Well, given that the United States Census is being distributed (just took it, had fun), I guess it's time to learn about your country and its methods of being Counted. Yes, I'm one of the few people in the country who still appreciate and willingly fill out the Census without paranoia.


Does your nation have a Census? How often is it taken? Is it an appointed committee, or a permanent bureaucracy? Does anyone head it (if that's notable)? Who appoints the Census Director, or is he/she elected? Where does the authorization for your census lie? Is it constitutional, by royal decree, by law, by military, by force, by threat, or is it voluntary, etc.? Is there a fine for not taking the census? How many people work in the Census? Are there personal enumerators, and do they carry tracking devices (such as GPS)?

Remember, your national page tells your population, so there must be some way of getting that number. Everyone has some sort of "census".

Is there a head of your census committee, bureaucracy, or whatever? - It is organized by the head of the majority party.

Who appoints him/her, or are they elected? - Elected.

Where does the authorization for a census lie? - A bill was passed in the parliament in the 1920s authorizing it.

Is there a punishment for not taking the Census? - No, just that the government wont know what your community needs ands how to improve it...

How many people work in the Census? - How ever many people are in the majority party.

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? -The Census is headed by The Royal Statistics Department of Greater Rhodes, also known as STATRHO. It is a department of the Ministry of the Interior.

Is there a head of your census committee, bureaucracy, or whatever? -The Chief Statistician of Greater Rhodes, Sir Winston Gatsby

Who appoints him/her, or are they elected? -They are appointed by the Minister of the Interior, who officially receives royal assent to do so by HRM Johannes V, King of Greater Rhodes

Where does the authorization for a census lie? - Authorization for a national census lies in the federal government, although provincial governments can do censi in their respective cantons whenever they please.

Is there a punishment for not taking the Census? -The federal census is mandatory, and failure to complete one results in a fine, however any censi done by the Cantons (Provinces) are optional, but usually adhered to.

How many people work in the Census? -The number varies every year.

Are there enumerators? - We do not use enumerators, the government mails (and E-mails where applicable) the populous with forms that must be filled out and sent back.

Do you have a Census? - Yes, there is a national Temeevian census.

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - The census exists as a national committee of bureaucrats appointed by the Grand Duke, and approved by Parliament and the Chairman. The Census Committee administrates over smaller, barony-based committees responsible for their regions.

Is there a head of your census committee, bureaucracy, or whatever? - The Committee itself has no leader, though it does appoint to the Chairman (and, ceremonially, to the Grand Duke)

Who appoints him/her, or are they elected? - The Grand Duke must officially appoint them, though the Chairman is largely responsible. Parliament must approve by a 2/3 majority.

Where does the authorization for a census lie? - Authorization? As in, is it constitutional, or authorized by an official entity? The Census occurs once every decade, as defined in the 1924 "Constitutional Clarification" document, which elaborated on the original constitution of the Temeevian republic (the Grand Federal Duchy), but did not modify the constitution.

Is there a punishment for not taking the Census? - Yes. Oftentimes, the Census Boards in various Baronies are brutal and perhaps criminal; they intimidate and threaten those who aren't on time. State police are brutal, and have been known for occasionally sending (usually one) agent to a late-return's apartment (if that person has no family). The agents have been sued for being 'violent' and 'aggressive' in their practices, and occasionally convicted.

How many people work in the Census? - Unlike many areas of government, the Census has not become bloated bureaucratically with employees. Much of it is computerized, and many of the employees are temporary.

Are there enumerators? - Yes, the Census information is compiled in Barony Political Libraries, and, from there, compiled in National Political Libraries (for the usage of the government; Census information is not open to civilians), which decide the voting power of each Barony.

Do the enumerators actually visit houses? - Generally not (actually never). The Census is physically mailed to homes, and a return is expected.

Do they carry a tracking device (such as GPS)? - No.

Has Census data ever been misued or abused? - Yes, very often.

If so, how? - Some questions- such as those regarding automobiles and ethnicity- are not necessary; the government simply enjoys compiling as much information as possible on its citizens (not necessarily for sinister purposes, but this is intrusive). Sometimes, citizens are targeted for political campaigns based on their voting age (the Progressive Party- socialists- aim at those aged from 30-65, who are most likely in Temeev to vote socialist. The Common Law/Objectivist Party - Objectivist in ideology- aims at the neo-capitalist youth between the ages of 20-30, voting age being 20+. The Orthodox Theocrats aim for ages 65+, who are most likely to vote for the Orthodox Jew Party). The Progressive Socialist Party, which has the best access to these documents, also has, at times (though not officially) intimidated native-born Temeevians (non-whites).

Do your citizens have an opinion on the Census? - The neo-laissez faire youth of Temeev, out of protest for government involvement, sometimes refuse to return forms out of protest. Most older citizens (who are a shrinking majority) are indifferent.

If so, how many creatures enjoy it? - Very few citizens actually enjoy the census. The state doesn't even advertise it as a PR campaign; the shrinking socialist majority views it with utter indifference, as a fact of life.

Mama keeps up-to-date files on our genetic code, our state of health, our education, our finances, who we have as friends, who we've mated with, whether we've had offspring and with whom and how many, and so on. Has Census data ever been misused or abused? - The data is all publicly available. There are cases where it's been misused, but that's a serious crime and Mama punishes Children for doing that. Census is handled by Department of Statistics every five years. It helps government to calculate the amount funding(education, healthcare, and other welfare) needed to each area.

Is there a head of your census committee, bureaucracy, or whatever? - The Director of the National Institute of Statistics and Demographics (INED) is Professor Manuel O'Brien.

Who appoints him/her, or are they elected? - INED's director is hired through ordinary channels, like the director of any educational institution.

Where does the authorization for a census lie? - The census is taken every five years, in accordance with constitutional requirements for accurate information on the size and scope of the electorate.

Is there a punishment for not taking the Census? - Individuals who willfully submit false information or tamper with census data can be fined; however, there is no punishment for not taking the census.

How many people work in the Census? - 480 employees, nationwide, are employed on a permanent basis, tracking economic indicators and related data; up to 4000 samplers have been hired for any given census.

Are there enumerators? - No. The census is conducted by distributing surveys to all known housing establishments, then taking sampling data for comparison, and finally using sampling data to fill in for non-responding households. Both sampled data and sampling-adjusted raw data are published (with names and addresses censored out).

Do the enumerators actually visit houses? - As mentioned, there are no enumerators; census employees do, however, go to individual homes, apartments, etc., and to homeless shelters and other places where the homeless congregate, when sampling.

If so, how? - In February 2002, an INED employee revealed that MPRA officials had intentionally fudged the 2001 census data to lower the reported rate of inflation; the scandal led to the resignation of INED director Graciela Edwin, who allegedly was bribed into permitting the alteration, and of Education Minister Rosa Gonzalez, along with the 2003 conviction of four MPRA figures for conspiracy to commit census tampering.

Do your citizens have an opinion on the Census? - Not really. Some, particularly the statistically-inclined, think highly of INED, but most generally think little of it. Response rates are moderately high; sampling data is highly regarded in the statistical community.

demographic data is monitored in real time obviating any need for periodic census taking other then irregular spot checks of demographic monitoring data.

Using the Station-wide cameras, JOY unit simply counts the number of Citizens. The identification numbers on their uniforms are also used.

Do you have a Census? - Yes, and they have done so for years. In fact, Census records as old as the country have recently been found in the back of a TS warehouse.

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - Permanent bureaucracy, and one of the largest at that. The Census is one of the largest employers in the government.

Is there a head of your census committee, bureaucracy, or whatever? - Yes, the Headmaster of the Census.

Who appoints him/her, or are they elected? - The Headmaster is appointed, oddly enough, by the Supreme Court of TurtleShroom (the secular one, not the alcholic or moral ones), and answers to the Congress.

Where does the authorization for a census lie? - The Census as it is today has no authorization in any form, outside of government decree to have one. The creatures of TurtleShroom have taken the Census for so many years that they typically choose to do it.

Is there a punishment for not taking the Census? - Yes, a jailtime of three weeks, but that hasn't been enforced in eighty years. Again, the Census is so old and so hard-ingrained into the people, that they really enjoy doing it.

Do the enumerators actually visit houses? - Yes. TurtleShroom's nationalized postal service is slower than most nation's... due to turtles. The Census is done almost entirely by enumerators. The private sector does not have the problems of the postal system.

Do they carry a tracking device (such as GPS)? - No. TS lacks any form of navigational system in space. Their privitized space program launched one satellite that could do so, but it was sent off into deep space for an FT nation at war.

Is there a head of your census committee, bureaucracy, or whatever? - As above, census takers are appointed as needed.

Who appoints him/her, or are they elected? - Census takers are appointed by the lord of the domain they are asked to enumerate; they usually gather a staff to help them depending on the size of the domain to be covered.

Where does the authorization for a census lie? - A lord of a domain may be required by his liege-lord to submit an enumeration of his domain if there is a question whether the lord is paying his liege the proper amount of tax.

Is there a punishment for not taking the Census? - Being counted in a census is by noble decree, punishment for ignoring it is very harsh.

How many people work in the Census? - A small domain may be covered by a single Census taker, a larger one may require an entire staff.

Where does the authorization for a census lie? - Megatron wants to know, and if anyone doesn't think that's authorization enough, they are free to meet the Fusion Cannon and discuss it.

If so, how many creatures enjoy it? - "Enjoy" isn't the right word. They understand that domestic Energon production is done based on how many customers citizens Megatron Energon expects to need to make fuel for, so all will be glad to be counted.

Most, however, will lie about their technical specs and inflate their educational level. While some may think this is because of that Autobot database crack, it's really simply for personal safety against other Decepticons. It's considered smarter to say your alt-mode is a [ultra-modern stealth bomber type] with enough knowledge and RAM to figure out how to make an entire universe, than it is to admit that you're really "only" as smart as a Pentagon Supercomputer and that you turn into a Cessna.

(Of course, some DO have awesome alt-modes and huge loads of CPU/RAM, but there are far fewer of these people than the census data implies.)

Since the implementation of military-grade encryption, nobody outside the government has even seen the spec data in a personally-identifiable way, but the general belief is still that this info is best kept to oneself, just in case.

The government keeps these questions on the form anyway, because it knows that Decepticons would be bored with it if they didn't have something they could fudge on. The only data we really pay attention to is the actual count.

Population data is extrapolated from the voters' registration, the issued school vouchers, the naturalizations and immigrations which occur and other data. Is there a head of your census committee, bureaucracy, or whatever? -Yes, The Officer of the Census

Who appoints him/her, or are they elected? -The Secratary of National Affairs appoints him.

Where does the authorization for a census lie? -The Officer of The Census

Is there a punishment for not taking the Census? -Yes, a 50,000 Spaghetti fine.
