Creation of NS Tribunal

A resolution to improve worldwide human and civil rights.
 WHEREAS, there are many incidents where the disobedience and misconduct to others occurs every day,

WHEREAS, crimes against humanity, human rights, peace and order, war crimes and international crimes are also being done,

WHEREAS, it is the primordial duty of each state that the peace and order be secured and defended,

NOW, THEREFORE, the following is being proposed to the chamber of World Assembly to establish a judicial system within the NationStates:
The NationStates International Tribunal is hereby created and be vested as the judicial body of NS.
The Tribunal shall consist of 15 judges which consists of one Chief Justice and fourteen Associate Justices that will preside and hear cases of international crimes.
The Tribunal shall also reserves the right to deny any application submitted for any reason, disclosed or undisclosed. Other allegations will summarily be met with dismissal on the basis of a lack of jurisdiction.
The members of the World Assembly shall create the rules and regulations regarding the Tribunal.
The decision that shall be made by the Tribunal shall be final and irrevocable and the Security Council is tasked of its promulgation.

I wish you had taken the time to post here before submitting your proposal. The forum-side drafting process is crucial to any good proposal, and skipping right over to the proposal queue is a hasty decision that almost always leaves your proposal with glaring illegalities or imperfections.

As I am sure you have discovered, your proposal runs afoul of the Metagaming Rule. The General Assembly cannot force roleplay upon member nations--as this tribunal would almost certainly require--nor can it assign tasks to the Security Council. This is why your proposal was pulled just over an hour ago. Furthermore, this proposal also violates the Category Rule, as it actually does nothing to improve civil rights or liberties.

I'd offer my advice on how to improve your proposal, but I'm afraid that the very idea that you are after may be illegal before the Secretariat. The General Assembly has never been in much of a position to enforce things through a judicial body, and I doubt it ever will be. I highly suggest that you abandon this endeavor, take a good look at the rules of the General Assembly, and perhaps review some of our passed resolutions.

We welcome fresh meat here, so feel free to comment on other drafting threads and offer your opinion on those efforts. It will help you to get the feel of the General Assembly's mechanics, and how we do things behind the scenes. You may also be interested in the World Assembly Strangers' Bar, where you can roleplay as your ambassador and get to know the many other in-character personalities on this forum. The General Assembly has a very long tradition of roleplay to it, and often operates in-character. Knowing the different faces at the Headquarters will almost certainly make things feel more familiar.

Do not be discouraged if people respond to your future drafts with derision or harsh criticism. We aren't exactly the most friendly bunch at times, but I can assure you that the community really does appreciate new authors, and that the target of our criticism is solely your draft, and not your character.
