You can appear in Mossdeep, Rustboro, or Slateport. Any will do, but Mossdeep would be recommended for Draco (Boss Man), and anyone you want fighting should be either in one of the other 2 cities or heading there.

Biography: Cry is what happens when you raise a Child all their life to be a killing machine. Kidnapped as an infant by Team Galactic Grunts, he was raised all his life as an experiment; to see if ZHumans could be taught total obedience. It worked, to a point. Cry did become one of the greatest Human assets Team Galactic had, ruthlessly crushing any Trainers he met. However, his emotionsc ould not be made to completely go away. One day, after commiting a particularly brutal murder in the name of the ever-strengthening Team Galactic, he felt guilt. It was the first emotion he had felt in a decade. Cry had simply forgotten how to react to emotions. So, leading to his name, he cried. And cried. And cried. However, Cry's mind is deranged, so sometimes he'll be immobilized in his room, crying, while other times he'll be fine and crushing enemies of Team Galactic. These strange moodswings make him a risky asset, but he is a powerful one, and Team Galactic doesn't like to waste pawns they spent so much time and money training and molding. Thus is the story of Cry, a lost soul with no grip on his emotions.

- History/Personality: The Biological Brotger of Espeon, Umbreon refuses to give up hope, even in a world full of terror, pain, and suffering. Always cheering on his master, he always has hope that Cry, one day, will feel better. Until then, all he can do is comfort Cry.
Optional Section:
Personality: It all depends what he's like when you meet him. If he's in 'emotional mode' as it has been labeled by Galactic Scientists quite sympathetic to him, he won't be able to speak, and in worse cases, will be so locked within his own world that he won't even notice you. Other times he's fine and ready to battle on behalf of Team Galactic, but he still doesn't say much. Cry isn't talkative; he was trained to not be. At times when he is functional, he'll try to be polite, but is so completely unaware of Social Customs that oftentimes he comes off as strange and rude.
Likes: He does not form his own likes and dislikes. He has been trained to have no opinion other than that of Team Galactic's, and that training has been his life.

Sorry, I didn't phrase it correctly: They aren't on the Coalition's or the Resistance's side. They aren't interested in these categories - hurt the wildlife and you are their enemy, no matter who you are, who your friends are and who has your back.
