- "The only purpose for which power can be rightfully exercised over any member of a civilized community, against his will, is to prevent harm to others. His own good, either physical or moral, is not sufficient warrant. He cannot rightfully be compelled to do or forbear because it will be better for him to do so, because it will make him happier, because, in the opinion of others, to do so would be wise, or even right... The only part of the conduct of anyone, for which he is amenable to society, is that which concerns others. In the part which merely concerns himself, his independence is, of right, absolute. Over himself, over his own body and mind, the individual is sovereign."
Structure:
- 1. The Government of The Republic shall exist solely for the purpose of defending the free people of Zeiffelheim from enemies, both foreign and domestic.
2. The Government itself shall consist of two branches: Executive and Legislative
3. To serve in Government, or as a Justice, one must have completed at least one tour of active duty in the Republican Military, but may not be an active service member.
- 1. The Executive Branch of Government is to be headed by the Prime Minister of the Republic, who must have completed at least two tours of duty with two different branches of the Republican Military.
2. The remainder of the Executive Branch shall consist of Ministers (numbering 24) who shall all have served at least one tour of duty in each of two separate branches of the Republican military, or two tours of duty within a single branch of the Republican Military.
3. It shall be the charge of the Executive Branch to appoint Justices and declare war and ratify any legislation passed by the Legislative Branch.
- 1. The Legislative Branch of Government is to be headed by the President of the Republic, who must have completed at least three tours of duty in any of the branches of the Republican Military.
2. The remainder of the Legislative Branch shall consist of Senators (numbering 99) who shall all have served at least two tours of duty within any branch of the Republican Military.
3. It shall be the charge of the Legislative Branch to pass new legislation and authorize any declarations of war (with at least a 2/3 majority).
- 1. The Courts of the Republic shall be convened and presided over by Justices of the Republic.
2. Any Justice has the right to convene and preside over court, but may only do so if a hearing is requested by a Citizen or Lawful Resident of the Republic.
3. A Justice of the Republic may be any man who has served at least one tour of duty in the Army of the Republic and is appointed by the Executive Branch of Government.
4. Every man has the right to trial by a jury of his peers, and every Justice must recognize this right.
5. All courts are to be conducted in an objective manner. Emotional pleas or pleas for mercy shall not be credited, and are cause for a dismissal of the court and a ruling to be made by the Justice alone.
6. Every man shall speak for himself and may present all factual and objective evidence at his disposal.
7. The Jury of the Court shall convene the verdict in any objective case. The Justice shall determine the sentencing.
Amendments:
- 1. The Government may collect no tax that is not solely for the purpose of financing the defense of The Republic from foreign enemies or the preservation of internal Law and Order.
2. Corporal punishments are to be instated in the place of criminal detention. Capitol punishment and exile are likewise legal punishments for fitting crimes.
- 5a. The standard of punishment for unlawful theft of property shall be a number of public lashes, the number of lashes to be determined by the presiding Justice.
4. All citizens are permitted every freedom and right not forbidden or restricted by this document.
