Everyone is making Drafts about this. Why can't I?

Strength: Significant

The World assembly,

Noting that most member nations abide to this organization have capital punishment legal in some, most, or even all cases;

Recognizing that some nations can easily execute anyone without proper legislation on this issue;

Perplexed by the fact that member nations have legalized the death penalty for small, petty crimes, like littering, and don't give those citizens fair trials for these crimes;

Seeing that with the proper legislation, all member nations can have the death penalty in [certain] circumstances,

Hereby declares:

1. That when citizens commit a crime, they are not executed on sight,

2. Clarifies that abuse of the death penalty is not the vision of thus resolution

3. When a person gets the death penalty, member nations must agree to give the criminal a fast and swift death.

and 4. A citizen may not be executed for minor or medium-scale offenses on his or her criminal record.

It's a doozy right now, there might be metagaming and it needs some work. Please give me suggestions below!

I see duplication of GAR #37. Those accused of crimes already get a fair trial. Clause 3 is completely unnecessary - sentencing is already part of a trial.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

In real life, I have a great doubt of whether such things a lethal injection really are as painless as the government claims, something which came up really after the European ban on the sale of the choice drugs for execution purposes. A statement that painless methods are what ought be used is probably necessary here, though that is up to you on how far you want that to go.

However, I will vote against anything that is 'On [x]'. This is an Assembly, not an essay convention.

I see your point on the title, and I have switched it to "act"

Sometimes it's basically like being euthanized but when you aren't about to die. That's basically what my state does on execution.

The Crime and Punishment Act is only 14 approvals away from reaching quorum, and is a lot more comprehensive and written better. I don't see the need for another draft on this.
Unless otherwise stated, Ambassador Katie Bentley is speaking for Westercourt, Ambassador Chelsea Holt if arguing in the World Assembly, and Trade Ambassador Alexander Chamberlain in GE&T.
