De-industrialization

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental

Industry Affected: All Businesses

Proposed by: Game Losing

Description: A resolution to cut down, on a large scale, the greenhouse gas emissions of the world.

The World Assembly,

UNDERSTANDING industrialization is a key component of what has brought technology and society to where it is now,

ACKNOWLEDGING that industrialization has many benefits, and should not be removed entirely from the world,

HOWEVER NOTING that the air and water pollution caused by over-industrialization has put many living things in danger,

CONCERNED that, if large-scale pollution continues, the environment will be all but destroyed, leading to massive shortages of resources like food or clean water,

REMINDING YOU that developing environmentally-friendly technology may in fact IMPROVE future industries,

REQUIRES that all member nations be obliged to follow the following regulations, until further notice:

1. Factories processing and/or preparing basic needs, such as food and/or water, will have production slowed to the bare minimum of feeding everyone in the nation they are in.

2. All non-electric cars are banned. This includes gasoline, diesel, natural gas, etc.

3. Each nation must have enough trees and other CO2 absorbers to account for a total of ten tons of CO2 absorbed per person, per year. This should counteract, for now, the average amount of CO2 and other greenhouse gases an average person produces.

4. All factories NOT producing basic needs like food or water must be slowed down by AT LEAST 20%.

Ladeedah bullshit with a side of economic naivety.

The following is too self-contradictory to obey, even were it to pass:

Unrestricted Sub Warfare Act

A resolution to improve worldwide human and civil rights.

Category: Human Rights

Strength: Significant

Proposed by: Germantica

Description: Description: The World Assembly,

To protect Neutral Ships from being sunk by Unrestricted Submarine Warfare,

NOTING that in times of war a nation is able to sink enemy merchant shipping as long as those ships bear the colors of an enemy nation.

CONCERNED while a nation may sink enemy merchant vessels, a neutral vessel may be sunk either by poor identification, or deliberately.

BELIEVING that innocent lives may be lost due to submarine warfare

INSISTING that neutral ships on voyages that do not interfere with war (i.e. having no participation in the war, neutral, impartial) may be given immunity and passage through a hostile nation's Submarine Interception Zone or SIN.

ACKNOWLEDGING in rare cases a ship may be miss identified as a vessel carrying war supplies and might be sunk.

NEVERTHELESS the nation responsible shall pay restitution for the neutral ship sunk.

Nothing illegal so far.

ENACTING WA Sub engagement policy
1) Aggressor Nation
i) Has the right to engage in "Unrestricted Submarine Warfare" with and only with Nations it is at war with as recognized by the WA.
ii) As listed above, if engages in "Unrestricted Submarine Warfare" the Nation responsible will be liable and may face prosecution for the War Crime that has been committed.

How can a country have the "right" to engage in unrestricted submarine warfare, yet still have to face prosecution for that war crime? Which is it?

iii) In the case of if a neutral ship is "accidentally" or if a neutral ship is sunk for any reason, the aggressor must present evidence freeing itself of wrong doing to the WA or this action will result in punishment (i.e. Sanctions, Additional War Crimes, Blockade, Revoke of Trade deals, or Condemnation)
iv) As stated above, aggressor has right to produce evidence to prove innocents, this must be done no less than 7 days after the incident, after the expiration date the above punishments will be given out.

What expiration date? As stated the accused nation must wait at least seven days before submitting evidence; if there's an "expiration date" anywhere in here I can't find it.

2) Neutral Nation
i) Has the right to sail into a warzone, but must adhere to strict warning not to.
ii) Neutral Nation is to strictly stay on plotted course and to stay within the limits of their sailing documents.

iii) If ship deviates from course without this change being authorized by WA sailing officials then the ship is rendered void from USW Act.
iv) Like above, if ship is in Submarine Interception Zone or SIN without proper sailing documents or has deviated from assigned course, then they are rendered void of the protections of the USW Act.

How on earth is any vessel supposed to comply with all of this?

i) - either the vessel has the right to enter, or it does not. If it has the right, then what is the basis for a "strict warning" that can take the right away?
ii) - OK, but:
iii) - So if a ship that has the right to enter the war zone and is doing so under the pre-approved course papers filed with the WA, is then warned off its course by a belligerent ship, thus complying with its strict warning, it then has to somehow contact a WA bureau in order to approve this course change???
iv) - Likewise, a ship deviates under warning from its assigned course and then becomes a legitimate target?

HOPEING that the WA Submarine Engagement Policy will help countless lives from being lost.

HEREBY Protect Neutral Ships from being sunk by Unrestricted Submarine Warfare.

There is so much self-contradiction in this proposal that it can't possibly have any measurable effect on nations. It therefore can't be legal.

There isn't much of one anymore, it used to be good for 40-50 endorsements regardless of how bad the proposal was. Jimmy Hart was its uncrowned leader, usually the first to rubber stamp all sorts of crap.

Thankfully its numbers have dropped significantly

GENERAL ASSEMBLY PROPOSAL
ID: adverl_1441136031

Fair Trials

A resolution to improve worldwide human and civil rights.

Category: Human Rights

Strength: Significant

Proposed by: Adverl

Description: Observing that there is currently no guarantee of justice for those accused of criminal acts.

Noting that convictions are often unsafe due to the absence of any legal requirements for a trial under international law

Remarking that miscarriages of justice are common.

Believing that it should be everyone’s right to be protected from malicious and unfair prosecution by law.

Further believing that the more rigorous examination of evidence seen in a fair trial will lead to fewer innocent people being unfairly punished.

Hereby mandates that all WA member nations guarantee a fair trial to anyone facing prosecution in their territory, in accordance with the following requirements:

Article 1 § That the accused be seen as innocent until proven guilty beyond all reasonable doubt, thus placing the onus of proof on the prosecuting authority.

Article 2 § That the defendant be given the right to present his case or to be represented by a person of his choosing.

Article 3 § That the evidence shall be considered by an impartial jury of no less than 5 people and presided over by a judge with knowledge of the laws being applied and the requirements for a trial.

Article 4 § That all persons shall have the right to remain silent when questioned, and exercising this right shall not be used as evidence against them in court.

Article 5 § That information and testimony may not be extracted under duress or using any form of physical or psychological torture.

Article 6 § That the defendant shall have the right to question any witness who provides evidence.

Article 7 § That the defendant be entitled to appeal against both the sentence and verdict that has been passed.

Article 8 § That any punitive sentence passed by a court be proportional to the crime committed.

Article 9 § That the proceedings of the trial conclude within a reasonable time period.

Status: Lacking Support (requires 73 more approvals)

Voting Ends: in 3 days 7 hours

GENERAL ASSEMBLY PROPOSAL
ID: the_party_for_money_1441144951

Relax gun control laws

A resolution to tighten or relax gun control laws.

Category: Gun Control

Decision: Relax

Proposed by: The party for money

Description: Gun Control Equals Absolute Despotism
Of all arguments against controlling guns, this one crystallizes everything the ravenous pro-gun crowd has had to say over the years. Most Americans do not trust their government, or more properly, the people who hold the highest positions in it. This was the feeling long before Edward Snowden leaked proof of the government spying illegally on its own citizens and nations around the world. Snowden deemed this too similar to “Big Brother,” as Orwell calls it, but the US government not only disagreed with him, it even defended what it was doing as not in any way criminal, though its own law books clearly differ. Snowden is not without supporters. Twitter has erected security firewalls to guard against NSA spying, and Google, Facebook, and Tumblr have followed suit.Pro-gun citizens consider their guns the same protection. They arm themselves for the possibility of government agents taking away their rights one by one until they live in a police state in which the government is able to do anything it wants because the civilian populace is unarmed and cannot resist. In these terms, any gun control is viewed as a threat to liberty, and though the Constitution guarantees rights, it does not enforce anything. Guns do.The Snowden fiasco in particular brought the rampant and frighteningly amoral dishonesty of the federal government back once again to the front of global debate, since America had been spying on China, France, Germany, and even Great Britain against their wishes. The pro-gun American citizens have seized on this embarrassment as yet more proof that the government is out to take away its citizens’ rights, as many as possible until democracy is gone and tyranny is in place. Tthe only truly effective protection of American citizens’ rights to freedom of speech, press, religion, and others are their guns.

Proposed by: Greater Gibraltar

Description: Recognizing that social and economic disadvantage are major causes of stress and pregnancy termination,

Believing that pregnancy should not cause poverty,

Further Noting that the amount of stress can be reduced dramatically by pregnancy support,

Further Believing that mothers unable to care for their child should have the option of putting up their child for adoption,

Recognizing that many mothers and taxpayers hold strong beliefs against abortion,

Believing that taxpayer money would better be spent on pregnancy support and child care,

This Assembly hereby mandates that:

1. All WA member states create pregnancy support services, including a pregnancy support hotline and counseling courses. This hotline will give mothers non-abortion options.

2. All WA member states expand adoption services and inform all mothers unable to raise a child of this alternative.

3. That all member states require paid maternity leave equal to at least 75% of wage for up to 15 months.

4. That any federally funded abortion facilities be defunded, and that these saved funds go to fund the above programs.

1. So pregnant people needing advice on whether to have an abortion or not could call a hotline that is only allowed to suggest anything but an abortion? Sure, that sounds like a good use of taxpayer money...

2. All member states have to "expand adoption services" - if Adoptopia has immense adoption services already, this may be impossible for them, whereas Abortistan, where adoption services are currently non-existent, would not have to do much at all to be in compliance.

3. I don't really get the grammar of this clause. Does it mandate compulsory maternity leave for all mothers?

4. a) Why is federal funding not allowed, but any other form of public funding fine?

b) Isn't this in Contradiction of Clause 2 of On Abortion, which requires member states to ensure that abortion facilities are easily available?

Local And Global Trade Act

A resolution to develop industry around the world.

Category: Advancement of Industry

Area of Effect: Labor Deregulation

Proposed by: Liberiquis

Description: Dear Esteemed members of the WA,

We face a large problem in the world of trade. When a nation makes the decision to trade globally, we see that large corporations take most of the monetary and legal benefits while small local labourers get next to nothing. Many nations attemp to avoid this by cutting off or heavily limiting global trade and instead only trade locally. This may be cheaper and benefit the labourers (i.e. family farmers, factory workers, local craftsmen) but then the government, midsize and large corporations will sustain heavy losses because the market has ceased to grow. To combat this we humbly suggest that:

1. Nations must implement regulations to ensure that a fair percentage of their imports and exports are from the labourers.

2. Allow large international corporations to obtain ownership of these small businesses that employ the labourers only if they agree to pay them a wage of $8.55 USD (This is a amount that allows the workers to live much better lives while not being a liability to the large corporations.

3. Create a system that would allow that amount of $8.55 USD to grow in proportion to the average inflation rate of all the esteemed nations that would be involved in this resolution.

Thank you for taking the time to read this and I hope that you will aid us in helping to make lives better for the working labourers in the entire world.

Sincerely The Dominion of Liberiquis

Branding. And possibly an RL violation, since it seems rather unambiguous that, in this proposal, "USD" references a particular RL currency.

Also, the Area of Effect is Labor Deregulation, but the proposal seems to introduce regulations rather than remove them, so isn't that a wrong AoE? Perhaps it is the wrong Category altogether, as I don't really see how it would advance industry.

Natural Disaster Relief Fund

A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Mild

Proposed by: Liberiquis

Description: Dear WA members and delegates,

Every nation in the world has come to experience natural disasters at some point in their history. Most times though, they are neglected the foreign aid they need. This act would be the difference between life and death for many environmental refugees.

This Act Would:
1. Force all 19,000 WA nations to give $250,000 USD every two months to the Natural Disaster Relief Fund.

2. This fund would go towards helping natural disaster relief for victim nations.

3. The money would go towards buying food and water, survival and hiking equipment, payout for loses of homes, businesses, livestock, & possessions lost during the disaster and for finding and the purchase of new housing.

4. Each compulsory donation will be returned one year after payment date if it has not been used.

5. Payments will also be given to refugees to start a new business. The loan amount will be specific to the country or region and will be payed back to the country that donated within two years of payment with 12% interest on each month of having the money.

Thank you for taking the time to read this resolution. Please help make their lives better though these small donations.

Sincerely Liberiquis

Same nation, different proposal. Branding again. And again with the USD.

And once more, Wrong Category. "Natural disaster relief" doesn't sound like a military or police spending area to me.

I'd be tempted to support this proposal though, just because it includes the language "compulsory donations"...

Repeal "Nuclear Arms Possession Act"

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#10

Proposed by: Ancient Alba

Description: WA General Assembly Resolution #10: Nuclear Arms Possession Act (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.

Argument: The Constitutional Monarchy of Ancient Alba recognize the fact WA members are outnumbered by non members.

However we believe possession of Nuclear weapons raises tension with non member states and may provoke animosity. Conventional armed forces should be used for defense against hostility not these abhorrent weapons.

Nuclear dismantlement should be a priority of the WA in order to reduce tension between hostile nations and promote peace and diplomacy. Promoting international co-operation cannot be achieved by flaunting nuclear weapons.

We fully support the repeal of the Nuclear Arms Possession act.

I recognise the fact that this proposal contains Branding.

Also, the repeals clause doesn't sound very operative.

Repeal "Nuclear Arms Possession Act"

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#10

Proposed by: Ancient Alba

Description: WA General Assembly Resolution #10: Nuclear Arms Possession Act (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.

Argument: It is acknowledged Members of the WA are outnumbered by non-members 3 to 1. However this should not constitute the possession of nuclear weapons as a means of protection.

Possession of nuclear arms heightens tension and breeds animosity between nations. This can prove catastrophic and disputes can soon escalate. Diplomacy remains the best tool for constructive change and has been more effective in solving differences rather than flaunting nuclear weapons.

In order to defend themselves nations should be encouraged to maintain reasonable conventional armed forces, not nuclear weapons. Repealing said act will reduce tension and promote diplomacy.

This argument URGES the WA to put it to a member's vote to Repeal this act.

Approvals: 2 (Fothergilland, Vancouvia)

Status: Lacking Support (requires 71 more approvals)

Voting Ends: in 3 days

No "Repeals" clause.

No "Repeals" clause.

Not so much. It Urges member states to do something. That is a textbook example of legislating in a repeal. Are the mods really still enforcing that an action clause is needed at the end of a repeal, when the action is built into the description?

GENERAL ASSEMBLY PROPOSAL

Elect WA Delegates

A resolution to increase democratic freedoms.

Category: Furtherment of Democracy

Strength: Strong

Proposed by: Danish Kingdom

Description: Every day regions are putting WA Delegates into our WA who are not elected, but chosen by founders of a region.

Election Process:

My proposal suggests changing the ways you get into the WA by replacing unelected WA Delegates with elected delegares. This would be done per region. A nation would put itself forward to be elected. If they stand unopposed the normal method would apply, so they would get automaticly appointed to the WA, but if they have 1 or more rival, an election would be called. An election would be held every 2 months unless the Leader of the WA (see below) if the leader calls this, an telegram would go out to evey nation asking them to either say they are not running for WA or to say they are. On election day each nation in evey region will have a list of candidates in a telegram. They reply with their prefrence. Once votes have been counted the winner will be officialy appointed to the WA by the founder of the region.

Leader of the WA:

Once all delegates have been appointed, the members of the WA elect a delegate to be leader of the chamber, using the same method as above. If unopposed you automaticly get the job. The leader is in charge of putting proposals to the chamber, for all delegates to vote on first. Once the proposals have past the delegates it will be voted on by the members. If it does not pass the members it is up to the leader to change parts of the proposal to meet the members demands. If it does not pass the delegates it will never be made into a real law. The leader elections take place 3 days after the WA elections to allow campaigning time.

Minimal changes:

Changing the name of members who are not delegates to Free Delegates.

Only WA Delegates get to vote on proposals in the Security council.

Approvals: 0

Status: Lacking Support (requires 73 more approvals)

Voting Ends: in 3 days 9 hours

Oh, and this one. This probably violates something, makes far too many changes to the way game mechanics work.
