Skills:

Adept at using sniper rifles and a handgun expert. Trained in close-combat, especially knife. Militarily trained. Being from Canadian Special Forces meant he has more extensive military and survival training and maintenance of various weaponry, navigation and orienteering, usage of explosives and pyrotechnics, first aid among many others. He is also well-versed in French and Indonesian, but that's unlikely to be important on the field of aliens and EXALT.

Personality: Sarcastic, tough and all-around troublemaker, Elsa lived as a rebellious and independent in her life so it is still on her personality. Nevertheless, she is a brave and loyal friend in times of need.

Bio:

Born in Toronto, Elsa had always expressed interest on music but despite that, her parents never really approved of her interest, and always tried to directed her to be businesswoman or a scientist. Nevertheless, she always wanted to be a musician, even started a band with her as the vocalist. Not quite success, though, as there are many, many indie bands in Canada. But even when her parents are not approving, she won scholarship for the Faculty of Music in University of Toronto, and did jobs as singer at local pub for her living conditions.

Rebellious, even more then when she was teenager, she got almost no opportunities after graduation. Desperate for job and to proved to her family that she could be independent without her family, she went into military. She proved herself to be highly independent, but at the same time being reckless over decision-making. She eventually reformed (sort of) as she grew older and with service in Afghanistan, both in the base, on the field, and when she was part of embassy security. Of course, the potential on her skills and development had gave her the position in JTF 2.

After 2 years of involvement with training in Iraq, she was offered a higher chance to be inside the new and international group of extra-terrestrial threats, something that had been informed inside the Canadian internal military affairs, and she heard of it. She accepted it, if it means it can protect the world.

Previous Assignment: Michel previously served in Afghanistan with the French Foreign Legion. His deployment period lasted from 2009 - 2014. His detachment undertook missions with the Coalition government. Michel's performance as a leadership role who undertook bold plans earned him the attention of his superiors. Upon return from service he was contacted by the Council who expressed interest in recruiting Michel. Without hesitation he accepted.

Personality: Michel is the type of person who overestimates their own abilities and underestimates others. This can put him at odds with his superiors, equals and subordinates. He is competitive too. However, he does recognize the value of human lives and is genuinely hurt when others are wounded or killed. Like a caramel candy Michel is composed of a tough shell and a soft interior. He is quick to reject intimacy. One way he accomplishes this is by acting xeno-phobic to his diverse comrades, though on the inside he secretly respects anyone who is willing to put their lives on the line in the face of such a daunting enemy.

Bio: Michel was born on January 17th, 1988. His father and mother, Pierre and Sophie Leroy, were well-off as a doctor and dentist couple. For the first four years of Michel's life the three lived in an upper class district of Paris. When 1992 came by Michel's little sister Christelle was born, and two years later so came Michel's younger brother Chevalier. Excessive pampering from his two busy parents and the position of oldest child contributed to his bloated self esteem as a child.

In school Michel was the type to establish dominance as a bully. He had no real hatred towards his victims he just believed that he and his family were 'on top' of most. He had a few friends, who were also bullies. None of whom knew Michel better than Lucas. The two were inseparable. Lucas also hailed from an upper class family. Michel liked Lucas not only because of his status but because the two shared so much in common. They both loved playing sports like rugby and football (soccer) and enjoyed drawing and telling stories.

Michel's talent for overestimation was proven true once again when he failed out of math and science. Despite his lack of effort he believed he would ace the course. He'd continue to perform mildly all the way up to the French equivalent of High School. He first began to rethink his fundamentals when a kid who Michel knew was living in almost poverty pulled straight A's after sinking in the time and effort. Michel at first couldn't chalk it up to anything more than luck. But when he asked him how he did it he soon realized that status had less to do with success than he thought.

Michel was destined to drop out of High School. His parents were never home, Michel believed he could pass with minimal effort and up until then he had. But the poor kid had inspired him somewhat.

He began to experiment. At first he'd do homework every off day. Then he'd gradually move onto doing homework every week day. As results accumulated he moved onto doing homework everyday. Of course his newfound success only served to amplify his superiority complex. But for the first time Michel was living in his fantasies. His first year report card was filled with grades he had always expected but never received. His personality improved somewhat. He now chalked it up to half from his status and half from his work ethic.

His second and third years of high school were met with similar results. Michel was in his room for hours on end at a time. But as the final exams rolled by he realized he had forgotten something. His only true friend, Lucas, had been left in the dust. What wasn't told was that as Michel dedicated more and more of his time to school, he gradually began ignoring Lucas' pleas to hang out or go places or really to do anything together. The two grew distant, and as Michel stood up onto the stage with a smile on his face his heart knew he had made a mistake.

With maturity came the realization that his parents were never there for him, he was a bit of an asshat and that he needed to grow up a bit and go out into the world. He was sickened with his former laid-back life. Although his sense of cockiness and superiority never truly left him he was now fully aware that they were there. The most appropriate avenue, he thought, to both escape his easy life and learn how hard life can be, is to join the military.

His experiences in the military made him realize that a human life is much more precious than he once thought. He realized how fragile his own was as his comrades were killed in action without warning. He had surprising aptitude with the tactical side of things. He developed the skills to improve in high school. So he practiced on the range for hours and got good at aiming too. But having sullied his only true friendship Michel's connections with his comrades were only surface level. The skills he did not hone were how to have a deep connections with other people.

The combination of the skills learned in his latter years of schooling and the few years he was stationed in Afghanistan made him a prime candidate for XCOM. And so, in 2014, when he received their message, he accepted with due haste.

There is a perk like that in the Foundry in XCOM, named Tactical Rigging. Basically, it allows every classes and not just Support (who can hold one more use for items) and Heavy (able to have two grenades) to have two kinds of gears. It is already existed here, but perhaps it can be expanded to include use of more than just one gear in each slots.

Yes and the XCOM Sniper Rifle is a variant of that weapon so in way, yes?

We can. Tactical rigging was an XCOM research path so that could easily fit that duty.

Skills: Other then the training given to her both by the Marine Core and the CPD, she has taken a liking towards hand to hand combat (going back to her youth) and physical fitness, if not on a mission or sleeping, she is often training and sparring.
Weakness:

Hard headed.
Despite, being a trained soldier, she is stubborn to a fault, if her stubbornness directly effect those around her, she will at least try to be more reasonable.

Size.
Even with being at peak condition, she it still relatively small person, and she knows is and hates it, but she makes due with what she has.

Direct combat.
While having received basic weapons training at Marine Basic, she much prefers long distance combat and thus, it less skilled at med to close range combat.

Personality: She predominantly tough and tomboyish, and can be a hell raiser at times. When in the field, her attitude calms down as she focuses that in to her work. That being said, the corp hammered in to her its traditions and behaviors and as such, will fallow orders mission goals. She is an intelligent person and likes to hide it in most cases. She is also a bisexual, but is still in the closet about it.

Bio: Born and raised for the first 4 years of her life in Havana Cuba in to poverty, she was picked on and often teased by the other children due to her situation and small size. Her mother, a "Women of the hour" Prostitute Would eventually give her up to a foreign adoption agency in order to give her a better life then one in the slums of Cuba. Being taken to Florida at age 6, she was taken in by a nice family with two older sons. Despite this, as she grew up she still tended to be tough and a tomboy, often protecting her older siblings. When she hit her teen years, she became less immature, yet still rowdy and often got in to fights. She gained a reputation in high school as a bitch of such a high caliber, none would dare to trifle with her. While this did take care of the bullies, it also made people afraid for her and made it hard for her to make friends.

Even as a delinquent in the Florida education system (it self the worst in the US...OOC: I'm not even making this up, as a student in Florida, it is really bad here) she managed to keep her grade up and graduated 3rd of her class on all but English. She would first try for the police force, but was rejected and after a night of heavy drinking, woke up to find her self in jail with one hell of a hang over and newly enlisted in the United States Marine Corps. She decided it would be good for her, and joined. It would upset her adopted parents, but they understood, knowing that her personality and nature was perfect for the Marines.

She shipped of to Basic training in 2007 and passed with flying colors, abet with notes on her records on problems with fallowing orders. She would be given the chance to go to Marine Sniper school after scoring high on Marksmanship tests, often beating her instructors. Being trained on the M40A1, she found it to be small and often disliked the rifle's ergonomics. During her training, she was offered and accepted training from the UK Royal Marines sniper school and fell in love with the Arctic Ware series of rifles, specifically the Arctic Warefare Magnum in .338 Lupa.

She would serve a single tour of Afghanistan were she would hone her skills along with her spotter. Towards the end of the tour, she was involved in an ambush by insurgents and her spotter was killed and her self badly wounded. Being extracted by USAF PJ (Para-rescue Jumpers) while bleeding and still under enemy fire. She would spend a year at Walter Reed, recovering both physically and mentally. She was diagnosed with mild PTSD and honorably discharged. Finding her skills useless in most jobs and in need of money, she returned home to Florida and was given the idea of joining the Police. Passing academy with flying colors, the question of her mental health was brought up when she applied to join the SWAT team and after the rigors of mental testing, she was passed.

However, JSO would have no need for a trained military sniper and instead was transferred to the Chicago PD SWAT team as a over watch sniper. Most of the time, she was given a M-14 and while it was a good rifle, she found her self longing to use the AWP (Arctic War fare Police). She saved her own paychecks and bought the rifle it self, as well as the attachments. Using it with joy, she was successful on the missions she was sent on and gained a reputation in Law enforcement for being a dead shot. The CIA would approach her and try to recruit her 3 times for X-COM before she agreed and only did so one two conditions: 1: She be given a AWM (Arctic Warfare Magnum) and 2: A file on her birth mother.

All the while, she has fostered a impressive skill in hand to hand combat, this combined with her physical fitness she has kept and her attitude, she probably is the person who would try to fist fight a *cough* Muton *cough* and win, provided she got the first punch. Has a love of Classic rock, and carries her USMC K-bar on her at all times.
