That is fair if indivudal causes serious injury to other with intention of intimidating action or inaction. Such indivudal pose serious, clear and present danger to society as a whole and need to be locked up for safety of the people.

Here's word substituted by the definition.
An offence which by any means, not recognized by law and intentionally, causes (a) Death or serious bodily injury to any person; or (etc etc).
Since, their violence's legality was not acknowledged by law, it is unlawful.

Ratification of the Non-Proliferation Treaty
Urgency: High
Drafted by: Glasgia
Co-sponsors: Tom Jenkins, Martin Divair, Great Nepal, Ivan Sallustro, Luke Mollary, Wulukuno Maklohi Porunalakai, Agritum, Chuwit Plueay-gai, Of the Free Socialist Territories, Ainin
This senate must recognise the threat that nuclear weaponry holds to lives across the world. Believing nuclear disarmament is a worthy goal, the senate must understand that the Non-Proliferation Treaty is a major milestone in working towards this goal.
Section One: Ratification
The senate hereby ratifies the "Treaty on the Non-Proliferation of Nuclear Weapons" and allows for the Minister of Foreign Affairs to sign such a treaty.
Section Two: Declaration of a Nuclear Free Zone
This act declares the Commonwealth of Aurentina a nuclear-free zone. Nuclear weapons, or any nuclear material with the intention of causing death or destruction, are to be banned from any territory administered by our nation. If an individual or organisation are found to possess either of the above then the government is permitted to confiscate and then dispose of the weapon, and the owner is subject to being sentened with imprisonment and an undetermined fine. If the government comes into possession of such a weapon or material, they are to dispose of it non-lethally within a period of one year.
