One paragraph history of your country (if new country): After Commandant Stull seized power, DC and the surrounding counties became a warzone. Millions of civilians, federal employees, and forces loyal to the old government were now caught inside the new regime's sphere of influence, and thousands were killed in the fighting. As the situation stabilized, residents of the area opposed to the martial law imposed by the Stull regime began to organize, covertly and publicly. Those who did the latter were jailed or killed when they took to the streets. The covert groups formed an alliance in May 2016 dedicated to restoring the "true" United States Government to power and avenging the deaths of their fellows. Decentralized and efficient, the Council's membership is made up of over 30 tight-knit cells, operating mostly within the bounds of the District of Columbia. The Council itself is headed by the Executive Committee, elected by the heads of the member cells. Other loosely-affiliated gangs and groups work with the Council to assist with its guerrilla war against Stull's forces in the DMV. The Militia is also seeking material and financial support from outside forces, which will be an important component of this RP. The active forces of the council number around 16,000, with a further 10,000 internally displaced persons living among the cells' bases, which vary from tiny Baltimore apartment basements to whole farms and summer camps in Virginia.
One paragraph history of your character: This RP will follow two central Council figures:
Commander Leonard Rose is the President of the DMV Resistance Council, and is often referred to by his position's codename of Archbishop. An ex-Ranger and retired narcotics cop with the DC Metro Police, Rose was a community organizer for the DC Neighborhood Alliance before the coup. After his wife and grandkids died in the fighting, Rose went underground with a bunch of former DC cops and formed the Patrolmen, which grew to be the largest contributing member to the Council at the time of its founding. He has succeeded so far in maintaining the integrity of the Council, but at the time of the RP's start he will be facing some internal strife from the Kings of Baltimore, another major Council member made up of Baltimore police, Maryland State Troopers, and ex-cons.
Marcus Vindictus Witt was a student at a DC university before the coup, struggling along with his studies and smoking his nights and weekends away. When DC fell into chaos, he led a few dozen of his fellow students on an exodus underground into the myriad of tunnels beneath the city. Linking up with other survivors, they eventually formally founded the Underground Dankroad, an ever-growing network of college students-turned-smugglers, supply depots, and raiding parties that regularly steal from the military forces above to supply the Council's DC-area efforts. Witt heads it, mostly going by his alias Dr. Greenthumb (so named because of the heavy instance of marijuana smokers in his organization, as well as the massive underground pot farm that he uses to supply both surface residents and other Council cells). The Dankroad is the Council's primary source of information and supply in the DC proper, and always facilitates transport and other support components of sanctioned Council ops there.
