I am thinking of splitting Austria into three states. Austria+Czech, All Slav regions, and the rest under the moniker "Hungary". Austria shall remain monarchist, Hungary will become a staunch republican stronghold, and Slavonia will descend into Communist mayhem.

I may end up switching to the Slavs, should I get Serbia and company into the mix.

I may expand the Vienna Accords to include the Serbs, Bosnians, and Montenegrins and using RNGs, to see if they would like to federate with the Slavonian successor of the Austrian Empire.

Generally, it will be a system of rolls based on whether how much each nation would like to join together (Slavonia and Serbia highly in favor, Bosnia in moderate favor, Montenegro in mild favor/slight opposition) Depending on the outcomes of this initial roll, a secondary roll will establish the form of government as an Empire, Republic, Federation, or Communist Republic. Plenty of chances to fail, but if luck is on my side, I may be able to have the Yugoslav Empire of my dreams!

I will get so in-depth with percentages on the rolls, it won't even be funny anymore.

Austria and Hungary are about to become open, but Austria may be gobbled by Germany and Hungary is well....Hungary. The African colony will gain nominal independence under black majority rule, but I do not suspect the other Imperialists to carve it up too roughly.

That'd be fine. The main problem with the other concept is that the Mameluke Empire would have already fallen to Britain well before 1919, and even if it was de jure independent as IOTL, that'd still mean that Kurdistan would have to fight the Mamelukes and Britain.

I know. But Scotland is also a nation-state, because it is a nation and has a government which rules it (the Scottish Parliament).

Definitional argument here; the Scottish Parliament is a parliament that rules over it, but it's debatable whether it constitutes a separate government. The head of government of the United Kingdom of which Scotland is a part is David Cameron, so depending on whether you define him as head of all government, within which is contained several parliaments (e.g. Scottish) or if you define him as head of the UK government, which in turn is government over other governments to a degree, then you define whether Scotland is a nation-state.

The UK is, after all, unitary; in theory, if Westminster wanted to, they would be able to revoke all privileges of all the other parliaments but its own. When the Empire fell, the French and British were quick to sweep in, the Kurdish state was welcome to the Hashemites as a nice buffer against Russia, Turkey and Persia. The Hashemites knew the sectarian violence, particularly in Jerusalem, would be devastating and make the new Kingdom vulnerable to outside attack, so the Hashemites begrudgingly became a French Protectorate of Palestine.
