I work damn hard to keep it reasonable, believe it or not, and if I remember correctly, prevailing opinion around here is that I've been reasonably successful in it. You can examine my post history here if you feel like vetting that claim.
In any case, it isn't too unrealistic to suggest that likely disorganized, probably untrained, and almost universally under-equipped foreigners descending upon a Nation for 'Humanitarian' reasons would just cause problems, especially if there is already a National, organized, trained, and properly equipped Disaster Mitigation operation already underway. The Imperium just has a significantly greater reason to.

Further, these likely inhuman foreigners will not be welcome to many Imperial Citizens, and this may result in Civilians refusing the assistance of the foreign personnel, or attacking them out of fear for their safety. As a result, we would be morally obligated to turn them away, to ensure the safety of both their personnel, and our civilians.
Further, these foreigners may pose a security risk, as their presence in the Interior Territories will likely reveal the positioning and construction of Imperial Defensive Installations, allowing their possibly hostile government to develop countermeasures for such. Their proximity to reconstruction efforts may be utilized to acquire information on Imperial Construction and Armour Materials, so as to develop weapons effective against them. Further, these foreign personnel may utilize information acquired from the observation of Imperial Personnel to develop knowledge of Imperial Strategy and Organization, which may be utilized against the Imperium in possible future conflicts. Thus, the Imperium is morally obligated to turn the foreigners away so as to protect the Imperial Citizenry in the future."
