Endorsements are given to member nations by other member nations in the same region. To get endorsements, you should contact WA nations within your own region. In the case of feeder regions, I am under the impression that an RMB post politely asking for endorsements is customary for those that are looking for a few.
As a side note, if you are looking for endorsements to submit a proposal, I cannot stress enough that you should post a draft of your proposal on this forum and ask for commentary on it before submitting it formally.
