When composing a resolution how far / how much are we allowed to reference to real world facts, events, countries, places, planets, people, etc. For example if I were to define "outer space" by first list planet Earth's final atmospheric boundary and it's distance from the planet's average ground surface elevation. Then taking that distance and calculating the gravitational difference between the planet's gravitational force and the amount of force acted apon an 'object' at this distance. I was a little rushed in comprising the example but I'm sure it will give an idea of where a real world reference is needed.

Remember the WA works on other planets than earth. Use general definitions. Getting overly technical can hurt you too.

I'm a fan of space and legislation on it. After you draft more of a proposal, I would help with hammering definitions together

When referring to earth the definition would include a method of defining the boundaries between the planet and outer space to set a standard while acknowledging that some planets have already established such a boundary and will be accepted; how ever that boundary is of a international scscientific significance and is not determined by political and militaristic methods, needs, or agenda. It's only technical to the point of establishing the definition and prevent a repeal in cause of finding fault in the definition.

On the same point, I'm drafting a proposal against the onslaught of desertification. How can I word it to avoid space-based nations?

@Aurserski: You can't say "Earth," even though besides an RL planet name it's also a generic word for the ground.

However many miles/kilometers "above sea level" should be a generic enough term for what you mean by "outer space." In RL, it's either 50 mi or 100 km; both numbers are completely arbitrary.

You can't make proposals optional. Nations that don't have the feature you're legislating on just ignore it. The standard example is WA marine laws in a landlocked nation.

This doesn't nullify the mandatory aspect. The laws are still there, and WA law still applies to all WA members. Whether your nation can or can't obey them, like whether it will or won't obey them, is RP.

It's tough to say; it was Gruenberg for awhile, and it might still be. Yelda also has a lot. But they have both used so many different nations for submitting resolutions that it's hard to add them all up.

Are you counting the resolution(s?) she got passed as a UN member?

OK, mousey's page says 16 GA, 3 SC and 1 UN, so 20 total.

Quod and gruen have 11 each, so already that beats mousey's total. Did Sheknu ever get anything passed?

None with Sheknu. 1 with Dark Star Republic and 2 with Schutzenphalia and West Ruhntuhnkuhnland; don't think there are any other puppets I've passed anything with.

What about Douria? They must have quite a few combining NSUN/WA/SC.

I've seen Skydip's name a lot on the SC, don't know how active they were in GA.

20 total under "The Dourian Embassy". I don't know/remember any puppets he may have used.

TDSR/Quod/Gruen/SAWR have 26 total by my count (including Gruenberger Overseas etc.). TDSR didn't get any passed using their WA mission?


EDIT: and SkyDip was not involved in the GA at all, and in fact was stunningly ignorant of GA rules, citing incorrect rules in SC resolutions more than once.

I have some clarification questions, are you allowed to mention nation names and/or regions in a GA resolution?

Are you allow to reference other areas of the WA, like the security council?

Also can one reference souls in their resolution, or does that violate some rule?

But then militantly secularist nations, of which there seem to be quite a few in the WA's membership, are likely to vote against your proposal even if they might otherwise have supported it...

Ideally you duke it out in the proposal thread first. If that fails, send it to the moderation forum. If you need it to be private for some reason, GHR.

I'd like to get involved in this forum, possibly even eventually authoring a proposal. Would it be recommended for me to read all 300+ resolutions first?

The way I started was by just reading over some proposal threads first after reading the rules, then getting a feel for the passed resolutions. You don't need to memorize all of them since many are repealed, and you can always check the list to see if your idea or someone else's duplicates or contradicts them.

If you're going to author a proposal, you probably just need to read the ones that could cause potential overlap/contradiction.
