International Peace Accord

Postby Excidium Planetis » Wed Oct 19, 2016 12:48 pm

"Intended to complement the WA Peacekeeping Charter and serve as an example of how the Peacekeepers can be granted specific tasks." Blackbourne states. "It will need work, for sure."

First Draft:
International Peace Accord
~Flavor Text~

Category: Global Disarmament (?) | Mild | Proposed by: Excidium Planetis

The Assembly of Worlds,

Believing prevention of conflict or restoration of peacetime activities to be one of the foremost goals of this august body,

Authorizes the Office of Building Management to expand the WAHQ to include conference rooms for international negotiation, construct WA embassies in foreign nations which request such, and acquire the land and funds to do so,

Grants the GAO the power to compensate nations which agree to construct WA embassies;

Encourages nations involved in or approaching conflict to send delegations to WA embassies or WA HQ conference rooms, in order to discuss and resolve issues in a peaceful manner;

Tasks the WA Peacekeepers with
  • staffing such embassies and conference rooms,
  • urging WA member nations to attend negotiations to prevent or resolve conflict
  • appointing envoys to meet with parties involved in peacekeeping efforts for facilitation of international mediation,
  • ensuring the safety of national delegations sent to such negotiations;

Further Tasks the WA Peacekeepers with coordinating with the International Mediation Foundation and any other applicable WA organizations where helpful in fulfilling the duties of the WA Peacekeepers;

OOC:
Biggest issue with this is the category... nothing mandates decreased military spending. I almost want to do something with this to make it Furtherment of Democracy, Political Stability, or something. Perhaps mandate that nations elect diplomats to serve as full time mediators?

OOC: Do the WA Peacekeepers count as a committee? If they don't, there's a potential House of Cards violation.

Also, what's the precedent in regards to mentioning WAHQ?

Finally, this clause:

makes no sense.

All this post is OOC:
States of Glory WA Office wrote:OOC: Do the WA Peacekeepers count as a committee? If they don't, there's a potential House of Cards violation.

Yes. They are a committee. At least, they should be considered as such, otherwise I will need to make them the WA Peacekeeper Committee.

Also, what's the precedent in regards to mentioning WAHQ?

I have no idea.

Finally, this clause:
makes no sense.

Oops. I think faster than I type. That should be "the power to compensate".

"I am sorry, Missus Barbera. I cannot speak to you until the relationship between our two great nations has improved." Blackbourne smiles sadly, and returns to his digital paperwork. "You'll have to address Sergeant Timmons over there."

Sergeant Timmons looks quite surprised, but remains quietly standing against the wall like a good security guard.

OMG I hate to say this but this is the funniest thing I've read in a while and I'm sure it is all unintentional. :rofl:

staffing such embassies and conference rooms,

You know, when you realize most people think of "peacekeepers" as something between a police and a military force, this brings a new freshness to the daily issue insult of the "chair force."

urging WA member nations to attend negotiations to prevent or resolve conflict

"Oh please come to the meeting ..." urges works for resolutions but not for the activity of a committee member

appointing envoys to meet with parties involved in peacekeeping efforts for facilitation of international mediation,

You mean gnomes appointing other gnomes? (Or this is an indirect way to get around the gnome staffing rule?)

ensuring the safety of national delegations sent to such negotiations;

Wait, I thought they were supposed to staff the conference rooms? How can they do this while they are doing escort service at the same time?

OOC (?)
Well, the WA is prohibited from creating a WA police or military force, so obviously the WA Peacekeepers cannot resemble that.

"Oh please come to the meeting ..." urges works for resolutions but not for the activity of a committee member

We can't force nations to meet with each other. Well, we can, but nobody liked that when Parsons proposed it.

You mean gnomes appointing other gnomes?

They would appoint envoys from within their own ranks.

Wait, I thought they were supposed to staff the conference rooms?

Yes. Security guards are part of the staff. And the staff can still ensure safety even if they aren't guards. And Committees can do multiple things at the same time because they have an infinite supply of workers to complete every task.

How can they do this while they are doing escort service at the same time?

Well, I never considered using a gnome that way before...

Of course, if it is both a police and military force, that would fall into that restriction.
