids against the Alliance of Toy Islands (ATI) are becoming increasingly common. Since November last year, the Secretariat has noted down eight separate raids, with many others going unreported as defenders have stepped in without the Secretariat’s help. In comparison, during its first few founding years the ATI was raid-free.

As such, it is becoming increasingly clear that the measures previously undertaken to prevent raids, including having an active founder, encouraging members to endorse the President of the Alliance and drafting the CHAPERONE 2014 Act, do not achieve their goals even though their implementation was successful.

Furthermore, each raid takes around 45 minutes to undo; including un-suppressing regional message board posts, cancelling embassy abolitions, and ejecting raiders from the region. With upcoming events in the Secretariat’s schedule, it would be preferable if this unnecessary work did not have to be undertaken.

A number of detriments are associated with having a regional password. Firstly, the region will no longer meet one of the requirements to be considered as a Featured Region in the random draw. Secondly, passwords hinder nations looking for a new region to stay in since they will need to apply for membership rather than join directly. However, given that the region was featured on 2 March 2013 and the introduction of new members complicates existing regional canon concerning the interrelationships of residents (although password-protection should not be interpreted as rejecting new members altogether), the Regional Secretariat does not currently consider either being featured or attracting new members to be a priority at this time.

For these reasons, the Regional Secretariat is in favour of this measure.

UNDERSTANDING that a great many decisions by regional leaders and legislative proposals have been considered and approved by the region over this time, and that some of these decisions and legislation may clash with each other,

WISHING to clarify for the record which legislation should be followed,

HEREBY

1. DEFINES:
a) Regional leaders to be the Founder and other elected regional officials with authority, including the President and the WA Delegate,
b) Decisions to be executive decisions made by regional leaders, and
c) Legislation to be legislative acts approved by the players of the region;

2. DECLARES the following to be the order of priority in which legislation and decisions should be considered and followed by resident nations should they conflict:
a) The OOC Charter, when applicable, takes priority above all OOC decisions or legislation, meaning that decisions or legislation should be repealed or modified in order to fit with it, unless a vote is held under the provisions of the VOTE 2014 Act to amend the Charter;
b) Later legislation takes priority over earlier legislation,
c) Earlier legislation takes priority over decisions made by regional leaders, where the reasoning behind or consequences of the decision conflicts with the earlier legislation, and
d) Later decisions made by regional leaders take priority over earlier decisions, when regional leaders look into the past for a precedent in making their own decisions;

3. ALLOWS regional leaders to make minor changes to past legislation in order to avoid conflict and/or to bring them in line with the above order of precedence, a process that must be declared for the record and may be appealed via the LEGAL 2014 Act,

AND IMPLEMENTS THE PROVISIONS OF THIS ACT.

REAFFIRMING the fundamentally democratic nature of the Toy Islands on an OOC basis,

REITERATING the right of players to propose and vote on legislation as stated in the OOC Charter,

REFLECTING upon the different types of elections that have been employed over the course of history in the region,

DECLARING its commitment to the provisions regarding voting in the OOC Charter, while taking into account the developments in Nationstates Gameplay,

DESIRING to formalise the process of election so that the rules and regulations are accessible to all residents in one piece of legislation,

HEREBY

1. CREATES a formal process for voting where:
a) Any issue requiring a vote will follow this Act,
b) A nation may propose a vote on issues on the Regional Message Board including but not necessarily limited to Presidential elections at the end of a term, proposed legislation, amendments to existing legislation or the Charter, resolutions to express a position or intention, regulations limiting or allowing actions, and directives to regional leaders,
c) The Founder or WA Delegate must then determine and publish a time period during which the legislation can be considered or argued for, if necessary, and then a separate time period during which voting may take place and lasts long enough for all eligible players to potentially cast their votes; noting that either of these time periods may be disputed under the LEGAL 2014 Act,
d) Each player, rather than nation, may vote once for one option per piece of legislation presented unless otherwise stated,
e) There will always be an option to approve “none of the above” options, and to abstain by not voting,
f) Voting will take place through the use of Gameside regional polls, and
g) Legislation is passed via a simple majority of ballots cast unless otherwise stated, and if a simple majority cannot be determined a run-off election will be held with the two most popular options,

2. SPECIFIES particularly for Presidential elections that:
b) They will be held at the end of a Presidential term or if a vote is held for an early election,
c) Each nation may only submit one application for becoming President,
d) Nations that are not WA delegates can apply for the Presidency, in which case two separate elections for the post of the Presidency and the post of the External Affairs Commission will be held, the latter being restricted to applications made by nations with WA membership, and
e) All nations with WA membership must endorse the winner of these elections and continue to do so throughout their term,

3. SPECIFIES particularly for Amendments to the OOC Charter that they must be approved by a supermajority of votes, defined to be three quarters of all ballots cast,

UNDERSTANDING that the OOC Charter does provide for nations to challenge decisions made by regional leaders,

DESIRING to formalise this ability of nations to defend themselves against wrongful or mistaken applications of regional rules without impeding the ability to make snap decisions in response to crises and other urgent situations,

HEREBY

1. DEFINES a “decision” as any executive action made by regional leaders in their capacity that is not enshrined in legislation,

2. DIVIDES decisions into four categories that include:
a) Judicial decisions, which cover decisions that punish resident nations on violations of the OOC Charter or regional legislation, including but not limited to raiding, electoral fraud, and casting puppets as individual players; that result in a warning, an ejection or ban from the region,
b) Administrative decisions, which cover decisions made by regional leaders acting in their normal day-to-day administrative capability, including but not limited to the organising of votes, accepting or rejecting embassy requests, or posting of information on the World Factbook Entry or the Forums for the region,
d) Interpretative decisions, which cover decisions where regional leaders issue an advisory opinion that interprets an ambiguous part of the Charter or legislation, and
e) Extension decisions, which cover decisions that could potentially be used as precedent to justify future decisions, where regional leaders act in their capacity outside of their explicit duties but within the spirit of their roles as regional leaders in order to respond to a situation that existing legislation does not cover,

3. CREATES a process for the initial appeal for all decisions that must be initiated by a resident nation within a period of 30 days from the declaration of the decision, through a submission in identical telegrams to both the Founder and the WA Delegate by the appealing nation containing their intention to appeal and also:
a) For judicial decisions, why they believe the affected nation has not met the criteria necessary to warrant the judicial decision that was made,
b) For administrative and interpretive decisions, where they believe the Founder or WA delegate has acted outside the text or spirit of the Charter or relevant legislation,
c) For extension and interpretive decisions, why they believe such a decision would have undue and unwarranted implications for the future of the region, and
d) For any decision, a list of further nations that may be asked by the regional leader charged with judging this initial appeal to provide additional arguments or evidence,

4. MANDATES that the regional leader that was not involved in the original decision make a decision for these initial appeals:
a) Without undue or unnecessary delay,
b) Following a period that allows the regional leader that was involved in the original decision to respond to the arguments made by the appealing nation, following a second period where the appealing nation may then reply to these arguments, and following responses to any questions that the regional leader deciding this initial appeal may have at any time to any party of the initial appeal process,
c) Either in favour of the appeal, in which case the decision is rendered null and void and any consequences of the decision will be undone effective immediately; or against the appeal, in which case the original decision is upheld, and
d) That is recorded and published on the regional message board and the forum, and incorporates the reasoning that was used to come to the decision,

5. CREATES a process for superior appeals concerning decisions made at the initial appeal level that:
a) Must be initiated by an original party in the previous initial appeal within a period of 30 days from the declaration of the initial appeal decision, through a submission in identical telegrams to both the Founder and the WA Delegate by the appealing nation containing their intention to pursue a superior appeal,
b) Begins with a period in which arguments are presented on the Regional Message Board by both parties involved that includes information detailed in the third article of this Act, with both sides having the right of reply once to both the other sides’ arguments and/or questions made by third parties during this period,
c) Must be decided by a vote by players in the region following the guidelines set in the VOTE 2014 Act after provision 5b) has been fulfilled, either in favour of the superior appeal, in which case the initial appeal decision is rendered null and void and any consequences of the initial appeal decision will be undone effective immediately; or against the superior appeal, in which case the initial appeal decision is upheld, and
d) Is considered the last chance to appeal a decision, where the decision made in this superior appeal is final and binding,

6. CLARIFIES that:
a) All arguments must be available to the parties directly involved during an appeal, and all questions posed by third nations during a superior appeal must take place on the regional message board,
b) The appealing nation may withdraw the appeal at any step of the process but may not pursue it again,
c) In the absence of the regional leader(s), the appealing nation may either wait until the position is filled or to allow the regional leader involved in their original decision to determine the appeal but otherwise follow the same guidelines outlined in this Act,
d) Each type of appeal may be conducted only once per decision made by a regional leader,
e) The conclusion of an appeal does not prevent resident nations from seeking clarifications of the decisions that were either being considered or made in the appeal, and
f) A successful appeal in either stage will not prevent the regional leader from reinstating a decision that was overturned if new evidence arises, which will be considered a separate decision;

AND IMPLEMENTS THE PROVISIONS OF THIS ACT.

Invaders and War
Cessation of Hassle Act Pertaining to the Ejection of Raiders Originating from Nugut Et al [CHAPERONE 2014 Act]

RECOGNISING the inconvenience caused by raiding, including the suppression of Regional Message Board Posts, removal of regional tags, abortion of embassies with friendly regions, and posting of inaccurate World Factbook Entry and flag information;

CONCERNED about the increasing frequency of these raids against the Toy Islands, despite measures including an active founder and democratically elected WA delegate; and its implications for the regional desire of being “pleasant [and] safe” as described in the World Factbook Entry,

UNDERSTANDING that a majority of attacks are from nations travelling or dispatched from Nugut, a self-described “puppet storage” region that is associated with The Black Raiders, a known raiding organisation,

FURTHER CONCERNED about nations travelling or dispatched from Nugut that remain in the Toy Islands and gather influence that could be potentially used to eject or ban resident Toy Islands nations during a raid,

BELIEVING it necessary to enact proportional measures that tackle the above situations and thus combat raiders before they are able to invade the region,

DESIRING to formalise these measures in mutually agreed legislation, unlike previous measures undertaken by the Founder that had similar effect but were instead extensions of old legislation,

REAFFIRMING their commitment to the region’s aims to welcome “all kinds of nations who wish to join”,

FURTHER REAFFIRMING the region’s neutrality concerning Raiding / Defensive Gameplay as stated in the IC and OOC Charter,

HEREBY

1. CREATES a Watchlist Against Raiding Regions, shortened to WARR, that:
a) Contains a list of regions that exist primarily for enabling or supporting raids and have raided or attempted to raid the Toy Islands prior to being placed on the Watchlist, and
b) Is readily available to all nations in order to allow resident nations to report suspected raiders to the Founder or WA Delegate, or regional leaders,

2. EMPOWERS either regional leader to:
a) Automatically eject from the Toy Islands any nation that has demonstrably travelled through or has been dispatched from the regions on the WARR without prior warning but with justification in the form of a telegram to the nation in question, and
b) Automatically ban from the Toy Islands any nation that has demonstrably travelled through or has been dispatched from the regions on this Watchlist, has attempted to enter the region at least five times, and has had any appeals pursuant to the LEGAL 2014 Act rejected at least three times,

3. ALLOWS nations to appeal these decisions under the LEGAL 2014 Act without necessarily being residents of the region,

4. PLACES Nugut onto the WARR effective immediately that does not prevent regional leaders from adding or removing regions to this list at will without the need for further legislation or votes, subject to appeal under the LEGAL 2014 Act,

5. MANDATES this act to be reviewed, reconsidered and amended if necessary and only if requested by a resident nation at least one year after the implementation of this Act or the implementation of its latest version,

AND IMPLEMENTS THE PROVISIONS OF THIS ACT.

THE TOY ISLANDS,

GUIDED by the principles underlying the adoption of the CHAPERONE 2014 Act,

CONCERNED by the increasing frequency of raids despite the numerous measures, including legislative, executive and judicial actions, that have been undertaken against them,

BELIEVING that the threat posed by raiding is greater than the inconveniences associated with password-protection,

REFERRING to the recommendations included in the Regional Secretariat’s March Report on Password-Protection,

HEREBY

1. ORDERS the Founder to password-protect the Alliance of Toy Islands with immediate effect,

2. DESIGNATES the regional password to be a regional secret that can only be shared either with nations who are residents of the region when the Act is passed or non-resident nations that have been cleared by either the Founder or the WA Delegate as outlined in Clause 3 of this Act, and then only on a need-to-know basis;

3. REQUESTS that nations interested in joining the region should submit a telegram to either the Founder or WA Delegate who will then investigate the nation for previous raiding activities or raiding intentions; and thus either clear the nation to enter if no activity or intention is found, or reject the nation’s application in accordance with the OOC Charter,

4. AUTHORISES the Founder or WA Delegate to regularly change the regional password without warning to existing residents in order to maintain regional security,

5. FURTHER AUTHORISES the Founder or WA Delegate to change the World Factbook Entry accordingly to fit with the implementation of this Act,

AND IMPLEMENTS THE PROVISIONS OF THIS ACT.

The Motion to Enact the January 2015 Omnibus Act [First Omnibus Act] received 3 yeas, 0 nays, and 0 None of the aboves. As a simple majority of ballots cast opted for the passage of the Act, its provisions come into effect immediately. Information on the Act can be found in the legislation section.

Discussions considering the introduction of a password for the region will be considered.

Given that the polling results were interrupted by the recent raid against the region, voting on the motion for the Toy Islands to enact the January 2015 Omnibus Act [First Omnibus Act] has been extended for one further day from the publication of this notice. The Act can be found in the legislation section of this page.

Please vote via the regional poll that has been set up. Each player, rather than nation, may vote once for one option. Players may abstain by not voting. The Act will be passed by a simple majority of ballots cast.

The Security Commission of the Regional Executive is considering anti-raider security legislation, in the form of automatic, targeted ejection of nations from known raiding regions once they are detected. Proposals and suggestions to the Founder from regional members will be considered and incorporated accordingly into this legislation before it is brought to a vote.

We, the People of the Alliance of Toy Islands, in order to form a more perfect union, establish justice, equality, peace, all in the hope to create a happier world for all, and, therefore, do ordain and establish this constitution for the Alliance of Toy Islands.
This constitution was first drafted on this day, Seventh Hour, Forty-sixth minute and twenty-fifth second of this twenty – fifth day of the Second Month (February), Two Thousand and Eleven. (pm)
This constitution was finished on this day, the Fourth hour, Thirty-third minute and fifteenth second of the twenty-seventh day of the Third Month (March). Two Thousand and Eleven. (pm)


Article 1)
Introduction
- This constitution applies to all nations currently in the Alliance of Toy Islands.
- Former nations are not obliged to follow it, but are recommended to follow it for the sake of good will and conduct.
- Every nation in this region must have a copy of this constitution. They must get this by themselves.

Article 2)
Purpose of region:
-This region was created as a safe haven for nations.
- It is a region that values personal achievement and merit.
- We also believe in equality, unity and peace.
- This region is to be open to everybody.

Article 3)
The Constitution:
- The Department of the Constitution of the Ministry of National Archives and History Keeping of the Teddy Bear Republic Empire is in charge of this constitution.
- The rights, obligations, rules and regulations and the emergency response plan make up this paper, which is the Constitution of the Alliance of Toy Islands.

Article 4)
Nations’ Rights’
- All nations have the right to declare their own laws, vote on their own World Assembly issues, and decide how they will resolve their own problems, as long as it oblidges with this constitution.
- All nations, large or small, shall be treated equally.
- All nations shall not influence or bully another nation, to follow the first’ advice or orders.
- Nations shall have a say on all matters.
- Nations have the right to vote for a World Assembly representative.
- Nations may come and go whenever they feel like it.

Article 5)
Nations Obligations
- Nations must follow the constitution of this region, the Alliance of Toy Islands.
- Nations who are no longer in the Alliance of Toy Islands are requested, but not required, to follow this constitution.
- A person may have no more than
- Nations are required to identify loopholes which may appear in this constitution, and show them to the
- Nations breaking these laws shall be made to stand trial, and are innocent until proven guilty.
- Nations breaking these laws will receive a maximum of two reprimands and one ejection, before resulting into a permanent banning, unless otherwise stated.

Article 6)
Entering the region
- People entering the region are required to a) provide a list of nations they have, in order for the voting process to be fair, b) obtain a copy of this constitution, and c) send a telegram to the founder saying that they have arrived.
- Of course, without previous knowledge of this constituion, this may be deemed impossible. However, nations, when alerted, must carry out the deed.
- The standard procedure for finding out whether a nation is deemed fit to stay is as follows: 1) a background check on the nation’s previous history, 2) a check on which options they choose for particular

Article 7)
Regional Council of the Alliance of Toy Islands
- The Regional Council is basically an overseer for the region.
- The Regional Council is responsible for the region’s integrity and safety. It makes sure the region lives up to its self-set standards.
- The Regional Council is responsible for handling the region’s day to day affairs, as well emergencies e.g. natural disaster, etc.
- The World Assembly Representative oversees the daily running of the council, while the Founder handles abornomal cases e.g. voting of the World Assembly Representative.
- The Regional Council responsibilities involve making sure nations follow rules and regulations, managing the region’s affairs, etc.
- The Regional Council can only intervene in a country’s affairs if it is deemed to be dangerous to the rest of the region.
- The Regional Council may not have a military. It is, however, allowed to have issue a military directive, in which the military of a nation carries out the deed on behalf of the Regional Council. This nation may refuse to carry it out.
- The Regional Council has a set budget, to be decided every year, which it may use to spend. Nations are advised to contribute to this fund.
- The budget will be used for day-to-day operations, paying employees, helping nations with natural disasters, etc.

Leadership:
Article 7)
Founder
- The Founder’s powers shall involve deciding, without prior notice, which nation to eject and ban, and to carry out the deed. However, the Founder is required to provide a notice and a telegram explaining why, and his/her view may be rejected, resulting in the un-ejection / un-banning of the nation in question, after discussion.
- The Founder oversees abornomal cases of the Regional Council.
- The Founder may access regional control.
- During a disagreement between two nations, the Founder must take the side of the proposition, no matter what he/she really thinks.
- The Founder makes all final decisions, but is obliged to be neutral towards all nations, no matter who their leader is.
- The Founder is obligated to organize events, including, but not limited to, the election of the World Assembly Representative, debates, the tactical response of invasion etc.

Article 8 )
World Assembly Representative
- The World Assembly Representative’s powers shall involve deciding, without prior notice, which nation to eject and ban, and to carry out the deed. However, the World Assembly Representative is oblidged to provide a notice and a telegram explaining why, and his/her view may be rejected, resulting in the un-ejection / un-banning of the nation in question.
- The World Assembly Representative oversees the daily running of the Regional Council.
- The World Assembly Representative may access regional control.
- During a disagreement between two nations, the World Assembly Representative must take the side of the opposition, no matter what he/she really thinks.
- The World Assembly Representative is elected every 100 days.
- His/her term, and 100 days, starts from the exact time from which he/she is elected.
- The World Assembly Representative election will only be carried out earlier, if they a) breach this constitution or b) condemned by a nation, and after an investigation.
- The founder may not be a World Assembly Representative.

Article 9)
Voting Process for the World Assembly Representative / Delegate:
- All nations have the right to vote once.
- No nation can vote for itself
- Multiple nations by the same person must only send in 1 vote, or one application for becoming a World Assembly Representative
- The time period for applying to become a World Assembly Representative lasts for 3 days.
- The time period for voting for the World Assembly Representative last for 3 days, after the time period of applying to become one is over.
- No application to become a World Assembly Representative will be accepted during the voting period.
- After the vote, the winner will be decided. All WA nations in the region must endorse the winner, no matter what they really think.
- Should there be no clear winner, a run-off election will take place.
- There shall be an option called "none of the above", where a voter may reject all the candidates.
- The Founder cannot become a World Assembly Representative.
- Nations are advised not to endorse the nation they believe is to be a World Assembly representative, and instead vote in the next available election.

Article 10)
Communication:
- The Regional Bulletin can be used by everybody, but only for constructive purposes. Spam will be removed, and the offender will be instantly removed from the region.
- The Factbook entry may be edited by either the Founder, or the World Assembly Representative. However, should there be a disagreement, the two shall sort it out through a debate by telegram.
- Communications is as follows:
Crisis (An Invasion): Red Alert
Information to be posted on the Factbook entry, telegram sent to every nation.
Important / Urgent (e.g. WA Representative vote): Yellow Alert
Information to be posted on the Factbook entry
Mild: Blue Alert (Friendly advise, General communication)
Spam: Green Alert
Message instantly blocked, and nation kicked out.
- The use of Telegrams is at one’s discretion.

Article 11)
Embassies
- Embassies purposes: To strengthen ties between the Alliance of Toy Islands and two regions.
- To provide support to citizens living abroad.
- To be a sign of trust between the Alliance of Toy Islands and two regions.
- Embassies must respect respective region’s rules.
- Embassies must request permission to be in another region.
- The embassy must be approved by the WA delegate, and the Founder.
- The embassy may take the form of a building in a country in the foreign region, or be a country sent there.

Article 12)
Invaders and War
- This region will not be used as a staging ground for invasions.
- Should an invader be present in this region, and are showing clear signs of being an invader (see below), then they should be kicked out at all costs.
- All articles in this constitution is null and void while the invaders are being kicked out.
- Should a nation believe another is an invader, send a telegram to the Founder and the World Assembly Representative. They will investigate the situation, and kick out nations if necessary.
- A nation is deemed to be an invader if, a) they arrived with a large group (over 5) of nations who all arrived 5 minutes within each other, b) have come from a region which was just invaded, and c) is a World Assembly Member, and d) are endorsing each other.
- Nations who wish to go to war with each other (i.e. those on the forums) may do so at their own discretion.
- The whole region is only officially at war if every nation in the region goes to the same war by their own choice.

Article 13)
Voting on issues
- Should their be an important issue which requires the whole region to vote, it is as follows:
- The Founder list the rules of the constitution which apply to the particular vote on the regional bulletin, and then state the issue, time and appropriate arguments.
- Each nation has 3 days after this message has been sent to vote by sending a telegram to the Founder.
- After the vote, opposing nations are allowed to request a repeal.
- They may not repeal if the issue has been passed, successfully thrice in a row.
- An issue is defined as a vote on things such as whether or not ban a nation, give an appropriate penalty to a nation found breaking this constitution, changes to the constitution, changes to the World Factbook, a World Assembly Representative, etc

Article 14)
Collaboration between Founder and the World Assembly Representative
- The reason for their to be both a Founder and the World Assembly Representative is due to the fact that they can identify flaws in the others logic, be able to see both sides of the argument, etc.
- The two must collaborate, either by telegram or face-to-face.
- In order to collaborate efficiently, the two are advised to be polite towards each other.
- There is no other way that we can otherwise enforce this rule. We can only hope that better nature prevails.
Article 15) Emergency Powers
- Emergency Power 1: All articles in this constitution is null and void while invaders are being kicked out.
- Emergency Power 2: The Founder / WA Representative may eject a nation from this region without warning, at any time. However, they must provide a telegram saying why, and this may be rejected, resulting in the un-ejection of the said nation.

Article 16)
Justice
- Justice is administered by the Courts of the Regional Council of the Alliance of Toy Islands, the Founder and WA Representative
- The Courts of the Regional Council of the Alliance of Toy Islands handle day-to-day cases that involve citizens breaking the law/constitution, which affected the whole region.
- The Founder and WA Representative administers cases that involve entire nations breaking the law/constituion, which affected the whole region.
- Citizens who break the law in their respective countires cannot be tried by the Courts of the Regional Council of the Alliance of Toy Islands, the Founder or WA Representative, unless they have committed a crime in 3 or more nations.

Article 17)
Amendments to this constitution
- Amendments will be made if, a) it is requested by a nation, b) a major loophole, and/or c) a grammar/spelling mistake is spotted
- A vote will be held on whether or not the constitution should be changed.
- After the vote, The Department of the Constitution of the Ministry of National Archives and History Keeping of the Teddy Bear Republic Empire will update the constitution.
- The entire constitution will not be re-sent out. Instead, the updated section of the constitution will be sent out to all nations.
- The amendments will be put in this space below, so that the original constitution can be kept intact for the sake of history-keeping.
- Please put the a) article to which this applies, b) (if necessary) the sentence which it is replacing, c) the addition, d) the time added.

Therefore, this constitution is now established as a criterion for the region’s goal of establishing justice, equality, peace, all in the hope to create a happier world for all.

Regional Council Article
- The Regional Council shall be based on the Teddy Island of the Teddy Bear Republic Empire, on neutral territory.
- The cost of up keeping this headquarters shall be paid for in the budget.
- On the Island, there shall be main headquarters, then sectors allocated to each country for their own use e.g. base of respective Peacekeeping troops, diplomatic meetings they wish to hold on neutral ground, etc.
- This Isle shall have its own transport. It shall not be sieged or held hostage by any country.
- Should it be attacked, Regional Council peacekeeping troops / Teddy Bear Republic Empire forces shall defend this island.
- It shall be governed under Basic Law, and the constitution, of the Alliance of Toy Islands.

b) that we form PEACEKEEPING troops, to be sent to trouble spots in this region or abroad, whose mission will be solely humanitarian.
- They are there mainly to guard Regional Council personnel / compounds.
- In times of crisis, the regional council will ask a nation to provide its troops, who will wear their respective attire apart from a white beret on them, as is the style of TBRE peacekeeping troops.
- A crisis is defined as an attack on any nation, in this region or abroad, or a humanitarian mission, such as natural disasters.
- The Regional Council shall pay the country whose troops they are borrowing 40% of the total cost.
- The forces shall be commanded by a commander whose term ends 1 year after being elected in after another vote.

21st March 2011 Embassy established between Alliance of Toy Islands and The Connection of the World.
22nd March 2011 - Embassy established between Durganorma and Alliance of Toy Islands.
11th September 2011 - Embassy cancelled between Durganorma and Alliance of Toy Islands.
12th September 2011 - Merger of DURGANORMA and ALLIANCE OF TOY ISLANDS.
12th September 2011 - Embassy established between Alliance of Toy Islands and Iced chocolate.
5th December 2011 - Embassy cancelled between Iced chocolate and Alliance of Toy Islands.
8th December 2011 - The Most Serene Republic of The Holy Noob elected WA Delegate, following merger of ALLIANCE OF TOY ISLANDS and ICED CHOCOLATE.

3rd January 2012 - Embassy established with Turtle Island.
12th January 2012- Embassy established with Bear World
16th January 2012 - Embassy established with Collective Socialist Republics
6th February 2012 - Embassy established with Groland
11th February 2012 - Our fellow region, the Connection of the World, was invaded. Rescue efforts were coordinated (Founder notified, request sent to invaders etc). Article 7 and 12 of the old Constitution came into effect.

14 July 2012 - The Commonwealth Commonwealth of Freedomsland elected as WA delegate.

We would like to congratulate The Kingdom of the McFluffle Bunny Empire for becoming our 11th WA Delegate and 1st President of the Alliance of Toy Islands.
They have been granted executive powers, and we will be announcing their chosen person to hold the office of the President ICly shortly. Please endorse them to ensure stability of the region, par the OOC Charter.

We would like to announce that, following the results of the regional vote, the Connection of the World has officially merged with the Alliance of Toy Islands - we wish to welcome our new neighbors to the region, many of whom have already started streaming in. Have fun!

The Security Commission of the Regional Executive is considering anti-raider security legislation, in the form of automatic, targeted ejection of nations from known raiding regions once they are detected. Proposals and suggestions to the Founder from regional members will be considered and incorporated accordingly into this legislation before it is brought to a vote.
