What is not meant is those who have:

These people merely need some help but can function in the world.
In the Supreme Court case of Carter v. Canada a precedent was set that allowed those with fatal illnesses to be able to decide to be euthanized by medical professionals instead of suffering the anguish of their affliction.

Is it then not kinder to remove these unfortunate souls instead of letting them live a life of underdeveloped. Some will argue that they are happy so what does it matter? But ignorance is bliss. It would be easier on families, instead of having to change their life to support someone who is nearly mentally dead anyway. It would be easier on national economies instead of having to spend millions of dollars a year on group homes and special educational programs out side of the normal class rooms.

It is not a pleasant thought but we must think of humanity going forward and these people will never reproduce or if they do the offspring will be no better off.

Yep, definitely contains an RL violation and isn't written from the perspective of the WA. Now, given GAR#285, can this be considered a consensual act? If so then we've got duplication. If this isn't considered consensual then it contradicts.

So, either way it's illegal.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

NOTING: WA members are outnumbered by non-WA members,

ACKNOWLEDGING: Nations withing the WA will be weaker,

Clause one is claiming that since no resolution has forbidden nuclear weapons, a resolution permitting them is unnecessary. I don't even know where to start on how wrong that claim is.

Description: We need to create a global law that the States of this world need to control the weapons within there State's. People are too dangerous to there neighbours if everyone has there own personal weapon. Only the state should be allowed to own and use weapons.

I think a lot of these illegal resolutions could very Well be avoided if when writing them, the page was changed from "description" to something more understandable. I think the Noobs get caught in the description box and just describe what needs to be done rather than making it legal...

That's really a good idea. If we go with a revised proposal submission form because we're changing the way stats work, that would be a great time to come up with a new format. Create a discussion thread for "Suggestions for a new GA proposal submission form", and then break it down. Would you like separate text boxes for Preamble versus Active Clauses? Would you like it to force the creation of a new GA forum thread on submission? Would you like co-author fields? Do you need formatting buttons?

I'm not saying that creating a topic like that would guarantee results, but it might be nice to hash it out so the admins know what players want.

I always considered agriculture to be an industry.
Of course since cottage industry is still a thing, a househusband ironing socks for money is thus industry.

Definitely a do nothing proposal due to a linguistic failure.

And really faulty reasoning. It is individual people who stand to lose this money, not governments, therefore that money could not be used for governmental purposes any damned way. (Unluss that government has a habit of confiscating money to fund their projects). Governments can, however, tax winnings which then provides more revenue for use.
