This system mainly uses the EarthShaker Mark II siren. This system is able to both do tones and voice announcement.
The System may be activated for any reason that is deemed highly dangerous. These events include:

Upon activation, the system overrides whatever programming is running on any TV station within the Commonwealth and also activates any siren in an affected area. In areas with the ESMII siren, there is a tone relevant to what type of event has triggered activation. In areas with older sirens, the sirens sound and all persons within the commonwealth should turn on their radio or TV.

During these emergency periods, the information will loop until either the event is over or until it is determined that the broadcast will have a negative affect on national security.

In accordance with the National Safety and Alertness Act of 2014(NSAA), the system shall be tested at least once every month. However, the are regulations on this testing.
FIRST, the test of outdoor sirens must occur at NOON Niches Standard Time.
SECONDLY, should inclement weather present itself, then the outdoor siren test shall be delayed until the next available day.
THIRD, all broadcasting stations of any type must test their systems twice a month, on the second Friday and the fourth Wednesday of the month, weather not-withstanding. This test must occur between NOON and 4 PM (1600) NST.
FOURTH, all testing must last at least five minutes, but no more than 10.
