I'm sorry I don't understand. It is harder to hold a region because people think the delegate (person holding the region) is online?

I suppose he means that if everyone knows he isn't online, then defenders or raiders know it is a good time to strike.
I think it can work both ways, so the change would probably help both defenders and raiders as it would assure raiders that the opportunity is there to raid, and vice-verse for a liberation with defenders.
