The World Assembly:1. Obliges belligerent member states reestablish or repair critical infrastructure destroyed as a result of accidental or unlawful military action at the conclusion of hostilities, and to account for subsequent damage caused by the destruction of that infrastructure;
a. Forbids member states from requiring the host government compensate them for costs incurred replacing negligently destroyed infrastructure;
2. Strongly encourages member states to reestablish or repair necessary infrastructure destroyed as a part of lawful military actions;a. Further encourages member states to consider the effects of conflict and reconstruction on a nation’s economy when seeking remuneration;
3. Mandates that, in the event that there is a functioning sovereign government in the conflicted territory at the conclusion of hostilities, reconstruction efforts by member states are approved by that government;
4. Tasks IHACC with coordinating humanitarian aid assistance offered by nongovernmental entities and nations not originally involved in the conflict, and liaising with member states pursuing reconstruction efforts on both logistics and supply of humanitarian assistance and establishing an action plan to investigate and address restoration needs;
