[DRAFT] Post-humous Physiological Alteration Prohibition

The General Assembly,

Recognizing that the deceased, while no longer sentient, deserve some respect for their life accomplishment and service to their nation,

Aware that there have been significant advances in technology which allows one to reanimate a corpse and brain or establish a link between a brain and computer,

Cognizant that along with these technological advancements, there are techniques to alter a brain so that their personality, character, or memories can be altered for personal, government, or other uses,

Hereby

1. Defines "alteration" and "alter" by any process which can change a person's personality and character, determined by psychological testing, from before the process to after the changing process,

2. Condemns member states which allow alteration of the formerly deceased human mind,

3. Encourages member states to cease any current government program branches whose main purpose is to alter formerly dead human brains (still allowing the banking, life continuation, and research of minds),

4. Prohibits any further such mind alteration programs to occur, unless it is to cure a mental disease, or to be in compliance with any previous passed resolution, and

5. Mandates that member states should discourage and condemn private firms and companies which practice the alteration of formerly deceased human minds.

Thish ish unshrue, ash there are many pasht-tech nations in the WA that don't even know what a compusher ish. You should change that sho shomeshing like "in many nations shere have been shecnological advanshes..."

Okay, there are four main problems with your proposal that need to be fixed promptly.

1. The title is too long(the limit is 30 characters and yours is well over 40).
2. It's not an international issue.
3. It ignores past-tech nations and non-human nations.
4. It doesn't account for people that give permission to have their brain altered after death.

PARSONS: Why do we need to care about what people do to a inanimate object? Dead people don't have feelings. This is a question of property rights, though it could plausibly fall into moral decency, not human rights. Neural degeneration is so fast after death, since the myriad systems stop maintaining the body's functions, resurrection seems implausible unless the body was preserved perfectly upon death.1

You know, at first, I thought this was Post-Human Psychological Alteration Prohibition, and there was going to be some issues...
Don't get me wrong, the Imperium has objections to this as well.
Oh, and on that note, Psychological and Physiological are not interchangeable; You want to be using the former here.

"There are far more efficient uses for such technology than mere psychological manipulation. And in any case, due to the rapidity of degeneration in neurons after death, such things are impractical at best. That the original entity involved might be... complete, is doubtful. Some degree of modification may be necessary to ensure that the resulting entity is even sane.

In any case, the Imperium argues that this process, specifically involving the deceased, is the creation of a new form of life, specifically an early form of advanced artificial intelligence produced through the conversion of an existing sapient entity. While The Second Moon Rising would not be affected by this proposal, should it go to vote and be ratified, but it would caution those who would be in favor of this proposal: for beings that only propagate by way of reanimation, this could very well be a form of forced sterilization in an effort to eradicate their 'species'.
The Riser delegate stands at just over six and a half feet tall and bears a vaguely humanoid shape. All other features are obscured by layers upon layers of elaborate robes and veils in varying patterns and weaves of silver, the hands are covered with meticulously wrapped strips of cloth so that only the tips of short nails are exposed, and even the voice is ambiguous. The plate on the Riser delegate's desk bears the Romanization "M'yullouand'inthouahuynn y yht Shoa Vouaniya A'alayoulin Luath'louad". Stuck to that, there is a large blue Post-it note with elegant handwriting that reads "Do not bother to try and pronounce this one's title. This one is simply the Riser delegate.".

In any case, though, I think that such things are the sort of things that our OP here can safely ignore; we can only do so much to work with bizarre RP concepts, and this is honestly already a bit on the edge all things considered.

OOC: I was thinking more along the lines of ghouls, zombies, vampires, corpsetakers, Frankenstein's monsters, mummies... basically any of the classic undead and stitched-together-from-corpses creatures that have varying degrees of personality/psychological changes when they themselves make the change. None of the proposal's clauses actually stipulate that the mental changes were the result of technology or computers; only that mental changes occur during/after/as a result of whatever process. Talk to any intelligent ghoul or zombie, and I'm sure most of them will tell you that their cannibalistic cravings started after the reanimation.
