For really, I think that the poorest he that is in England hath a life to live as the greatest he. And therefore truly, Sir, I think it's clear that every man that is to live under a Government ought first by his own consent to put himself under that Government. And I do think that the poorest man in England is not at all bound in a strict sense to that Government that he hath not had a voice to put himself under.

I would assume either. Look at Const's char, it has physical changes as well as mental powers and was accepted anyway.

The difference is that that bit is OP-sanctioned and was worked upon in the past incarnation of this, though. I was providing an example that applies to metahumans in general.

But yeah, I guess. :P

He's back...

Name: Tom Scratch
Age: He'll tell you anything between "infinity" and "I was born yesterday".
Nationality: Probably American or something.
Occupation (if applicable): Claims to be a CIA agent. He actually was one, at some point in the 1960s, but whether he's still in that agency's employ is unknown.
Height: Indeterminate.
Weight: Indeterminate.
General Appearance/pic: Tom is a man whose appearance is hard to remember, like an out-of-focus picture. This might be a superpower, and then again, he might just not be a memorable person. He's got dark hair, somewhere close to black, which is always slicked back. His height seems to be somewhere between six and seven feet- he's rather tall. You'll never see him in anything less than business casual attire. His wardrobe evidently ranges from short sleeved dress shirts and slacks all the way up to a sort of almost-black-tie level. He's most identifiable by a crimson necktie, though it's probably worth noting that his slacks and jacket are always jet black.
Powers/abilities: Tom Scratch claims to have infinite powers, but that's probably bullshit. Probably. Though he definitely has some odd powers up his sleeves somewhere, he only seems to use two of them on the regular. The first one is the ability to teleport anywhere in an instant, and the second is telekinesis. The latter power, evidently, has no discernible limits. Potentially, he might have the ability to see everywhere at once or know everything, and he might also be the Avatar, master of all four elements. Then again, he might not. Another power that he almost definitely does have, though, is the power to convince people to do something or want something or whatever, with a mere conversation. Again, might not actually be a superpower.

It sure is a good thing Tom doesn't want to take over the world or anything.

Weapons (if any): If asked, will make joke about penis. Does not in fact have a gun in his pocket. Ladies beware.
Personality: He's a cool customer. Nothing fazes him, and he's always very smooth. He doesn't get angry or sad or even happy, really. He's always just kinda... suave.
Likes: Throwing whales and porpoises at Catholic priests with his mind
Dislikes: New Hampshire, fiddles, dictionaries
Bio: Some people just don't have much of a history to be told. And some people just don't want to tell you their history. Tom's a little of both. You'll get a different story from him every time. It's really hard to say which details, even the ones that he reuses, are real. There are a few "almost definitely" things. He was almost definitely a CIA agent at one point. He's almost definitely older than he looks. He's almost definitely responsible for the humpback whale that crushed Madrid's largest cathedral three years ago. And that's about where the certainties end.

But don't fret. We'll be learning lots about him by the time this story is over.
Current location/situation: Somewhere over the rainbow.
RP sample: You can (not) be serious.

Name: Gablex Garmsson
Age: 21
Nationality: English
Occupation: None.
Height: Unremarkable.
Weight: Vaguely thin.
General Appearance/pic: Like this, sorta. His left eye is the red one, his right is blue.
Powers/abilities:

Chronophagia: Meaning 'time eating' (or so I would like to believe), it is an ability that allows Gablex to 'absorb' and 'store' time within himself for a variety of specific purposes, though, of course, there are rules that govern this power. For one, in order to absorb time, he must have physical contact with something, be it an inanimate object, an animal, a person, a plant, or what have you. He can then absorb part of whatever time that something has left before ceasing to exist, though at the cost of deteriorating or outright destroying said something. This time can then be stored indefinitely as 'temporal energy', though there are a few ways to release it. The most obvious are of course if Gablex chooses to do this out of his own volition or utilizes said energy for a certain purpose. It is also posible to force him to release it through sheer physical trauma. This ability of 'chronophagia' can also be utilized in the opposite manner: Sacrificing temporal energy stored within himself, Gablex can restore the integrity of objects and the life and youth of living organisms, though only to a certain, limited degree, and if used on dead creatures, they will not be brought back to life, they will merely be turned into prettier corpses. When large quantities of temporal energy are stored within Gablex, he acquires an aura of sorts, an intangible but still very real something that living creatures nearby can perceive, though it is difficult to describe it as anything other than 'ancient'. Using the power of chronophagia is a potentially dangerous endeavor, as it could, in theory, cause an addiction, and so it must be used with care. As a side effect, chronophagia can also potentially induce a state of 'variable aging', in which, depending on the temporal energies stored, aging can slow down or even stop, though this hasn't happened to Gablex thus far.

Four-Dimensional Walk: Just as any man can walk forward and backward, or to the left and to the right, and even reach up and down, Gablex can walk freely through time with as little effort as it takes for a man to move his legs. He can walk futureward and pastward, if you will, though, of course, there are limits to this. For one, Gablex has never been able to walk futureward past the point of his absolute present. Due to this, it could be said that this power of his is only good for traveling to the past. In addition, there is also a lower limit, a point where he can no longer advance pastward. However, he does not know the exact limit, as he only reached it once and was unaware of how far he had traveled. Another drawback is that, save for very rare exceptions, Gablex is unable to interact with the past in any meaningful way, being limited to the role of an intangible observer, though this does not give him any special abilities that he would otherwise not have, save for the intangibility itself. In essence, this power only allows him to view the events of the past and to vanish and reappear from the present at will. This ability does not require temporal energy to activate. He can bring up to two people back with himself, but they, too, remain intangible and unable to interact with their environment in any meaningful way, not to mention that they can not move through time or go back by themselves, requiring Gablex to bail them out if he brings them along in the first place. The action of having other people enter and exit the Four-Dimensional Walk drains a lot of temporal energies, but once they are in the past, they can stay there indefinitely... as nothing but ghosts.

Note: He still can't walk 'up' and 'down'.

Aionic Might: Using the temporal energies stored within himself, Gablex can empower himself, giving him physical abilities that greatly surpass those of common human beings by enabling him to act with greater frequency than usual (for example, if he was able to step forward once every second, with this power active he would be able to give two, or three, or several more) or concentrating several of his actions in a single point in time, allowing him to perform feats such as running a certain distance several times faster than he would normally have been able to, or striking with several times his own strength (though something particular happens in this case: since he strikes several times in the same instant, his body resents this to a greater degree, as well). His senses are not heightened, though in his perception everything becomes slower, sending him into a 'bullet time' state of sorts, though of course with a variable potency. This power is passively active at all times as long as Gablex has temporal energy within himself, giving him heightened (but still within human threshold) abilities, though this passive improvement can be deactivated at will. Naturally, the empowerment can also be further heightened, though this will drain temporal energy much faster, depending on how much it is increased. The sensation of power produced by this power, however, is part of what makes chronophagia so dangerous: It is not an unwelcome sensation, not in the slightest.

Chronomageia: Meaning 'time magic' (or so I would like to believe), this ability allows Gablex to manipulate time at will, though in doing so he must expend massive quantities of temporal energy, and even then, he can only manipulate it to a small degree for the moment, things like slowing down time for himself and others, or causing the hours to go by faster. Freezing time is theoretically possible, but so far Gablex has never had the ammount of energy necessary for such a feat, and things like a rewind of any sort are but distant dreams.
Weapons: None. He knows how to use a sword, but does not, at the moment, have one.
Personality: Gablex is a kind person, who attempts to be polite to everyone, and is genuinely friendly to those who earn his trust, though this is sometimes a tad difficult. He's also a very loyal person, willing to give up anything for those who earn the right to be called his friends. Perceptive and always eager to learn, though he does not often show it. In fact, he tries not to be very effusive, though his emotions are still quite strong. Curious, very much so, though not to the point of recklessness, most of the time at least. Idealistic to a degree, he dislikes what is done to the non-metahuman population. May react vehemently to threats or insults, depending on what they are, often even if not directed at him. Due to having been alone most of the time, he enjoys company very much.
Likes: Small animals, learning, harmony, rain, kind people, loyalty, cold, ancient stuff, good company.
Dislikes: Indifference, racism, large crowds, deceit, excessive warmth, being told that his name is odd.
Bio: Gablex Garmsson is the child of an eccentric Icelandic scholar and an English woman, born and raised in England. During his early childhood, it was mostly his mother that took care of him and raised him, instilling her values onto the young boy. His father was not as often with him, as he frequently traveled across the world, either due to business or personal research, but even then, he always made sure to return on special days to spend time with his son, which made the boy happy, as he always shared with him stories from around the world, telling him of things he had seen and heard during his journeys, which also fed the growing curiosity within his son. The boy's mother, on the other hand, made sure to educate him well and made sure that he would be a good man.

Naturally, this didn't last very long. The boy was only three years old in the year two thousand, when the impact occured, giving a great percentage of the humans in the world strange powers that defied science. And yet, for Gablex and his family, life went on as usual. Periodically, whispers of unrest, echoes of the rest of the world would reach them, but, as they did not live in a large urban center, they were mostly left alone for a while. Only for a while, though. One fateful day, a metahuman supremacist mob reached the doors of their house. Unfortunately, young Gablex had never manifested his powers, in fact being unaware that he had them, and neither of his parents seemed to possess them, either. Thus, the mob had no qualms with breaking into the Garmsson's home.

And then, before violence ensued, a young boy, scared by what was going on, closed his eyes, made a gesture that he was about to run, and suddenly disappeared from sight. His parents were terrified. The mob was confused. The boy, in turn, was utterly amazed. When he opened his eyes, he found himself in an environment completely different than what he had seen before. It was the place that had seen his birth, alright, but the old buildings, they seemed brand new, and the new ones were completely absent. Surprised, he began exploring this place, which seemed to be an older version of his hometown. But it did not take him long to realize that there was something off about it. He could walk, yes, but his footsteps made no noise and left no prints, even if he stepped on mud or dirt. The people walking about, they never seemed to notice him, even when he actively tried to get their attention, and soon he realized that he was unable to interact with them at all. He was like a ghost in this place, something out of this time that was forbidden from altering anything in it.

Days he spent in this strange place, surviving on the scraps he found that he could consume, odd as it was to find them. But eventually, he grew weary of exploring, wishing to go back. This posed a problem, as he didn't know how he had arrived to this location, or rather, this time, in the first place. But in the end, he figured that doing the same he had done to get there could get him back. Thus, the boy closed his eyes and ran. And much to his surprise, when he opened them again, though he had not moved from his place, he was still running, and time was speeding by right in front of his eyes, making him understand what his strange new ability entailed. It was a gift, a gift that allowed the boy to run through time as one runs through space. Being but a child, he did not read very much into it, but was immensely relieved that, at least, now he had some idea of how to control it.

Yet when, using his newfound control over his power, he arrived at where his home should have been, all he found were ashes. With nowhere to go and no idea of where to find his parents, the boy could only wander, and though here, people could see him and sympathize with his tribulation, they either didn't know what to tell him, or wouldn't tell him what they knew, though some still had kindness in their hearts to help the lonely, hungry child. Yet if there was something he had been taught, it was that he should not stand by with his arms crossed when there was something wrong happening, and so, young as he was, he made a promise to find them.

The next few years he spent traveling England between the past and the present, learning what he lost the chance to learn in the present, learning how to survive, learning how to move around, all of this as he sought to find his father and mother, wherever they were. He knew they were not dead, for if they were, he would have been told, and that would've been the end of it. Perhaps this assumption wasn't as logical as it seemed for him, but this was a child who didn't want to believe that his parents were dead and was determined to find them. He wanted to believe they were out there somewhere, and this is what drove him forward even as he struggled to survive on his own as he traveled between a world where he was a lost child and a world where he was a ghost.

Fast forward six years. Gablex, though still but a boy, was now stronger, taller, more intelligent. Eleven years old, he was, and it was the year 2008. Accidentally, he made an intrusion into a safehouse he had no knowledge of, for it was something relatively new. Several people were there, all of them surprised to see him, as much as he was to see them. He was apprehended nigh immediately, but as the ones who got him began to take him away, he heard a familiar voice call out to him from behind and begging for his release. The boy was amazed and overjoyed, for once he was released and turned around, he saw his mother again, for the first time in years.

The two of them, happy to see each other, talked for hours, with him telling her how he had escaped and what he had been doing since that day, while she told him what had happened to him and his father after that night. During the confusion, she told him, his father took the opportunity to take her and escape, after which she presumed the thugs burned down the house, given the boy's account that there were only ashes in its place. After that, the moved constantly from place to place, with his father using his contacts and getting in touch with old friends in his debt in order to be able to survive and stay away from the sight of the metahuman supremacists. Since the United Kingdom had firmly proclaimed that they would not oppress non-metahumans, however, the law was on their side, and they managed to settle down for a while. But one night, a group of metahuman supremacists began abusing their powers and starting a riot. During the ensuing chaos, they were separated, and she fled to this place, a safehouse of sorts belonging to the Assembly for Humanity, which, she explained to him, was made up of the nations that were on their side and didn't want metahumans to oppress non-metahumans.

Gablex stayed with her for a few more years, always continuing to travel between past and present to learn more and more from both sides, but also spending time with her, happy to be able to be with her once again. The bond between a mother and her children is an undeniably strong force, after all, and, as she had told him during their reunion, they, too, had been looking for him whenever possible. And yet, there was unrest within the boy's soul, for his father was still missing, and he knew that he could be still alive, somewhere, still trying to find his way back. Often the boy would consider trying to go and look for him, but opted to stay with his mother instead, not knowing how she would take it. One night, they were attacked once again, but this time there was no easy way to escape. The assailants, they were not very numerous, but they were evidently strong. Gablex, now a youth in his late teens, decided to face them, though he was quickly beaten. However, now this was not just for himself, it was to protect his mother, and thus, it was under the stress of this situation that the rest of his powers manifested themselves. The youth absorbed all the time from one of his assailants, feeling the power surge through him, power that he used in conjunction with his other abilities to put down all of the assailants, though he was greatly hurt in the process.

His mother stayed by his side while he healed up from the damage sustained that night, but afterwards, Gablex, upon getting her to promise that she would move somewhere safer and wait for him, left her, promising to return but explaining that, with the world the way it was, he had to go out and look for his father. Thus, he left England as soon as he was able, arriving to continental Europe. However, once there, he began walking between the past and the present once again, watching history unfold before his very eyes over and over again as he looked for his father in the present while the years passed by. The youth, now a man, learned so very much, even training himself in the art of swordplay as he watched the masters of different time periods face off against their enemies. He also has gradually acquired a small collection of mostly useless curiosities, whose extraction had no effect upon the timeline, thus making them acquirable in the first place. During all of this, of course, he has continued looking for his father, though with no luck so far.

Now his journeys have brought him to Paris, and who knows where they will bring him next.
RP sample: Yeah right :P

Here we go. This turned out longer than I expected, but at least it justifies the delay, I guess. :p

Powers-wise, that would be Tom Walker. Psychologically and bio-wise? You may have a point.

You're playing a cat? I'm so proud of you, Zark! Taking the first steps into the anthropomorphic character realm.

The difference is that that bit is OP-sanctioned and was worked upon in the past incarnation of this, though. I was providing an example that applies to metahumans in general.

But yeah, I guess. :P

Yeah, the heaven and hell thing is a part of the original mythology created for this RP. I'm the one in control of hell, and Rup has heaven.

Fitting, I suppose.
