Celestial Science Accord

This World Assembly,

Aware of the interests of many nations in the exploration and study of regions outward of our atmosphere, and

Despite the immense costs that are required to perform such research,

Realising the appeal and scientific importance of space research to all nations,

Informed of the needless struggles of new nations to achieve what more developed nations have already accomplished,

Also recognising the importance of nations’ withholding of their own research from other nations, and, finally,

Noting the importance of protecting research and transport vessels from military attack,

Hereby establishes the World Administration of Astronomical Research, herein referred to as WAAR.

For the purposes of this Accord, a “ship” is defined as any object, manned or unmanned with internal or external control, in the region outside of any inhabited planet’s atmosphere, or in transit to or from this region.

The WAAR is given the authority and responsibility to:
Advise national and international space agencies when requested,
Perform exploration and research missions for the advancement of science worldwide, and
Gather and make public scientific information gathered from space research

The WAAR is also authorized to:
Certify ships built for strictly non-military purposes; member nations are forbidden from carrying out military attacks of any kind upon certified ships,
Monitor certified ships to ensure no military modifications are made, and
Investigate the reasons for any military attack on a certified ship, if unclear, and take appropriate action against the nation(s) or international body that took said military action,

The WAAR is prohibited from assembling or maintaining a cosmic military or police force.

Individual nations or international bodies may share research data and make monetary contributions to the WAAR, however in order to protect the integrity of the WAAR, all monetary contributions must be made anonymously.

OOC: Welcome to the General Assembly forum!

I wish you had just posted this for drafting, rather than submitting it, because after it has been submitted, the text can't be changed anymore, and thus much of our advice will be useless.

As your proposal text currently stands, it looks like it's illegal (that means, against the proposal rules) because of what we call "committee only". You're creating the "WAAR" and giving it things to do, then say nations and such may share data with it. However, you're not actually telling the member nations themselves to do anything.

To see if you run afoul of "committee only", basically take away anything that mentions or is directly connected to the committee, and see what you're left with. What remains of your proposal after that pruning, are only the preamble sentences, which are not active clauses.

I suggest you submit a GHR and ask the mods to remove your proposal from the submissions list. That way you won't get a black mark for submitting an illegal proposal, and you will have a chance to work with us to try and make it legal.

As it currently stands, you may run into issues with some other resolutions (mostly those about border control), and you should also remember that not all member nations are on the same planet, and that some of them may consider interplanetary or even interstellar space as their "soil" and will defend it from any unauthorized entry, like Tinfect demonstrated above.

Thank you for the Help Request page, I was testing my formatting on the resolution but I accidentally submitted it. I could not find a clear way of removing it so I hoped it would just go through unapproved. I think I have fixed the committee only issue (by adding some active clauses and creating a committee to facilitate and/or enforce them instead) however it is still not ready for submitting. I am not sure what do do about the interstellar borders issue; I would love some help on revising that clause.

Also, you still haven't filed a GHR to have it removed. Do that as soon as possible! You can do it here: Getting Help Request form.

Additionally, if you create a committee to make stuff happen, it'll still be committee-only. You'll have to post the updated draft here. Spoiler your current draft and add in the new one in the first post of this thread.
