Intorduction
Liaki, the fourth most populous city in the United Cantons is located Liaki Canton and recently became the capital of The United Cantons. It is designated as The United Cantons of South New Caledonia's International Exchange Student Program host bid for the year 2015.

Overview

Liaki is first reffered to in 250 BC by an Ekke(a Nou tribe) traveler Mius, he shortly described the city as a newly founded, yet extremely well designed city that has potential to grow in the future. According to the Historical University of Liaki it was founded around 250 BC.(most likely in 248 BC.) by the Lia tribe which dominated the territories of modern-day United Cantons together with the Meo tribe. It was know as Liaberg until 1714.
As Liaki was located on the Li River estuary it quickly became an important trade hub. In 238 BC. the Lia tribe gained control of the Meo land through succession(after the Meo leader died without an heir the Meot tribe was inherited by the Lia tribe) and controlled about 80% of modern daySouth New Caledonia. Liaki became the capital of the United Noulands in 210 BC. when all Nou tribes were finally united under one banner, when the empire collapsed in 50 BC. Liaki became the capital of the most important Nou Kingdom,the Lia Kingdom. It was the capital of The Most Serene Republic of South New Caledonia from 438 to 1879 when the communist government moved the capital to Noumea to show the government's lack of respect towards Nou tradition. Finally, Liaki became the capital of the United Cantons of South New Caledonia on the 25th of May 2015 to commemorate the end of radical far-left/far-right rule and the beggining of a new era in Nou history.

The transportation system of Liaki significantly differs from the modern highway hub that is Noumea. Trams, Trolleys, Scooters, taxis and Bicycles are the only vehicles that can be seen on the roads of Liaki, making its' streets unique. Cars other than taxis are prohibited from entering Liaki.

Another unusual thing about the transportation system of Liaki is the "King Masselius' Funicular" which connects the Oceanic District with the Sunshine Hills district. The exchange students will arrive at The Liaki International Airport and will be able to use public transport in Liaki Canton free of charge if our city's bid wins. You can travel to the Canton's smaller cities by bus and by monorail to the larger cities. There is a High Speed Rail that goes from Neu Graz through Liaki to Noumea. The airport is conected to the city center by a tram and monorail line.

The city published a popular free smartphone app that lets you plan your journey through Liaki using public transport and can help you get to the important city landmarks.

Most of the time there is no need to wait longer than 2 minutes for your tram, 4 minutes for your trolley and 5 minutes for your monorail train. Students, elders (over 70 years old) and govrnment officials can use Liaki's transportation system free of charge.

Nearly all of Liaki inhabitants speak Lia, Nou and English, other dialects of Nou such as Kisanbe can also be noticed in the city. Lia, the city's dominant language is a heavily slavic-influenced latin language with elements of Korean and German. Not suprisingly, Kasame dialect is spoken in the Little Kasama District(the southmost district of Liaki).

Liaki is the cultural hotspot of the United Cantons with several Lia Vocaloid concerts that attract milions of tourists from South New Caledonia and abroad being held every year. Vocaloid songs, Folk Metal/Rock and SNC Pop are the most popular kinds of music in Liaki.

Liaki is notorious for its' luxurious restaurants which do not serve typical Nou food, the city's rich culinary culture has developed so well because the city was the most important trade hub in South New Caledonia for thousands of years. Liaki's food is a mix between Nou culture and various other cultures. As a result it is the only region where people eat meat instead of fish, although everything is still traditionally served with rice. Just don't try to order pork, it was given to slaves before slavery was illegalized in 563 and is viewed as a tactless, barbarian dish. Lemonade is the Liaki Canton's culinary speciality since 1922 and is served with nearly every dish, or with wine/advocat tea in case you're not keen on lemonade.

The city is highly digitalized and basically any important information can be found on-line, people in Liaki are always in a hurry and simply cannot live without watches. If you like living an active life without boredom Liaki is a city for you.

Geography

The city is located on the Li River estuary, mountains surround it from the east and the south. In the west is the Oceanic district which is located by the bay of Liaki, east of it is the Sunshine hills district and south of it is the City Center. There is an old, post-communist road that goes right through the Oceanic district, it is the Federal Expressway No.4 it was built in 1933 to connect all of the cities that are located on the coastline, it is a beautiful, scenic road. Neu Graz is located north of Liaki and Noumea is located south of it, if you decide to travel to one of these big cities by car you can either use that road or the modern Federal Highway No.1, although traveling by rail is much faster.

Other Information


Things Students Need to Know:
  • The Legal age of consent in The United Cantons is 22, although due to extremely strict privacy laws law breakers are neither seeked for, nor prosecuted
  • South New Caledonian laws apply to all foreign students
  • Murderers are rehabilitated and integrated back to the society
  • Theft for exchange students will result in a fine equal to the worth of the object and immediate deportation
  • The Lia word for "Hello" is "Illa", and the word for "Goodbye" is "Livatus Victi"
  • When hailing a taxi, face the road and point your forefinger at the road like this
  • The Exchange rate in The United Cantons is 1 Piquantas(ℭ)= 2.123 NSD
  • All Recreational Drugs except Nitrous oxide, Coffeine and Alcohol(the laws depend on the Canton) are illegal, students who use them will be immediately deported and denied access to the territories of South New Caledonia, "Light Alcohol"(wine, advocat tea and alcoholic candy) is legal for people over 14 years old in Liaki Canton
  • Students are permitted to carry concealed handuns in the public, but must leave them in special lockers in the restroom before entering the school building
  • Students will not be permitted to hunt as they're expected to stay in the city area for most of their stay
  • Students are allowed to pick either a single or double room, in the second scenario, they will be assigned a roommate, students can always move to a single room if their roommate disapoints them
  • The Emergency number in The United Cantons is 411
  • The police is called the "Volunteer Militia" or "Milicia Osotina" in Lia

Climate

Liaki's temperature can be as high as 45°C in July, whilst in January it can reach 11°C. The summers are really dry and hot, springs humid and cold, autumns dry and hot and winters humid and moderately hot.

Exchange students will be attending the Michaelus Qiu Seeus Academy, the second most prestigious high school in South New Caledonia. It was built in 1846 at the orders of Serene Doge Kornelius Machabeus to educate the rich patrician children of the Republic. It accepted both men and women since its' founding and was closed during the Communist government's rule. The academy was reactivated by Akane Takeda, the infamous ultra nationalist that ended the communist rule.

The students have a big variety of additional subjects to chose from(42), including the academy's specialities: Chemistry, Geopolitics, Lia Language. They must pick at least 20 of them + three compulsory subjects: Nou Language and Literature, Engish and math.

The Riverside Apartament Complex, in which the students will be accomodated offers small, yet extremely efficient and practical rooms. It can be accessed by the Trolley line number 42, Bus line number 132 and Water Tram line number 3. The complex has a garage space in case one of the students decides to buy a scooter or a bike, it takes roughly 17 minutes to get to the city center from the apartments the fastes way(water tram) and 4 minutes to get to the Academy(trolley). Modern computers with free of charge internet access(both wi-fi and cable plugged) and free of charge access to the Nou National Television(12 channels) are provided at the courtesy of Liaki Digital Enterprise(LDE).

All of the students will receive a scholarship of 300 ℭ a month(in cash) and will be able to gain more scholarships by winning various national competitions. Students are permitted to bring an unlimited amount of money from their own country, we highly recommend bringing money as food prices in The United Cantons may suprise you.

Free uniforms that all students must wear during lessons will be provided for free, they are extremely stylish and were designed by "Lia's Apparel", a company based in Liaki.

Lia Vocaloid represents Liaki Canton


Are you a fan of Lia Vocaloids?
Proably not as they're not popular outside the United Cantons, although I bet that if you go to one of the Vocaloid concerts in Liaki you'll fall in love with them. You can see a small concert in the Lia Concert Hall in the Sunshine Hills District every evening and a bigger concert a few times a year- usually to commemorate an important historical event. The mot popular South New Caledonian Vocaloids are: Lia, Meo, Kisa and Negua, they are named after various Cantons of South New Caledonian and each one of them is a patron of one of a Canton. They basically are animated characters that are displayed at a special scene in 3d, their pitch is abnormally high and they sing really fast. Nevertheless, they are extremely popular especially among Nou teenagers.

If you like latest technological gadgets you must visit the Liaki Technological Mall, you can buy South New Caledonian phones, tablets and other gadgets that have not yet been exported to any other country there. Liaki is the center of the world IT production and it has the potential to amaze every technology lover.

If you are not so much keen on technology though, visit the Liaki Fashion Gallery in the Oceanic District. You can look fabulous with the latest Nou fashion pieces and look like a true Nou.

You are also able to visit the Nou Air Force Museum, the Nou Military Museum, the Nou Car Museum or the Great Nou Library if you preffer silence and a bit of history. If you like long walks, take the water tram north to Ammenberg and walk around the Liaki Forest Reserve or go to the old city and take look at traditional Nou architecture while sipping lemonade.

Another place that you most likely would like to visit is the Sasandu District, the fincancial district of Liaki. It was designated to be the only part of South New Caledonia foreign sailors may visit in 547 AD., it was the only center of trade for about 600 years. It was famously nick-named The Red Jewel in the Turquoise Crown by Serene Doge Maccientus von Claudus as it was the only part of South New Caledonia that has totally westernized(and is to this day). Western customs and language ousted the Nou culture almost entirely leaving a small western district in an isolationist and traditionalist country. The western influence spread to Noumea in the beggining of the 21st century, whilst Liaki maintains its' unique multicultural tradition. Remains of the medival port district for foreigners and the Nou fortress are surrounded by modern skyscrapers that contain corporate offices and call centres. It is located at the end of the Liaki Monorail and on the Federal Expressway No.1.

You won't be able to find any night clubs or strip clubs though, the closest ones are located in the economic capital, Noumea. You wouldn't be allowed in them anyway as only adults(over 20 years old) can access them.

Healthcare, Insurances and Banking
South New Caledonia maintains a network of publicly owned hospitals and subsidizes private clinics which take care of less severe illnesses. In case an exchange student must be hospitalized we highly recommend having a health insurance as treatment costs will have to be covered privately. Insucrances are not expansive in The United Cantons, therefore The Ministry of Tourism & Promotion highly encourages all tourists to insure themselves in South New Caledonia if they forgot to do so in their country. South New Caledonian Insurances can be bought by foreigners in the Sasandu District, the financial part of the city located south-west to Liaki. The Sasandu district is connected to Liaki's monorail network, it can also be accessed using the Federal Expressway No.1.

The three biggest bank in the United Cantons are: Nou Bankus, Liakska Banka and Savebanka. Students are highly encouraged to tranfer their money to a South New Caledonian credit card as foreign credit cards are additionally taxed(4% more). Whilst payment by cash may not be accepted in some stores, all stores are required to accept credit card payment by law.

Essentials for Exchange Students in Liaki and forbidden objects
  • An active passport and a "V" category visa that can be obtained in any South New Caledonian embassy
  • Money to cover additional living expenses, whilst 600 NSD that the government supplies you every month may seem enough, it is not due to the arid plow in South New Caledonia(all of the food has to be imported from abroad)
  • Camera, South New Caledonia is a beautiful country tha you most likely want to have photos of
  • Clothes or more money, fashionable clothes that help you blend into the environment can be bought in Liaki at low prices, although you can bring your own clothes
  • Please bring a Smartphone, it is essential to using the complicated public transportation system
  • Don't bring any narcotics
  • You are able to bring a gun, although it is pointless as hunting is illegal and the Volunteer Militia patrols the streets for any criminals(Due to the recent statement published by the IESP, students aren't allowed to bring guns with them. If they decide to do so, their weapons will be confiscated by the airport seurity and given back before the departure flight)

The students have a big variety of additional subjects to chose from(42), including the academy's specialities: Chemistry, Geopolitics, Lia Language. They must pick at least 20 of them + three compulsory subjects: Nou Language and Literature, Engish and math.

The Riverside Apartament Complex, in which the students will be accomodated offers small, yet extremely efficient and practical rooms. It can be accessed by the Trolley line number 42, Bus line number 132 and Water Tram line number 3. The complex has a garage space in case one of the students decides to buy a scooter or a bike, it takes roughly 17 minutes to get to the city center from the apartments the fastes way(water tram) and 4 minutes to get to the Academy(trolley). Modern computers with free of charge internet access(both wi-fi and cable plugged) and free of charge access to the Nou National Television(12 channels) are provided at the courtesy of Liaki Digital Enterprise(LDE).

All of the students will receive a scholarship of 300 ℭ a month(in cash) and will be able to gain more scholarships by winning various national competitions. Students are permitted to bring an unlimited amount of money from their own country, we highly recommend bringing money as food prices in The United Cantons may suprise you.

Free uniforms that all students must wear during lessons will be provided for free, they are extremely stylish and were designed by "Lia's Apparel", a company based in Liaki.

Are you a fan of Lia Vocaloids?
Proably not as they're not popular outside the United Cantons, although I bet that if you go to one of the Vocaloid concerts in Liaki you'll fall in love with them. You can see a small concert in the Lia Concert Hall in the Sunshine Hills District every evening and a bigger concert a few times a year- usually to commemorate an important historical event. The mot popular South New Caledonian Vocaloids are: Lia, Meo, Kisa and Negua, they are named after various Cantons of South New Caledonian and each one of them is a patron of one of a Canton. They basically are animated characters that are displayed at a special scene in 3d, their pitch is abnormally high and they sing really fast. Nevertheless, they are extremely popular especially among Nou teenagers.

If you like latest technological gadgets you must visit the Liaki Technological Mall, you can buy South New Caledonian phones, tablets and other gadgets that have not yet been exported to any other country there. Liaki is the center of the world IT production and it has the potential to amaze every technology lover.

If you are not so much keen on technology though, visit the Liaki Fashion Gallery in the Oceanic District. You can look fabulous with the latest Nou fashion pieces and look like a true Nou.

You are also able to visit the Nou Air Force Museum, the Nou Military Museum, the Nou Car Museum or the Great Nou Library if you preffer silence and a bit of history. If you like long walks, take the water tram north to Ammenberg and walk around the Liaki Forest Reserve or go to the old city and take look at traditional Nou architecture while sipping lemonade.

You won't be able to find any night clubs or strip clubs though, the closest ones are located in the economic capital, Noumea. You wouldn't be allowed in them anyway as only adults(over 20 years old) can access them.

He doesn't want to live in a big urban city as far as Arstravia cities are pretty old and medieval-shaped, so I think your capital city would fit perfectly well !

Same thing with Krjístaena, pretty much everyone will have have to take a basic Insaeldic Language class and will most likely be taught in English to make it easy since most everyone seems to atleast have a basic grasp of English. Although if you need special assistance given a language barrier will be more then willing to assist said person.

I must say everyone has far better uniforms then I do but I'm pretty sure mine are the most realistic of the bunch :p

Overview

Liaki is first reffered to in 250 BC by an Ekke traveler Mius, he shortly described the city as a newly founded, yet extremely well designed city that has potential to grow in the future. According to the Historical University of Liaki it was founded around 250 BC.(most likely in 248 BC.) by the Lia tribe which dominated the territories of modern-day United Cantons together with the Meo tribe. It was know as Liaberg until 1714.
As Liaki was located on the Li River estuary it quickly became an important trade hub. In 238 BC. the Lia tribe gained control of the Meo land through succession and controlled 80% of South New Caledonia. Liaki became the capital of the United Noulands in 210 BC. when all Nou tribes were finally united under one banner, when the empire collapsed in 50 BC. Liaki became the capital of the most important Nou Kingdom,the Lia Kingdom. It was the capital of The Most Serene Republic of South New Caledonia from 438 to 1879 when the communist government moved the capital to Noumea to show the government's lack of respect towards Nou tradition. Finally, Liaki became the capital of the United Cantons of South New Caledonia on the 25th of May 2015 to commemorate the end of radical far-left/far-right rule and the beggining of a new era in Nou history.

The transportation system of Liaki significantly differs from the modern highway hub that is Noumea. Trams, Trolleys, Scooters, taxis and Bicycles are the only vehicles that can be seen on the roads of Liaki, making its' streets unique. Cars other than taxis are prohibited from entering Liaki.

Another unusual thing about the transportation system of Liaki is the "King Masselius' Funicular" which connects the Oceanic District with the Sunshine Hills district. The exchange students will arrive at The Liaki International Airport and will be able to use public transport in Liaki Canton free of charge if our city's bid wins. You can travel to the Canton's smaller cities by bus and by monorail to the larger cities. There is a High Speed Rail that goes from Neu Graz through Liaki to Noumea. The airport is conected to the city center by a tram and monorail line.

The city published a popular free smartphone app that lets you plan your journey through Liaki using public transport and can help you get to the important city landmarks.

Most of the time there is no need to wait longer than 2 minutes for your tram, 4 minutes for your trolley and 5 minutes for your monorail train. Students, elders (over 70 years old) and govrnment officials can use Liaki's transportation system free of charge.



Language and Culture

Nearly all of Liaki inhabitants speak Lia, Nou and English, other dialects of Nou such as Kisanbe can also be noticed in the city. Lia, the city's dominant language is a heavily slavic-influenced latin language with elements of Korean and German. Not suprisingly, Kasame dialect is spoken in the Little Kasama District(the southmost district of Liaki).

Liaki is the cultural hotspot of the United Cantons with several Lia Vocaloid concerts that attract milions of tourists from South New Caledonia and abroad being held every year. Vocaloid songs, Folk Metal/Rock and SNC Pop are the most popular kinds of music in Liaki.

Liaki is notorious for its' luxurious restaurants which do not serve typical Nou food, the city's rich culinary culture has developed so well because the city was the most important trade hub in South New Caledonia for thousands of years. Liaki's food is a mix between Nou culture and various other cultures. As a result it is the only region where people eat meat instead of fish, although everything is still traditionally served with rice. Just don't try to order pork, it was given to slaves before slavery was illegalized in 563 and is viewed as a tactless, barbarian dish. Lemonade is the Liaki Canton's culinary speciality since 1922 and is served with nearly every dish, or with wine/advocat tea in case you're not keen on lemonade.

The city is highly digitalized and basically any important information can be found on-line, people in Liaki are always in a hurry and simply cannot live without watches. If you like living an active life without boredom Liaki is a city for you.

Geography

The city is located on the Li River estuary, mountains surround it from the east and the south. In the west is the Oceanic district which is located by the bay of Liaki, east of it is the Sunshine hills district and south of it is the City Center. There is an old, post-communist road that goes right through the Oceanic district, it is the Federal Expressway No.4 it was built in 1933 to connect all of the cities that are located on the coastline, it is a beautiful, scenic road. Neu Graz is located north of Liaki and Noumea is located south of it, if you decide to travel to one of these big cities by car you can either use that road or the modern Federal Highway No.1, although traveling by rail is much faster.

Other Information


Things Students Need to Know:
  • The Legal age of consent in The United Cantons is 22
  • South New Caledonian laws apply to all foreign students
  • Murderers are rehabilitated and integrated back to the society
  • Theft for exchange students will result in a fine equal to the worth of the object and immediate deportation
  • The Lia word for "Hello" is "Illa", and the word for "Goodbye" is "Livatus Victi"
  • When hailing a taxi, face the road and point your forefinger at the road like this
  • The Exchange rate in The United Cantons is 1 Piquantas(ℭ)= 2.123 NSD
  • All Recreational Drugs except Nitrous oxide, Coffeine and Alcohol(the laws depend on the Canton) are illegal, students who use them will be immediately deported and denied access to the territories of South New Caledonia, "Light Alcohol"(wine, advocat tea and alcoholic candy) is legal for people over 14 years old in Liaki Canton
  • Students are permitted to carry concealed handuns in the public, but must leave them in special lockers in the restroom before entering the school building
  • Students will not be permitted to hunt as they're expected to stay in the city area for most of their stay
  • Students are allowed to pick either a single or double room, in the second scenario, they will be assigned a roommate, students can always move to a single room if their roommate disapoints them
  • The Emergency number in The United Cantons is 411
  • The police is called the "Volunteer Militia" or "Milicia Osotina" in Lia

Climate

Liaki's temperature can be as high as 45°C in July, whilst in January it can reach 11°C. The summers are really dry and hot, springs humid and cold, autumns dry and hot and winters humid and moderately hot.

Exchange students will be attending the Michaelus Qiu Seeus Academy, the second most prestigious high school in South New Caledonia. It was built in 1846 at the orders of Serene Doge Kornelius Machabeus to educate the rich patrician children of the Republic. It accepted both men and women since its' founding and was closed during the Communist government's rule. The academy was reactivated by Akane Takeda, the infamous ultra nationalist that ended the communist rule.

The students have a big variety of additional subjects to chose from(42), including the academy's specialities: Chemistry, Geopolitics, Lia Language. They must pick at least 20 of them + three compulsory subjects: Nou Language and Literature, Engish and math.

The Riverside Apartament Complex, in which the students will be accomodated offers small, yet extremely efficient and practical rooms. It can be accessed by the Trolley line number 42, Bus line number 132 and Water Tram line number 3. The complex has a garage space in case one of the students decides to buy a scooter or a bike, it takes roughly 17 minutes to get to the city center from the apartments the fastes way(water tram) and 4 minutes to get to the Academy(trolley). Modern computers with free of charge internet access(both wi-fi and cable plugged) and free of charge access to the Nou National Television(12 channels) are provided at the courtesy of Liaki Digital Enterprise(LDE).

All of the students will receive a scholarship of 300 ℭ a month(in cash) and will be able to gain more scholarships by winning various national competitions. Students are permitted to bring an unlimited amount of money from their own country, we highly recommend bringing money as food prices in The United Cantons may suprise you.

Free uniforms that all students must wear during lessons will be provided for free, they are extremely stylish and were designed by "Lia's Apparel", a company based in Liaki.

Are you a fan of Lia Vocaloids?
Proably not as they're not popular outside the United Cantons, although I bet that if you go to one of the Vocaloid concerts in Liaki you'll fall in love with them. You can see a small concert in the Lia Concert Hall in the Sunshine Hills District every evening and a bigger concert a few times a year- usually to commemorate an important historical event. The mot popular South New Caledonian Vocaloids are: Lia, Meo, Kisa and Negua, they are named after various Cantons of South New Caledonian and each one of them is a patron of one of a Canton. They basically are animated characters that are displayed at a special scene in 3d, their pitch is abnormally high and they sing really fast. Nevertheless, they are extremely popular especially among Nou teenagers.

If you like latest technological gadgets you must visit the Liaki Technological Mall, you can buy South New Caledonian phones, tablets and other gadgets that have not yet been exported to any other country there. Liaki is the center of the world IT production and it has the potential to amaze every technology lover.

If you are not so much keen on technology though, visit the Liaki Fashion Gallery in the Oceanic District. You can look fabulous with the latest Nou fashion pieces and look like a true Nou.

You are also able to visit the Nou Air Force Museum, the Nou Military Museum, the Nou Car Museum or the Great Nou Library if you preffer silence and a bit of history. If you like long walks, take the water tram north to Ammenberg and walk around the Liaki Forest Reserve or go to the old city and take look at traditional Nou architecture while sipping lemonade.

You won't be able to find any night clubs or strip clubs though, the closest ones are located in the economic capital, Noumea. You wouldn't be allowed in them anyway as only adults(over 20 years old) can access them.

Essentials for Exchange Students in Liaki and forbidden objects
  • An active passport and visa
  • Money to cover additional living expenses, whilst 600 NSD that the government supplies you every month may seem enough, it is not due to the arid plow in South New Caledonia(all of the food has to be imported from abroad)
  • Camera, South New Caledonia is a beautiful country tha you most likely want to have photos of
  • Clothes or more money, fashionable clothes that help you blend into the environment can be bought in Liaki at low prices, although you can bring your own clothes
  • Please bring a Smartphone, it is essential to using the complicated public transportation system
  • Don't bring any narcotics
  • You are able to bring a gun, although it is pointless as hunting is illegal and the Volunteer Militia patrols the streets for any criminals

Flardanian Host Bid City for IESP RP





Introduction


Kairaku is the largest city located in the Taisuist Republic of Flardania in terms of size and population, it is the provincial capital of the Zipangu Province, with the Pacific to the east and the evergreene spiritual forest which contains the highest elevation point in Flardania Mt.Ilber. Kairaku is known as the city of pleasure and contains a Ferris wheel, night clubs, and a lot of local sport teams including the highly rated football clubs Kairaku Nymphs FC in the Konami Premier League as well as the hosting venue for the Flardania national football team home games. Kairaku is the Flardanian International Exchange Student Program host bid for this year.

Overview

The city of Kairaku can be traced back to Flardania's feudal period. It was originally a fortress set up by future Emperor, Hisahito Ransugawa, the bastard son of Emperor Suzaku. He escaped being killed by the emperor when guided up north by the Goddess Ilias. He named the fortress as Kairaku originally for the ironic statement seeing that his life was currently anything but pleasurable.

Years later after being an actual city under now Emperor Hisahito was well positioned. The city, having the Pacific to the west, Mt. Ilber/holy forest to the north and situated on the Kohaku river meant great opportunity for trade and defense from neighboring city-states. It had enough successful trade where Kairaku was able to trade with Japan, Korea, and China. Arts, foods, science, weapons, and even natives of Korea and Japan begun to settle down in Kairaku and eventually other parts of Zipangu.

Kairaku used to be the third largest city after the capital Megalo Mesembria and La Rousse but post treaty of San Fransisco has had a special appeal and feel to it although some envious neighbors would claim that it was because it was never bombed in the second great war.

Being the largest city in Flardania, Kairaku is a large travel hub connecting the world to Flardania and connecting Flardania itself.Kairaku is served by two airports and an airfield:Nia Teppelin Memorial International Airport, where the students will come in (International and Regional), Shizuku Airport (Domestic and Regional), and Osako Airfield primarily used for privately-owned flights.

Kairaku transit system comes in the form of the ZTA (Zipangu Transit Authority)Buses, The Metro (Subway), the NLRS Zipangu Line and NLRS Trans-Flardania lines. The Metro lines travel to all of Kairaku's districts, some nearby prefectures and the 3 Line which visit one of Nabaek prefectures. The main terminal of Kairaku's metro is Destiny Station, which runs all lines in the city.

The metro can be quite congested despite the frequent service. No metro system is perfect and most Flardanians like to save their cars for leisure rather than commute to work and elect to take the Metro. The worst times to ride the metro are 05:30-07:45 a.m. and 04:00-05:30 P.M. as these are the rush hours of Kairaku.Other options include the ZTA which is recommended if there is a line that heads near your destination.

The metro and ZTA both cost 1.50 OSD which can be paid in coins, 1 OSD bills with coins for ZTA and Le Carte Métro for both Metro and ZTA usage.

Language and Culture


Like the rest of Flardania, citizens of Kairaku primarily speak French and Japanese (Think Hong Kong but with French and Japanese) as official duel languages, but our thought English in schooling and therefore a majority can speak English as well but prefer Japanese and French. Due to former English presence and awe associated with them. Flardanians learn English with an english accent as they find it to be the official way of pronunciation. A minority of citizens can speak languages such as Korean, Mandarin and Vietnamese. Certain districts, such as Doitsu-mura (German Village), speak Deutsch. Other ethnic districts follow the same.

Flardanians value respect, equality, and diversity like the nations motto. Flardanians also have a unique view own morals due to the state religion being the Lake Shore Order (LSO). Because of the state religion people can be annoyed at you for racism, homophobia, disrespect for the poor and elderly. If a Flardanian ever curses out a foreign it's properly because you messed up.

Same-sex marriage is partially legal throughout Flardania, people are interviewed prior to being allowed a homosexual union. If denied the couple can receive a civil union and still receive benefits just not the tittle married. Citizens tend to be very centrist on all social issue often times taking the centrist views of the church (LSO).

Nicotine cigarettes are illegal in the the Zipangu region while electronic cigarettes are legal. Also with the Goddess Ilias viewing sex as something spiritual and a normal functions as well as the government trying to employ health measures and tax revenue legalized prostitution in 2007.

Flardanian cuisine is largely based upon Rice, Vegatables, and Meats Also popular is Fish, Poultry, Soups, Crustaceans. Flardanians also like to eat there foods hibachi style as well.

Geography


Kairaku is located on the eastern side of the Kohaku river,Lake Nadia,the evergreene forest, and Mt. Ilber to the north. East of the city lies the pacific ocean. Hunting is illegal in the evergreene forest, violation can mean jail time or deportation. Litter is higly discouraged in Flardania as well.

Other Information


Things Students Need to Know:
  • The legal Age of Consent in Flardania is 16.
  • While staying in Flardania, all it's laws apply to exchange students.
  • Murder is a crime punishable by: 1st Degree: Up to 50 years in prison, 2nd Degree: Up to 25 years in prison, 3rd degree: up to $700,000 NSD fine, deportation and/or up to 1 yr in jail.
  • Theft for exchange students will result in a fine of up to $15,000 depending of the severity and previous offenses plus the worth of the object.
  • The Flardanian words for 'hello' is 'Kon'nichiwa' or 'Bonjour', and the word for goodbye is 'Sayōnara' or 'Au Revoir'.
  • When hailing a taxi, step to the curb and extend your index and middle finger and hold at a 45 degree angle or wave in that position between 90 and 45 degree angle. whistling has a hit or miss chance or working.
  • The exchange rate in Flardania is 1 Ostian Drachma ()= 1:95 NSD.
  • Recreational drugs are illegal, Tobacco is illegal and if you are found to be in possession of them, you will be arrested and can be deported. Alcohol is illegal for those under age 19.
  • All exchange students coming to Flardania will require a passport and visa. Failure to provide said documents will result in denial of entry into the country.
  • Weapons are not to be possessed on school grounds. Exchange students are not to possess any weapons of any kind during their stay. If one wishes to fire a weapon, firing ranges do offer rentals.
  • Each student will be assigned a roommate. This is to simplify finding a roommate and a room. If you are legitimately not satisfied with your roommate, contact Administration and they will attempt to arrange you with a new roommate.

Climate

The weather in Flardania is generally temperate, with four distinct seasons:


Winter, from December to February, is quite dry and sunny along the Pacific coast and the temperatures rarely drop below 32°F.

Spring is from March to May. Temperatures are warm but not too hot, plus there isn’t too much rain. The Flardanian cherry blossoms are out during this time and there are plenty of festivals to enjoy.

Summer begins in June and the country experiences a three to four-week rainy season, rice tends to be planted by farmers during this time. It is hot and humid during this time and temperatures are often in the high 90’s. Summer wraps up in August.

Autumn is from September to November and is characterized by light breezes and cooler temperatures of around 43-52ºF. It’s during autumn that many exhibitions, and many sports tournaments are held in Flardania.

When to go:

Spring is considered the best time to go, since the temperatures are most favorable. Another good time is during any of Flardania's various festivals throughout the year. Such as the festival of Emperor Hisahito Ransugawa in June.

Fujioka Academy will be the location selected for hosting the International Exchange Student Program's students. The Academy is named after current Attorney General Haruhi Fujioka. Located a a few minutes outside of the metro area towards along the Kohaku river, it is accessible via metro lines C and 3, and the K37, K55, and K004 bus routes.

Fujioka Academy is ranked ninth among high school education in Flardania. Students will stay 5 min away off-campus in the Uchida apartment complex, and all amenities, including food, and utilities will be provided free of charge. Wifi and cable television will also be provided free of charge. Students can perform laundry in the laundry room free of charge.

Exchange students will receive a monthly stipend equivalent to $500 NSD to be stored on a school-issued debit card. Any leftover may be brought back to your home nation, our treat. Any and all currency transfers are subject to denial for any reason.

Students will be required to wear uniforms during school hours and while performing school activities. Uniforms will be provided free of charge to all students.



Students will be required to take the courses of Mathematics, English/French or Kanto-Ostian Language, Flardania History I, and a science of choice. Students have room for up to four elective classes from small fun classes like Otaku Science to Computer Design and Oneirology.

Students are also free to join one of the school's many clubs, Music, Anime Club, arts, History, philosophy,etc. as well as one of many numerous sports teams.

National testing will not apply to exchange students. Instead teacher-assigned tests will be used to grade students.

Entertainment, Shopping, and Nightlife

As Flardania's largest city, there is no lack of options for entertainment within it. A primary attraction is the Pacifica Arena where many concerts from idol groups come perform such as Flardanian sensation Sayaka Maizono, Orchestral performances, and The Kairaku Galatic basketball team play located in downtown. Also popular is the Kurata Concert Hall and Ilias Garden home of the Kairaku Nymphs FC and the Flardanian national football team. The city is also dotted with hundreds of cinemas, arcades, a few small amusement parks, the like.

Kairaku has a healthy shopping district, with two the first is the Fukuda district that contains the Latias underground mall similar to Montreal being the best place to shop. Also on the other end of town is the Kagami shopping center known around otaku circles as a paradise that rivals the Akihabara district of Japan, containing doujinshi shops and maid cafes.

If you'd prefer something more quiet, you may want to visit the Nagato district. It has a few buildings no higher than five stories, and has many simple, traditional shops, Nagato Park. Only the T line travels to that district. Alternatively, one could drive or take the K109 bus.

The city's main park, the Murakami botanical garden, is located on the southern end of the city. It covers about 680 acres of land, and many consider it one of the most beautiful parks in the Asia-Pacific region. The paths and wooden Oriental bridges compliment rather than intrude on the natural beauty of the park. There are many different flowers and the center contains a meadow where people have picnics and play.

Most of the city's clubs and other entertainment options are packed in the Ecchi district- night clubs, dance clubs, strip clubs, brothels (though anyone under 17 are not allowed in the district ). The large district is well visited from 8 at night until usually 3 or 4 the next morning, especially on Fridays and the weekends. Transport to the Ecchi district is relatively easy via the S Line, L Line, K21 and K45 Transit.

Essentials/Recommendations for the student in Kairaku (And what not to pack)

  • Your phone. Do not use your mobile phone in class, or it will be confiscated. If you do not have a phone one will be provided to you.
  • Passport and visa. Up to date, obviously.
  • A camera. You can buy in Flardania but where will you pictures of Nia Tepplin Memorial Airport come from?
  • DO NOT bring weapons of any sorts.
  • DO NOT bring any drugs, other than prescription drugs.
  • It is not recommended to bring a computer. Laptop computers will be supplied to every student free of charge at the beginning of the school year. You can bring your personal laptop as well so you can play your music, play your games etc.
