Yohannes, constitutionally the Realm of Yohannes, is a sovereign country comprising the continent of Yohannes and some overseas islands in the North Pacific. Continental Yohannes is surrounded by the Seas of Jolt, with Bala Mantre, Kyoki Chudoku, Lucedeia and the Soviet Republics to the south, and McMasterdonia and the western portion of the North Pacific Sea farther west.
A sovereign country made up of different constituent countries, just like the United Kingdom in Europe
Geographically, Yohannes is a continent of three main islands and their surrounding small islands. Politically, Yohannes is a collection of 19 constituent countries (states), with 300 million or so people. The three kingdoms in Yohannes—Alexandria, Burmecia and Lindblum—have more people and area than all the other 16 states combined; they are the dominant states on the continent.
A unique constitution with an elected monarch
In accordance with the Rule of Law of the Six Introductory Principles, Yohannes is an elective monarchy, parliamentary democracy. The head of state is the President of the Confederation, with the official title “Yohannesian Emperor.” The heads of state of the 19 constituent countries, heading the Electoral College, must vote for an emperor every eight years. The legislature of the 19 countries must send the parties with the largest share of electorate seats to be represented in Parliament. The 18th and current Yohannesian Emperor is Marion Maréchal-Le Men.
A Chancellor like the German Empire of old
The people vote for a head of government to represent Yohannes overseas quadrennially. In Yohannes, he or she has been informally called the “First Minister” since the late 19th century. The head of government is the Chancellor of the Confederation. The constitution says that the First Minister (Chancellor) creates laws, Parliament tables laws, and the Yohannesian Emperor approves laws. The respective government ministries can then execute these laws. The 47th and current Chancellor of the Nineteen Countries is Annabelle Thorndon-Stevensonn of the Christian Democratic Party.
The quiet words of neutrality
The foreign policy of Yohannes is currently isolationist. It is mainly a silent nation, limiting itself to basic diplomatic and commercial foreign policies, such as the administration of embassies and consulates, participation in General Assembly drafting and policy-making, and the maintenance of commerce and trading interests overseas. Yohannes has a social market economy. Since 2014, its government has followed the duality policy cycle, making it relatively interventionist by World Assembly standard. Its economy is open to public and private enterprises from foreign countries. Yohannesian businesses, such as HASF and the Bank of Yohannes, are running under the Yohannesian Model approach.
International engine of growth and prosperity
The Yohannesian Quertz russling was fully promoted as a reserve currency in 2018, backed by the World Assembly International Securities and Exchange Commission’s ability to develop, maintain and publish a model code of securities regulations in more than 1,000 World Assembly member nations—and backed by the Yohannesian Government’s international investment and trade activities in both WA member and non-member states.
We stay out of petty international incidents and wars
Yohannes as an economy today is quite sustainable. Its government must maintain strict neutrality and keep the nation out from international incidents and crises that could affect its multinational market and industrial confidence. Indirect diplomatic aggression, commercial rivalries, and especially wars—no matter how small, no matter how short—are bad for the industries and investment presence of Yohannes, both domestically and overseas.
Prosperity and stability
Through our diplomacy, the Office of Foreign Affairs attempts to support Yohannesian commercial interests overseas. One of our main objectives everyday is to convince friendly governments overseas, just like the government you represent today, that Yohannes as a nation of commerce and trade is a good member of the international community.
Yohannes is peaceful. We are confident that it is an economically successful country. Its people can be stubborn and distant, at first, but are loyal in the pursuit of common prosperity with other peoples of the international community.

Your diplomatic mission in Yohannes
This embassy exchange programme will deal with three things:
- Your diplomatic mission—an embassy, consulate and consulate-general, or legation—in the Nineteen Countries;
- Our diplomatic mission in your nation; and
- How to apply for the above-mentioned exchange
Every consulate (and consulate-general), legation and embassy property will be given their own government title, which will fall under the sovereignty of your government. There are many representatives from foreign nation-states in the designated diplomatic districts of the Nineteen Countries. They are mainly accredited diplomats, business visa residents, and intergovernmental organisation representatives.
The Embassy and Consulate Programme will allow your government to open three types of diplomatic missions in Yohannes.
- Embassy: The embassy of your government in the Nineteen Countries should deal with many important points concerning your relationship with the Yohannesian government. For instance, providing the avenue for senior diplomats from your nation to strike a deal with their Yohannesian counterparts. Your embassy is also the place where citizens and permanent residents from your nation may contact their government in person while abroad. Although not as common, sometimes Yohannesian senior scientists may also visit your embassy buildings to discuss possible bilateral scientific cooperation programme with your nation’s ambassador—they can be sponsored by the top research universities in your nation and Yohannes.
You can also expect to see a relatively senior Yohannesian politician in your embassy, because it will be the place where important business and political talks are kick-started with your nation’s most important representative in Yohannes.
Consulate and Consulate-General: Consulates are mainly used by nations which have long-standing relationship with each other. A smaller version of embassies, consulates are usually the place where cultural relationships, legal and consular matters, and regional trade initiatives in Yohannes can be made. However, bigger diplomatic initiatives such as nationwide trade talks and bilateral political agreements should be conducted in embassy buildings—not consulates.
Legation: Legations are just like embassies, but they are reserved mainly for nations which are located far away from Yohannes—so far away, that physically it’d be impossible for any sort of trade to be made between Yohannes and those far away nations. They are there to save money better used elsewhere by your government while still allowing your government to create a symbolical relationship with our nation.

i. The creation of diplomatic posting is a matter of agreement between two nation-states.
i.i. The nation-state known as the Nineteen Countries on the Yohannesian continent shall always fully acknowledge the sanctity of foreign nation-states’ diplomatic immunity, in accordance with the World Assembly resolution “Diplomat Protection Act.”
i.ii. For a chancery to be established in the Nineteen Countries, the Head of Mission of the resident mission must be sent in advance to formally register the mission and obtain diplomatic visa approvals for its diplomatic staff.

ii. Consulates, consulate-generals, and embassies in the Nineteen Countries must be established in the name of bilateral friendship, peace, security, and the equal rights of every citizen. It means any military-influenced initiative (e.g. military personnel accompanying diplomatic officers) will have to be justified and must be explained before Parliament’s select committee.
ii.i. Applications that do not abide by this requirement will be rejected.
ii.ii. Nation-states with embassies, consulate-generals, and consulates on the continent of Yohannes that fail to abide by this requirement will have all diplomatic staff deported and diplomatic buildings vacated following a fair trial.

iii. All Consuls, Ambassadors, or equal ranking diplomats are granted diplomatic immunity.
iii.i. Invalid if linked with first-tier crimes in accordance with the National Court Act 2007, i.e. criminal proceedings involving only the most serious offences of indictable nature, such as homicide, the act of kidnapping an individual in the Nineteen Countries, sexual violation, and any other to be categorised as such by existing and future provisions.
iv. Diplomatic immunity will not be granted to other diplomats, apart from Deputy Ambassador (or equal ranking diplomat) when the Ambassador is not appointed or unavailable.
v. The land plot in which the embassy is built or established on will fall under the provisional sovereignty of the posting nation; the buildings will, however, be owned by the owner of the embassy.
v.i. It means that the buildings will be maintained by the owner of the chancery, similar to private properties.
vi. Once diplomatic staff leave the ground of the diplomatic complex, they are expected to respect the laws of the Nineteen Countries.
vi.i. It means that weapons are not permitted outside the ground of the chancery without being licensed for public ownership by Parliament.
vii. All weapons must be inspected and be certified for private ownership by Parliament. A maximum of one rifle per security staff member; two side arms per security staff member; and three other weapons, i.e. swords, knives, pepper sprays and tazors, amongst other things, per security staff member are allowed. Armed vehicles are strictly illegal.
vii.i. Non-registered private ownership of weapons by non-residents on the continent of Yohannes is a vindictive crime, and all diplomatic staff will be deported and embassy buildings will be vacated.
viii. There is a limit of fifteen diplomatic staff members, ten security staff members, and eighty service staff members allowed.
viii.i. Consulates and consulate-generals have a limit of ten diplomatic staff members, five security staff member, and sixty service staff members.
ix. Administrative and technical members of a diplomatic team who are listed as citizens of the Nineteen Countries shall be given the jurisdictional immunity and diplomatic sanctity concerning the function or position which they exercise for their respective diplomatic teams only.
ix.i. Where the Parliamentary Under-secretary feels the entitlement or privilege acquired by any Yohannesian citizen in her or his respective team is more than what he or she should be accorded with in relation to her or his position, the Parliamentary Under-secretary may, with permission from Parliament’s select committee, modify or revoke the aforementioned diplomatic status.
x. The diplomatic team of a nation-state in the Nineteen Countries will enjoy the rights to use their government flag and emblem, wherever and whenever they wish to do so, within the chancery and to accompany their private means of transportation.
xi. The Office of Embassy Exchange Programme may—due to the lack of reciprocity by any body or nation-state—legally remove, with immediate effect, the above-mentioned privileges enjoyed by every diplomatic mission member of the aforementioned body or nation-state.
xi.i. The Parliamentary Under-secretary may, in accordance with the fourth introductory principle of the Rule of Law, bring any person accorded with immunity of diplomatic standing before the superior courts of the Justices of the Peace.
xii. In accordance with the fourth introductory principle of the Rule of Law, the Justices of the Peace of the Seven Highest Order can hear an appeal by a party to a civil proceedings in the Intermediary Appeal Court of the Nineteen Countries, subject to the application of a statute which invalidates the right of appeal against the decision, or if that decision is one of denial to give leave, or special leave to appeal to the Intermediary Appeal Court.
xii.i. Members of the Intermediary Appeal Court possess further the conditional powers and privileges of jurisdiction over any proceedings involving ambassadors, public and private bodies, consuls, and civil servants of foreign nation-states in the Nineteen Countries.
xiii. Where a deliberation of international or World Assembly standing is held on the continent of Yohannes, any authorised person, member, observer, or representative of the aforementioned body may be accorded such additional immunity and privileges as accorded to members of a nation’s diplomatic team.
xiii.i. Official staff of any authorised person, member, observer, or representative of the aforementioned body may be accorded such additional immunity and privileges as specified.
xiv. The Parliamentary Under-secretary, with the agreement of the Minister of Economy, Industry and Trade, may eliminate the application of existing levy or tax for any body corporate or person enjoying diplomatic immunity in the Nineteen Countries.
xv. Where first-tier crimes are not committed as specified under section three, clause one, international bodies and members of the aforementioned will be given immunity from any legal obligation before the Justices of the Peace.
xv.i. Any document or written record of diplomatic standing of the aforementioned body will be exempted from the First Amendment.
xv.ii. Any existing duty or tax may not be applied on members or persons of the aforementioned body.

xvi. The importing and exporting of goods must be reported to Customs Yohannes.
