Remnant of The Galactic Comonwealth

This alliance is formed from The Galactic Comonwealth of Planets, and follows its principles:

To ensure that people across the Galaxy are able to live in peace, and to bring nations closer together, the Remnant of The Galactic Comonwealth is hereby formed. All nations are welcome, however all member states must agree to the Charter:

Charter

Section 1 - Membership

Article 1- All applications shall be evaluated before being accepted.
Article 2- All applicants shall apply using the following form:

WHY DO YOU WANT TO JOIN THE RGC?

Article 3- If at least two member states bring a grievance against another
member state, the Central Assembly (see section 5) shall vote
to decide whether that member state shall be expelled from the
RGC.


Section 2 - Member State Responsibilities

Article 1- No member state shall attack another member state
Article 2 - If a member state is attacked, and if the Central Assembly
(see section 5) deems it necessary, all member states must aid
the attacked. However, a member state may request that it not
aid the attacked, and that request shall be reviewed by the
Central Assembly (see section 5).
Article 3- All member states shall pay 1.5% of their annual income into the
RGC Fund, which will be used to aid in disaster relief,
economic development, the upkeep of RGC structures,
funding of the RGC Armed Force, and RGC Navy(see section 4). However
member states may apply not to pay, and that request shall be
reviewed by the Central Assembly (see section 5).
Article 4- The Central Assembly will buy all equipment and units that form the RGC Arned Forces and the RGC Navy. However,
Member states may contribut some of their armed
forces.
Article 5- Member states will allow citizens of other member states free
passage through their territory. Furthermore, all member states
will allow other member state citizens to stay in their territory for
up to one Earth year without applying to do so.
Article 5- All member states must allow their citizens to democratically elect
representatives to the Central Assembly.


Section 3 - Member State Rights

Article 1- All member states shall have representation on the Central Assembly(see section 5).
Article 2- All member states shall receive monetary aid if they apply, and
their application is accepted by the Central Assembly.
Article 3- All member states shall receive military aid, if they apply, and
their application is accepted by the Central Assembly.
Article 4- The government of each member state that signed this
document shall be considered the true government, and as such
shall be supported by all members of the RGC.
Article 5- All member states shall have access to the RGC Head Quarters.


Section 4 - RGC Armed Forces and RGC Navy

Article 1- The RGC Defence Force shall be given orders only by the
Central Assembly.
Article 2- The RGC Armed Force and Navy shall be responsible for the protection of
RGC structures, space and all member states.
Article 3- All members of the RGC Armed Force and Navy can not at the same time
be members of any other military.


Section 5 - The Central Assembly

Article 1- Each member state shall nominate one delegate to
represent it on the Central Assembly.
Article 2- The Central Assembly shall elect a Chairperson each year.
The Chairperson must have been a representative on the
Council. A delegate can not vote for themselves for
Chairperson.
Article 3- The Central Assembly shall be in charge of all RGC
administration.
Article 4- The Central Assmbly shall vote on the expulsion of
member states. It shall also vote on the acceptance of
member states.


Section 6 - The Central Assembly

Article 1- Representatives from each member state shall be elected using proportional
representation. All citizens of the member state must be allowed to vote, unless they
are incacerated, in which case it is up to the descretion of the
member state whether they be permitted a vote.
Article 2- The Central Assembly shall be the sole
governing body able to vote on domestic matters.
Article 3- The Central Assembly shall vote on
security Matters, such as declaration of war.

Boico (Razon) had offered to let me take over the alliance when he dropped out of FT, even providing the the forum password. I declined and elected to let the alliance die. I'm a little disturbed to see it resurrected (apparently) without either Boico's consent or mine.

For the record, then, I am going to say that - for now - I don't consider this alliance to be the GCP unless Boico blesses it as such. I also want Bavin - who was a GCP member in good standing when he dropped out of FT - to know that I will back him up 100% in any current conflict, as I still consider him to be my ally.
