The World assembly,
Noting that most member nations abide to this organization have capital punishment legal in some, most, or even all cases;
Recognizing that some nations can easily execute anyone without proper legislation on this issue;
Perplexed by the fact that member nations have legalized the death penalty for small, petty crimes, like littering, and don't give those citizens fair trials for these crimes;
Seeing that with the proper legislation, all member nations can have the death penalty in [certain] circumstances,
Hereby declares:
1. That when citizens commit a crime, they are not executed on sight,
2. Clarifies that abuse of the death penalty is not the vision of thus resolution
3. When a person gets the death penalty, member nations must agree to give the criminal a fast and swift death.
and 4. A citizen may not be executed for minor or medium-scale offenses on his or her criminal record.
