Greater Prussian Imperial Fleet - Concepts and Limitations

Introduction
As of the present, the Imperial Fleet is composed of a variety of ships of low quality of construction that have either served the Empire since the days of Emperor Napoleon IV Sanglant, or have been purchased hastily for the purpose of combating the Sjarnhallan threat (which had later dematerialized in what is currently called the Second Sundering). Neither can be relied upon as a long-term tool for Imperial purposes.
On the other hand, ever since the Greater Prussian Civil Wars and the Zimmerman Battleship Incident (in which Psychotic Psychos declared war on the Empire, demanding that the Zimmerman-class battleships designed in that nation be returned to it from the GPE fleet). As such, Greater Prussian warships, though they will be produced with high-level technology, will not be the equals, in terms of protection and firepower, to ships fielded by the leading Imperial States, and will instead serve other purposes than line combat.
The specifications for these warships, and the strategy for their employment, will be described below.

Role of the Imperial Fleet
The Greater Prussian Imperial Navy cannot be, and has never been, the primary naval fighting force of Greater Prussia. Historically this has always been provided by Greater Prussian member states, with the Navy serving only auxiliary purposes. In this document we will seek to identify these purposes, and attempt to consider ships that will serve these purposes, without placing in the hands of any ambitious Imperial dignitary a firepower sufficient for a successful coup.
Patrol: The territories of Greater Prussia and its member states are truly vast. Allanea, The C’tan, Menelmacar, New Dornalia, Reichskamphen, Greater Prussian interstellar colonies, all of these extend over enormous sectors of space (extended at the least in three galaxies. The member state fleets can be augmented and reinforced by member state shipping.
Law Enforcement: Imperial Fleet warships can assist enforce the law, including anti-slavery provisions, in occupied countries. Mounted with accurate beam weaponry and missiles, they will be able to suppress insurgencies, deploy reconnaissance drones, etc.
Strategic Spacelift: Strategic Spacelifts - both of large quantities of Imperial troops, and of humanitarian aid for populations in need - are, and continue to be, a part of Greater Prussian policy. There is no need to list off a large quantity of operations in which the Greater Prussian Empire had come to the help of the needy.\
Foreign Military Support: It should be possible to issue Greater Prussian Imperial vessels to member states wishing to found a space fleet of their own, without modification. GP Imperial vessels should be sufficiently affordable and not excessively powerful, so they can be easily handed out, and simultaneously not so cheap and useless as to constitute a mockery of recipient states.
Combat Auxiliary: Although it is not desirable to equip the Greater Prussian Navy with the ability to fight in line combat alongside MIDF or FKAF vessels, we believe it would be best if the vessels carried at least some capacity for inflicting damage on enemy ships. The simplest solution would be to mount armament similar to that used on FKAF vessels, if less advanced and mounted in lesser quantity. In this way the vessels would at least be able to harm a major opponent vessel if they score a hit with their guns, even though their overall firepower will be far lesser than that of an FKAF/MIDF vessel.

Example Imperial Ships:
In addition to the above ships we recommend the recommencement of Greater Prussian Monitor program construction, and the construction of several Greater Prussian battlestations throughout the Imperial sphere of inluence.
Further, off-the shelf cargo spacecraft (such as the Vingilot and MegaVingilot series) should be purchased to create a Strategic Space Lift capacity of at least one billion TEU equivalent.
Composition of the Imperial Fleet:
We believe that the following is a minimal composition for the Imperial fleet:
x1 Imperial Orbital Monitor per member state or major GPE member state colony.
x1000 Patrol Vessels
x10,000 Imperial Destroyers
x4,000 Imperial Cruisers
x2,500 Imperial Battleships
x2,500 Imperial Fast Battleships
x1,000 Imperial Carriers
A narrow estimate of the the size of this fleet suggests a lower-bound requirement of 7,900,000 personnel to crew the warships and monitors, and an expense of 300 trillion crowns to have the warships built.
This fleet will comprise a total of 20,000 major ‘line’ combatants.
Necessary capabilities for Imperial Ships:
For Imperial ships to carry out their duties in the defense of member states, it is necessary for them to maintain a basic level of technological ability. The following capacity is a minimum of GPE operations.
BMS: An Allanean-type ‘globe screen’ BMS system is necessary on all GPE ships, as well as a capacity for OTP enctypted communication and quantum entanglement communication standardized with Allanean, Menelmacari, New Dornalian and C’tani vessels. Future alliance fleets can be hooked up to the system at a later date.
Tractor/Pressor Beams: Tractor-pressor beams mounted ventrally are a necessary feature of humanitarian, COIN, and resupply operations.
Faster-Than-Light Travel: While it is not desirable to equip the fleet with FTL equivalent ot that in use in New Dornalian, Necrontyr, Menelmacari or Allanean vessels, a hyperdrive is absolutely necessary, as is a subspace communications node on every ship.
Officer’s Quarters: Because of the expectations for officers’ quarters in Reichskamphenite and Psycotian society, all Imperial ships will have officers’ quarters arrayed at conditions similar to those of an earthbound five-star hotel room.
Transatmospheric All GPE fleet ships are to be fully transatmospheric, and are to be equipped with a gravitic drive for this purpose (although naturally not at the full scale of Allanean or Menelmacari gravitics).
Funding the Imperial Fleet:
Sadly, Greater Prussia as an alliance does not have sufficient money to fund this project. We recommend an application for alliance members to attempt and raise a sum of 600 trillion dollars (300 trillion), at which point construction will commence in member-state fleetyards.
