Greater Prussian Imperial Fleet - Concepts and Limitations

Classified: Secret. Priority Distribution: Imperial Leadership, Legislators and Leadership in Allanea, The C’tan, Menelmacar, New Dornalia, Reichskamphen, Imeriata

Introduction

As of the present, the Imperial Fleet is composed of a variety of ships of low quality of construction that have either served the Empire since the days of Emperor Napoleon IV Sanglant, or have been purchased hastily for the purpose of combating the Sjarnhallan threat (which had later dematerialized in what is currently called the Second Sundering). Neither can be relied upon as a long-term tool for Imperial purposes.

On the other hand, ever since the Greater Prussian Civil Wars and the Zimmerman Battleship Incident (in which Psychotic Psychos declared war on the Empire, demanding that the Zimmerman-class battleships designed in that nation be returned to it from the GPE fleet). As such, Greater Prussian warships, though they will be produced with high-level technology, will not be the equals, in terms of protection and firepower, to ships fielded by the leading Imperial States, and will instead serve other purposes than line combat.

The specifications for these warships, and the strategy for their employment, will be described below.

Role of the Imperial Fleet

The Greater Prussian Imperial Navy cannot be, and has never been, the primary naval fighting force of Greater Prussia. Historically this has always been provided by Greater Prussian member states, with the Navy serving only auxiliary purposes. In this document we will seek to identify these purposes, and attempt to consider ships that will serve these purposes, without placing in the hands of any ambitious Imperial dignitary a firepower sufficient for a successful coup.

Patrol: The territories of Greater Prussia and its member states are truly vast. Allanea, The C’tan, Menelmacar, New Dornalia, Reichskamphen, Greater Prussian interstellar colonies, all of these extend over enormous sectors of space (extended at the least in three galaxies. The member state fleets can be augmented and reinforced by member state shipping.

Law Enforcement: Imperial Fleet warships can assist enforce the law, including anti-slavery provisions, in occupied countries. Mounted with accurate beam weaponry and missiles, they will be able to suppress insurgencies, deploy reconnaissance drones, etc.

Strategic Spacelift: Strategic Spacelifts - both of large quantities of Imperial troops, and of humanitarian aid for populations in need - are, and continue to be, a part of Greater Prussian policy. There is no need to list off a large quantity of operations in which the Greater Prussian Empire had come to the help of the needy.\

Foreign Military Support: It should be possible to issue Greater Prussian Imperial vessels to member states wishing to found a space fleet of their own, without modification. GP Imperial vessels should be sufficiently affordable and not excessively powerful, so they can be easily handed out, and simultaneously not so cheap and useless as to constitute a mockery of recipient states.

Combat Auxiliary: Although it is not desirable to equip the Greater Prussian Navy with the ability to fight in line combat alongside MIDF or FKAF vessels, we believe it would be best if the vessels carried at least some capacity for inflicting damage on enemy ships. The simplest solution would be to mount armament similar to that used on FKAF vessels, if less advanced and mounted in lesser quantity. In this way the vessels would at least be able to harm a major opponent vessel if they score a hit with their guns, even though their overall firepower will be far lesser than that of an FKAF/MIDF vessel.

Example Imperial Ships:

In addition to the above ships we recommend the recommencement of Greater Prussian Monitor program construction, and the construction of several Greater Prussian battlestations throughout the Imperial sphere of inluence.

Further, off-the shelf cargo spacecraft (such as the Vingilot and MegaVingilot series) should be purchased to create a Strategic Space Lift capacity of at least one billion TEU equivalent.

Composition of the Imperial Fleet:

We believe that the following is a minimal composition for the Imperial fleet:

x1 Imperial Orbital Monitor per member state or major GPE member state colony.

x1000 Patrol Vessels
x10,000 Imperial Destroyers
x4,000 Imperial Cruisers
x2,500 Imperial Battleships
x2,500 Imperial Fast Battleships
x1,000 Imperial Carriers

A narrow estimate of the the size of this fleet suggests a lower-bound requirement of 7,900,000 personnel to crew the warships and monitors, and an expense of 300 trillion crowns to have the warships built.

This fleet will comprise a total of 20,000 major ‘line’ combatants.

Necessary capabilities for Imperial Ships:

For Imperial ships to carry out their duties in the defense of member states, it is necessary for them to maintain a basic level of technological ability. The following capacity is a minimum of GPE operations.

BMS: An Allanean-type ‘globe screen’ BMS system is necessary on all GPE ships, as well as a capacity for OTP enctypted communication and quantum entanglement communication standardized with Allanean, Menelmacari, New Dornalian and C’tani vessels. Future alliance fleets can be hooked up to the system at a later date.

Tractor/Pressor Beams: Tractor-pressor beams mounted ventrally are a necessary feature of humanitarian, COIN, and resupply operations.

Faster-Than-Light Travel: While it is not desirable to equip the fleet with FTL equivalent ot that in use in New Dornalian, Necrontyr, Menelmacari or Allanean vessels, a hyperdrive is absolutely necessary, as is a subspace communications node on every ship.

Officer’s Quarters: Because of the expectations for officers’ quarters in Reichskamphenite and Psycotian society, all Imperial ships will have officers’ quarters arrayed at conditions similar to those of an earthbound five-star hotel room.

Transatmospheric All GPE fleet ships are to be fully transatmospheric, and are to be equipped with a gravitic drive for this purpose (although naturally not at the full scale of Allanean or Menelmacari gravitics).

Funding the Imperial Fleet:

Sadly, Greater Prussia as an alliance does not have sufficient money to fund this project. We recommend an application for alliance members to attempt and raise a sum of 600 trillion dollars (300 trillion), at which point construction will commence in member-state fleetyards.

Please allow me to express my general support for the reform of the Imperial Starfleet as outlined in the policy document your staff have so far preferred. A strong Imperial Starfleet has been one of our goals in the Greater Prussian Empire and we can clearly see the benefits of this proposal.

The recent disappearance in a Fractal Vergence of the nation of Yohannes and consequently of the Bank of Yohannes in which an appreciable portion of C’tani (and Menelmacari) capital investment had been placed means that we cannot afford any spare funds at this time, while naturally the damage caused by this incident is limited (even compared to our Menelmacari cousins whose Sovereign Wealth Funds comprise a greater part of state revenue than our own) given that although the bank has disappeared the assets it represented continue to exist in many countries (Lyras etc) and are in use, the growth forecast for this institution and also the dividend payments of same are naturally reduced, meaning that although the government owned less than 1% of the bank (with C’tani investors owning another 24%) this nonetheless means that we must look to our own needs in funding, the first thing to be cut of course, has been foreign aid, as our government believes firmly in putting its own needs first.

While this is far from a national economic crisis in both cases (indeed Bank of Yohannes stock continues to hold some value as a speculative investment based upon the probability of the nation returning) it does mean that our budget this year has decreased.

The expansion currently underway of our own naval forces also means that such funds as we are able to spare for military expansion are being allocated to our own forces in order to comply with Arnstorana Telissat Amris’ military modernization and expansion program, and it is unlikely that funding will be available for some time for any foreign military aid.

I understand some interest has been expressed about the funds previously held in Greater Prussian unorganized storage. The funds in question have been ringfenced in order to avoid any economic destabilization by their use and to establish credibility as to their value, with physical assets transferred to the Marhgren Shadow Depository in The Metallic Ocean of Artemis, and accessing them for anything other than the Great Rebate Project would destroy market confidence in the process, therefore this could not be done, even if authorization for such a mass expenditure were to be gained. Therefore we regret that no funds can be supplied for this project.

What we can do however, is return the Greater Prussian Monitor Stations currently in our possession (six have, thus far been sold to private interests as trading stations, waypoints and habitats, while a further two have been granted as museum vessels to different institutions) to service with the Imperial Starfleet with all haste, as we are now a part of the alliance once more. We should note that we have taken the opportunity to partially refurbish several systems in them to date (in preparation for sale) including upgrades to life support and defensive systems, naturally this represents a respectable dollar equivalent in savings, despite their venerable age, we still believe that the Greater Prussian Orbital Monitor represents a viable battle platform.

Returning to the matter of the actual production of the fleet, we must examine the current revenues of the Empire and its expenditures to arrive at an estimate of what is presently affordable without relying on improper credit or hoping for greater contributions from member-nations; as per the investigation into the finances of the Empire during Lady Sirithil’s tenure as Arch Chancellor l’Empire.

Annual Incomes:
52.13 Teradollars of which:
Derscon and Reichskamphen provide 45 Teradollars.
The Confederacy of Sovereign States provides 5.36 Teradollars.
The Capitalist Internaitonale provides 1.76 Teradollars
The Coalition of Drug Exporting Nations provides 0.01 Teradollars

Annual Expenditures:
35.144 Teradollars are expended per annum of which:
The Greater Prussian Empire’s Budget consumes 34.2 Teradollars/Annum
The Confederacy of Sovereign States consumes 0.939 Teradollars/Annum
The Capitalist Internationale consumes 0.005 Teradollars/Annum
The Coalition of Drug Exporting Nations consumes 0 Teradollars/annum
The Greenleaf Crown Charity consumes nothing at present, having been invested with a 55 Teradollar starting grant.

This gives a total of 16.986 Teradollars annual surplus without any cutbacks in other areas to invest into construction. Assuming this surplus is entirely invested we could produce the desired fleet within approximately 17 years, which is about the time period one would naturally expect such a large scale construction to be spread over in any case. It is my belief that the navy is affordable with only a minor delay even assuming no donations from member states are forthcoming.

I should naturally like to draw your attention to the starship manufacturer Elenfilit-Designs which specializes in small scale craft, ranging from the highly successful dual-use Thrush-class Explorer/Freighter and Finch-class Freighters to the Nightingale-series vessels including the Dúlin-class Autonomous Explorers used heavily in prospecting and scientific missions, Kirinki-class Yacht/Liners built on the same common frigate frame used in pirate infested or contested areas Kajali VX-878 "Preybird" class frigates used by the Kajali and C’tani Navies, the Menelmacari Tinúviel, Merilin, Beren and the newest version, the Lómelindi-class, as well as C’tani Eranaiarniti and new Arairarniti class escorts.

In my position within the Sub-Department of Military Procurement of the Great Civilization (currently on gardening leave, of course) I am aware that there is an Elenfilit Co. design study into producing a highly reproducible light frigate of export grade with the same keel length as the Nightingale-series featuring broadly similar armament (though most such vessels are configured to use large cannons for primary armament, clusters of beam-cannons are also serviceable using the same concept) and capacities, with a more affordable concept. Notably, this vessel shares many components with key allied forces, and can be rapidly assembled using techniques in use at various shipyards including Duat Imperial Military Yards, Kaurav Yards and various Menelmacari (should Menelmacar rejoin the Empire at some point) facilities such as Yavanna, Daggerstar and ODY and at a lower unit cost than other designs as equipment and experience to produce such vessels – even without proprietary components of their cousins, this prototype model was also intended to be productible at a lower cost and I believe this vessel would be adaptable to a splendid Imperial Destroyer with ease, and reduce the outlay per vessel to within the seven hundred fifty million crowns range.

My dear friend!

Ignoring my general criticisms of the Grand Rebate project, I’d like to express my deepest condolences to any fucker that is forced by fate to attempt and use the Greater Prussian Imperial Monitors as a habitat. I have been aboard these terrible things once and frankly they are vile.

As for the financial state of the Empire you are somewhat mistaken, our budget surplus are somewhat larger than estimated. In hypothetical theory we can provide fleet funding wihin less than five years. Having researched this situation I am relaxed about the construction of the warfleet.

On a wholly unrelated matter, how do you find the wines at the Chateau de Marechalate? If you are there I believe it is precisely the time to sit in the dining hall (the Summer Dining Hall is inferior to the Main Dining Hall, in my view), and sample all of them with methodical stubbornness.

Further I am of the belief that some designs for Imperial Flagships and/or Dignitary Yachts should also be included within the Greater Prussian Fleet, and my engineers are now working on suggested designs.

The notion of a Nightingale-series Imperial Destroyer is of great interest to me, as the Nightingale’s armament layout is far more efficient than that of the current Imperial Destroyer design (which has all the agility of a 170-meter flashlight). A Nightingale-series destroyer (one, naturally, with a lower shield power, for obvious reasons) would be an incredibly versatile patrol, special operations, and policing platform, and could be used in a variety of purposes.

I believe that a preliminary construction of a flight of 10 Prussianized Nachtigall-class destroyers should be approved, for extensive testing. Should this pass, a further flight of 100 spacecraft should be approved for field testing within the units, and finally a complete production should be approved assuming that the spacecraft pass.

I submit this notion for your evaluation.

Detailed Financial Report of the Greater Prussian Empire

Several budgetary institutions comprise the Empire as a whole. For each of them, a brief outline of incomes and outflows is summarized therein. These institutions are Greater Prussia proper, the Coalition of Drug-Exporting Nations, CAPINTERN, and the Confederacy of Sovereign States. Further, the Confederate Bank technically is a private asset, but operated by imperial leadership.

Greater Prussian Empire proper maintains a vast amount of both military income and outflow. While the Dersconi civilization, which maintained inflow of over 15 trillion dollars a year has ceased to exist,, the Reichskamphians donated about 100 trillion, a budget surplus of about 65 trillion a year had formed. While a large fraction of it has been reinvested in Reichskamphen's economy, it is estimated 3743.5 trillion dollars remain stashed in various secret funds.-

The budget of the Greater Pruss ian Empire proper divides as follows:

An Imperial Army and Imperial Guard budgeted at 15.54 trillion a year.
An Air Force budget of 3.5 trillion a year
Navy budget estimated at 5 trillion a year (will grow to 13 trillion after projected reforms)
Space Navy budget estimated at 5 trillion/year (also expected to grow)
Imperial Gendarmerie, budget estimate 800 bn/year, contains 1,500,000 Gendarmes of various rank and investigators
Imperial Household - de-facto responsible for maintenance of Imperial Palaces throughout Reichskamphen, has in fact cost the Crown approximately 30 billion/year, including salaries of various Masters of Ceremonies, etc.
Imperial Heritage Authority - approximately 150 billion/year, maintains over 100 museums and nature preserves throughout Reichskamphen
Imperial Transport Authority - maintains light rail networks and other items in near proximity to the Imperial Capital, as well as the maintenance of Reichskamphen’s Strategic Highway System. Its budget is currently 2 trillion/year/year, as it exists as an addition to, and not a replacement of, Reichskamphen’s highway and transit budgets. These funds also include 500 billion a year expended on the augmentation of the roads and harbors of the Pony Herd. An equal amount is also spent in Allanea for the same purposes. Some infrastructure projects are also funded in in other GPE countries, for example 0.3 trillion/year is spent to augment Lubyakan tank factories and other infrastructure.
Officials’ pensions - 100 billion/year is expended on the pensions and upkeep of senior imperial officials
Greenleaf Imperial Charity - about 100 billion/year
Imperial Bureaucracy - Maintains Imperial Liaisons in all member states. Current budget is estimated 10 billion/year, but is expected to grow with new leadership < No trade promotion or similar?
Imperial Veterans’ Assistance Fund: expends 2 trillion per year to assist veterans of the Imperial Military and Civil Service.
Imperial Civil Service and Military Assistance budget: expends 1 trillion to distribute and create items of comfort, discounts for major businesses, etc. to Imperial Servicemen and members of the Imperial Bureaucracy
Imperial Maritime Patrol (Coast Guard Equivalent) - costs 150 billion/year, operates in Greater Prussia Proper and Lubyak.
Foreign Military Aid: Annual expenses on augmenting the military-industrial complexes of member states. This includes 500 billion a year expended on the Herdite Navy and Allanean military respectively. 100 billion are expended annually on the Hobbiest Republic military.
Imperial Treasury Activities: In all actuality, a combination of a secret service and investment bank responsible for maintaining the various Imperial Savings Funds. Due to the immense security and secrecy required, the costs themselves are approximately 200 bn/year.

Expenditures: 34.24 tn/year

The Confederacy of Sovereign States gathers a giant amount of donations and is therefore mentioned second in this report. It maintains a budget income of 5.36 trillion a year, of which 4.421 trillion are surplus, and maintains a sovereign emergency fund of $1,559,706 billion Universal Standard Dollars.

The Capitalist Internationale has an annual budget of 1761.04 billion NSD, expenditures of only 755.23 billion NSD, and an emergency fund of 160 trillion NSD.

As compared to the above, the Coalition of Drug Exporting Nations has an emergency fund of merely 6.28 trillion and a budget of 11.5 billion a year, with no expenditures. Greenleaf Crown Charity has 55 trillion in savings, and is currently looking to expand its spending so as not to have a surplus, as it is after all a charity. Its current income is 117 billion year (most of it from the greater Prussian Imperial Budget.

The Confederate Bank is a 'private' bank owned by the Emperor of Greater Prussia and certain other functionaries, holding approximately 65.7 trillion dollars in deposits (of 42 which trillion are part of the gigantic Confederate Emergency fund, and the rest - deposits from state actors.). It also owns shares in the following companies:

Quite recently, the bank lost 4 trillion dollars in the nuclear destruction of the DDR of Knootoss, in which it had owned Van der Star PLC. The structure of remaining investments is as follows:

10 trillion in the Bank of Athabaska in Izistan , bringing in 300 billion per year.
12 trillion in the Haynes & Allister Bank & Trust in Juumanistra, bringing in 360 billion dollars per year.
15 trillion - Rabinovich Investment Company, Rosdivan, bringing in 400 billion per year.
1 trillion - 10% of Krupp Steelworks, in The People's Freedom, bringing in 10 billion/year
5 billion - 5% of [i]Fairey-Beluga Aerospace, in Izistan. The stock was purchased for 50 billion dollars, and the dividends from it are 1 billion dollars a year.

As such it hands out 2.261 trillion in dividends per year, of which 51% is received by the Emperor, 25% by the current Dersconi heir, and 24% by some fellow in Wagdog.
