This Act may be cited as the 'School Violence Reduction Act'.

SECTION 2. SENSE OF THE GENERAL ASSEMBLY

It is the sense of the General Assembly that the WA should--
(1) support the efforts of WA leaders to reduce violence in the WA;
(2) promote common-sense proposals for preventing gun violence;
(3) provide law enforcement officers with the tools necessary to combat violent crime and protect communities, and protect themselves;
(4) ensure children can attend school free from the threat of violence;
(5) support nations and local districts to ensure schools have the safe and successful learning conditions in which all students can excel;
(6) provide tools for identifying individuals that pose a threat to themselves or others, so they can receive appropriate assistance;
(7) keep dangerous weapons out of the hands of criminals and individuals who are not lawfully authorized to possess them;
(8) promote information-sharing that will facilitate the early identification of threats to public safety;
(9) mitigate the effects of violence by promoting preparedness;
(10) provide training for educational professionals, health providers, and others to recognize indicators of the potential for violent behavior;
(11) examine whether there is a connection between violent media and violent behavior;
(12) enable the collection, study, and publication of relevant research; and
(13) expand access to mental health services, with a focus on children and young adults.

NOTE: This bill was not written by Boompa, but was modified for the purposes of this game. It was originally proposed in the Senate of the United States and here I take all credit away from myself and pass it on the them.

Repeal "The Right to a Lawful Divorce"

A resolution to repeal previously passed legislation.

Description: WA General Assembly Resolution #39: The Right to a Lawful Divorce (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

Argument: ALLOWS all member nations to disallow divorce through religious beliefs or ideologies

ALLOWS all nations under religious rule such as Holy Empires to follow all of their beliefs under one jurisdiction which recognizes that marriage is the union between a man and a woman and that they will be together in sickness and in health, through rich and through poor, and all of the other things that bonds the two soulmates together

RECOGNIZES that other nations may still allow divorce without penalty and allows divorce to be the legal and official dissolution of marriage.

RECOGNIZES that nations can allow divorce to be a healthy separation between the two parties of the divorce.

ENACTS the following into resolution:

1. All nations who choose to disallow marriages are righteous in their religious traditions and beliefs
I. Allows religious practitioners to recognize marriage as a unity between a man and a woman
II. Allows religious practitioners to also not recognize a unity between two men or two women as a legal marriage

2. All nations who choose to allow divorce without penalty can still uphold their beliefs equally
I. Can recognize a legal marriage as a unity between two persons of any gender

3. If this resolution is passed, all beliefs of any sort shall remain intact and allows all nations to define marriages respective to their own beliefs

Description: UNDERSTANDING that human rights are important for the improvement of society;

AWARE the this atrocity should be fixed;

SHALL RATIFY the following clauses:

(i)Each person shall have the right to live, which shall not be infringed upon without due process of law with respect to the laws of his or her respective nation;

(ii)Each person shall have the right to have a name consisting of alphabetical characters within his or her respective nation's language;

(iii)Each person shall have the right of passage freely through any nation with which a state of war does not exist between either of the nations in question;

Anti-Police Brutality Act
A resolution to improve worldwide human and civil rights.

Proposed by: Brotherland

Description: Recognizing that most countries choose to have a police force of some kind, and that those countries have the right to use their police forces as they believe to be necessary, the citizens of said nations should have the following rights against the police forces of their respective countries.

1. Member nation citizens have the right to not have to suffer the indignity of sexual harassment from a police officer or any other law enforcement official.

2. Member nation citizens have the right to not have racial slurs or negative racial stereotyping used directly at them or about them while in custody.

3. Member nation citizens have the right to not have to endure excess or unreasonable physical punishment by police or other law enforcement officials.

The terms of "sexual harassment", "racial slur", "racial stereotyping", and "excessive or unreasonable physical punishment" in this context are defined as follows:

•Sexual Harassment: Unwelcome sexual comments or advances made by an officer, especially when compliance is made a condition of being realeased or receiving less of a punishment by law enforcement.

•Racial Slur: A comment, word, derogatory term, or any other statement that is used with the intent to humiliate or demoralize a person based on their race.

•Racial Stereotyping: Any exaggerations, false beliefs, or expectations associated with specific racial groups that may be interpreted as hurtful or offensive.

•Excessive or Unreasonable Physical Punishment: When a police officer acts with excessive force by using an amount of force with regards to a civilian that is more than necessary.

Any police officer or other law enforcement official will be given a punishment that their own country believes is suitable for the severity of the offense whenever they shall infringe upon any of these three basic rights.

Repeal "Reducing Problem Gambling"

Description: WA General Assembly Resolution #123: Reducing Problem Gambling (Category: Education and Creativity; Area of Effect: Educational) shall be struck out and rendered null and void.

Argument: Description: WA GENERAL ASSEMBLY RESOLUTION #123: Reducing Problem Gambling
(Category: Education and Creativity; Area of Effect: Education) shall be struck out and rendered null and void.

Argument: Reducing problem gambling is a serious problem in many communities and needs to be addressed,

Believing that GAR#123 does little to stop citizens of member nations gaining access to the various methods of gambling from non affiliated World Assembly nations via multiple telecommunication access points,

Suggests it does little to discourage citizens of member nations from wagering their money in a transaction that is deemed a gamble,

Proclaims GAR #123 cannot regulate transactions that uses personal property in transactions that are deemed as a gamble,

Affirms it does nothing to actively reduce patron losses whilst frequenting an institution that allows a transaction deemed a gamble to be wagered,

Understands GAR #123 only addresses the issues of problem gambling once the citizen has identified tthe problem at hand,

Encourages more direct action to reduce problem gambling in member nations,

On the fence about whether this is illegal. The clause that "[p]roclaims GAR #123 cannot regulate transactions that uses personal property in transactions that are deemed as a gamble" seems like legislating in a repeal. If it's not trying to legislate, I'm not sure how the argument makes any sense...

The last "encourages" clause could also be read as legislating within a repeal. Then again, maybe it's one of the "hoping a better resolution on X subject comes along soon" provisions we see so often in repeals.

While I dont believe its illegal, I do question if this author has any clue what the original legislation accomplishes. It almost sounds as if they wish a direct gambling ban, which they could do without the repeal...
