Alarmed By: The increasing rate of dump of trash & chemicals within nations rivers, streams and oceans

Deeply Concerned: For the future and health of this planet and its ecosystem and animals on which we share the world with

Fully Aware: Of the dire consequences that will occur if quick and affective action is not taken by international community

Emphasizing: The facts that this effects all aspects of our lives and will have a domino effect with our ecosystem, economy, health etc...

Most of the international community realizes how vital this situation is for the world. For if we do not take evasive and quick action the problem will get worst. When things are too late politics, economy, wars none of that will matter if we ruin the world we all share.

Encourages: More people and Nations to make it mandatory for all oil, chemical, medicine waste be done by local environmental authorities instead of being thrown down the drain or toilet

Strongly Condemns: Nations that overuse fertilizers, chemicals and pesticides on large gardens and or farms that cause major chemical run-offs into fresh water streams and rivers

Draws the attention: Of nations to make several teams of scientist, environmentalist and volunteers and come together with other nations teams to form an international body crew that will work together to clean up huge garbage patches within the Atlantic, Pacific and Indian Ocean

Endorses: The use of mandatory recycling of paper, plastic and of container deposit laws.

I don't see what you mean by metagaming. But thats actually pretty decent. A little weak but a veteran taking hold of it could do some good with that. 8)

They're condemning nations that use excessive fertilizer, not the act of using excessive fertilizer itself. Hence metagaming.

I think they also banned any handgun more advanced than a single-action revolver, since double action would technically be semi-auto.

Description: We look into the eyes of our people as world leaders and promise them things, promise of a better future, stronger economy, more freedoms etc. But we can never truly keep this promise if we promise it to some and not all. Humanity has reached far, but not far enough. We must work together as an international community to ensure that a better future is promised for everyone.

Recognizing: that all people, regardless of their sexual orientation or gender identity, should be able to enjoy the full range of human rights, without exception.

Further deploring: the actions taken to protect LGBT people from angry mobs of people. Instead LGBT people are killed, tortured and or imprisoned.

Noting with deep concern: that actions not taken by those who hurt those because of gender, race and or sexual orientation is a violation of the Universal Declaration of Human Rights

Herby

Calls upon: Nations to help protect those discriminated by their race, gender and or sexual orientation by
a) Promoting equality and acceptance through education

b) forming more legal organizations that defend against discrimination of others if taken to court

c) Increase minimum wages to increase economic fairness

d) Legalize Same-sex marriage and allowing same benefits

e) Allowing LGBT people to adopt

Request: that nations not discriminate people and nor corporations that support LGBT and other forms of Human Rights that include forms as

a) protest/flash mobs that are peaceful

This one is all over the place. Seems to start as a gay rights bill and morphs into an idealistic mess encompassing most areas of society. Assuming one doesn't find the accusations of lynch mobs against gays grossly offensive, we have a herby appearance, duplication of many existing resolutions and a nice dash of optionality at the end

Also, isn't mentioning regions (and I suspect that the author is indeed talking about NS regions there) considered MetaGaming? Because although regions have a profound influence on the GA through the approval-process where WA Delegates screen WA proposals and the fact that the vote of WA Delegates have way more weight than that of a WA member, mentioning it is somehow illegal... let's not get into it.

It is... I missed a few things, but its one of those where it may well have been easier to list rules not broken...
