Nay. It goes like what Neros said. They're weapons that cause very powerful but very specific effects once they're used. There are, for example, weapons that force the concept of a limited lifespan upon creatures, rewriting and nullifying their immortality. Another weapon prevents resurrection. There's some that can cause catastrophic damage depending on the level of divinity that a creature possesses, or others that reverse causality.

well, the amount of interaction he is allowed to have is up to you guys. I know i am not going to have Waiyäv actually be involved directly, because that would be unfair. He could probably stand toe-to-toe with nightmare any day. The main form of influence is through the "spires" Outworlder erects. These can channel his spirit into the area around him. This allows communication with Outworldwe ( and anyone who happens to be standing there at the moment) and can allow Outworlder to channel Waiyävs power, though this is not at all making him equivelant. More like a last second measure to survive life and death situations. needs a spire nearby to do this, however.
