Virtually everything is 18, but by and large it doesn't matter too much. Drinking and smoking are Vetalian rites of passage, and everything else the government doesn't care about too much unless it involves some sort of felonious activity. We drive on the right side.

I mean, the usual response for finding a kid drinking or smoking is "wait until you're 18" and then at that age their father (usually) will usually give them a symbolic first drink and smoke...these things are so much a part of their culture that it would be rather unrealistic for anyone to deny young adults the privilege of embracing adult Vetalian culture.
