OOC: Partially copied from Saintland's OP last time around.

With World Cup almost wrapping up and World Bowl into its second half(not to mention WBC not commencing for while), I think it is about time for top-flight international ice hockey to return to NS Sports. Yay :lol:

Since I'm opening the signup thread, I'll set a host bid deadline of 11 AM North American Eastern Time on January 25th. To be considered valid, host bids must contain (at a minimum) details relating to scorination and the format being used. Puppet signups are allowed and must be declared as such, with a limit of 2 signups per user.

Saintland's Bid for the 23rd World Cup of Hockey

The King's Government hereby submits the following bid to bring the 23rd World Cup of Hockey to the Kingdom:

About Saintland

Saintland is an island kingdom located in the polar portion of World Changers. Founded in 966 AD, Saintland has been governed by the same Royal Family ever since. The Church of Saintland is an international Church which traces itself back to the Church founded by St. Petrus, the rock upon which Iesus Christus built His Church. Saintland is home to an estimated 600 thousand people and is known internationally as an example of what a nation should be.

On the ice, Saintland's National Ice Hockey Team has had some success in the past, most notably winning the Silver Medal at the VIII Winter Olympics. At the 22nd World Cup of Hockey, Saintland eliminated then-2nd ranked Qazox before falling to Mapletish, an eventual finalist.

Saintland has hosted the Saintland Triple Crown, the 9th edition of the Beach Cup and the 27th edition of the World Baseball Classic (with Maklohi Vai). The King's Government of Saintland is one of the leading advocates of the "Holy Casaran Format" and has hosted the first UWCFA Gold Cup and World Bowl XXII (which will conclude before the start of WCoH 23) with that format. Additionally, Saintland's closest regional neighbor, the Federation of Free Republics, has hosted the 3rd edition of the World Korfball Classic and the 58th edition of the Cup of Harmony (with Falcus).

Format/Tiebreakers

Given that it is still early in the signup process, it is impossible to guess what the eventual signup numbers will be at this time. However, we are able to propose formats for 40, 48, 54 and 60 teams, in the interest of concluding this World Cup of Hockey prior to the start of the IX Winter Olympics:

With 40 or 48 teams, the format would be a double round-robin home-and-away group stage consisting of 8 groups of either 5 or 6 teams each. Since groups of 5 necessitate the use of byes, the group stage would last 10 days either way. With 54 or 60 teams, the format would be a single round-robin group stage, held entirely in Saintland, consisting of 6 groups of either 9 or 10 teams each. Since byes would be required with groups of 9, the group stage will last 9 days either way.

Either way, the playoffs would be done Aussie-style, with 2 separate "AFL system" brackets. This system will be double elimination for the top 8 seeds and single elimination for the bottom 8 seeds. The finals will be between the winners of both brackets and will be contested under a best of 3 format. A third place game will be held between the runners-up of both brackets.

In the event that an 8 group format is used, the 8 group winners will advance to the double elimination side of the bracket and the 8 runners-up to the single elimination side. The group-winners from groups 1-4 will be placed in a bracket with the runners-up with groups 5-8 and vice versa. Within those limitations, teams will be seeded based upon their record in the group stage, with tiebreakers being applied as needed. In this case, teams would be seeded from #1 to #8 within each bracket and there would be 2 of each seed.

In the event of a 6 group format, an additional play-in round will be held, featuring the 4 best second placed teams and the 4 worst third placed teams. The best second placed teams will play one another for the 7th and 8th seeds. The 4 worst third placed teams will play one another for the 15th and 16th seeds. The matchups will be determined based upon record in the group stage, with tiebreakers applied as needed. For the second placed teams, they will be 1v4 and 2v3. For the third placed teams, they will be 3v6 and 4v5. The losers of the second place play-in games will be seeds 9 and 10, placing them in the single-elimination bracket. The losers of the third place play-in games will be eliminated. Teams would be seeded based upon record. The #1, #4, #5, #8, #9, #12, #13 and #16 seeds will be placed in one of the brackets with the other 8 seeds going in the other (OOC: This choice was made based upon the seeding for the RL NCAA basketball tournament).

With 8 groups, the playoffs would last 6 or 7 days, depending upon the length of the finals. With 6 groups, they will last either 7 or 8 days, due to the addition of the play-in round. Therefore, the World Cup of Hockey could be completed in 16 or 17 days, under this format. A February 6th start would permit the World Cup of Hockey to fully conclude prior to the Winter Olympics.

In the group stage, ties will be permitted. The point system will be 3 points for a win and 1 point for a draw. The tiebreakers will be HTH record, HTH goal difference, goal difference, wins, goals scored and a coin flip (OOC: rank+bonus). In the event that the coin does not land on heads or tails (OOC: The rank+bonus is the same), the coin will be flipped a second time (OOC: rank).

Scorination and RP Bonus

Xkoranate's ice hockey setting will be used, with a full range of xkoranate style modifiers. RP bonus will be purely cumulative. Byes in the group stage will not be considered byes for the purpose of RP bonus. However, any teams that receive byes in the playoff stage will have their RP bonus doubled for the day following the bye. This applies both to the teams that avoid a play-in round, if needed, and to teams in the double elimination bracket that win on the first day of the playoffs (and thus receive a bye on the second day). The bonus amounts will be somewhat on the generous side, but I will not be revealing the bonus scale. In the event that the Saintland National Team advances to the playoffs, 3rd party scorination will be requested.
